1. Strengthen leadership and set up institutions

However, through self-examination, some problems were found in individual enterprises, such as: the number of reports of six industrial enterprises did not match the number of self-examination, of which five were late; There are 2 wholesale, retail, accommodation and catering enterprises whose reported number is inconsistent with the self-inspection number; There are 1 construction industry and fixed assets investment enterprises respectively, and the number of reports does not match the number of self-inspections; There are 7 units whose reported labor wages are inconsistent with the number of self-inspections; There are 2 production units of agriculture, forestry, animal husbandry and fishery that report the number inconsistent with the number of self-inspection; Self-examination also found that there are xx statisticians in the county who are not certified. Another example is that the output of Taihua coal mine products is reported to be xx million tons, the verification number is xx million tons, and the false report is xx million tons; The reported output value of this enterprise is xx yuan, and the number of inspections is xx million yuan, with a difference of xx million yuan.

The county government can care about and support the statistical work, put the statistical work on the important agenda from the strategic height of improving the ruling ability and building a well-off society in an all-round way, often listen to the work report of the statistical department, help the statistical department solve problems, actively improve the working and living conditions of the statistical department, and provide the necessary guarantee for improving the quality and level of statistical work. The statistical department can be regarded as a "think tank" for scientific decision-making, and the opinions and suggestions of the statistical department are often listened to in the decision-making process, so as to give full play to the macro-guiding role of statistics in social and economic development. Seventh, the funds for statistical work should be included in the county financial budget, and some temporarily increased statistical work expenses should be added or raised in time to solve them. Although X is one of the economically underdeveloped counties in the province, in order to ensure the smooth development of statistical work and ensure the quality of statistical data, the county finance never defaulted on the statistical work funds, but also increased the budget in time according to the needs, such as timely allocating 36,111 yuan of supporting funds for special computers for township statistical stations, allocating 1-2 computers or printers to the Bureau of Statistics every year in recent years, adding 1,111 yuan of urban adjustment business deficit funds every year, and incorporating the sixth national census funds into the budget according to the upper limit required by the city.

through self-examination, the heads of the county government, the Bureau of Statistics, the urban and rural investigation teams and the relevant departments and units did not ask the relevant institutions and personnel to forge or tamper with statistical data and take revenge on statisticians, nor did they find any acts of obstructing, restricting or interfering with statistical law enforcement inspection. The county bureau of statistics and the urban and rural investigation team did not organize and implement statistical investigations without approval or change the contents of the statistical investigation system, forge or tamper with statistical data, illegally publish statistical data, and illegally disclose statistical investigation object data. The County Bureau of Statistics issues the Work Plan for Statistical Supervision and Inspection every year, and seriously organizes and implements it according to the corresponding contents. There is no such behavior as suppressing the case and not reporting the case. Statistical survey objects can basically provide true and complete statistical data on time, statisticians can obtain statistical qualification according to relevant regulations, and can set up and keep original statistical records and statistical ledgers according to law.

Fourth, clear up the thinking and face up to the shortcomings

Through this law enforcement inspection and self-examination, it is found that a few units have made false reports and concealed reports. The main problems are as follows: First, the number of statisticians at the grassroots level is small, their comprehensive quality is low, and their knowledge of statistical business and statistical law is not comprehensive; Second, the leaders of individual grass-roots units do not pay enough attention to statistical work, the statistical network is not perfect, and there are no full-time or part-time statisticians; Third, statisticians have not studied enough; Fourth, the relevant vouchers of some data sources are not sound enough, and some grassroots units have incomplete original statistical records, and have not established statistical accounts and statistical systems, so the sources of statistical data are poor, or even have no source basis; Fifth, there are still phenomena of late reporting, omission and false reporting in statistical data reporting.

5. Make efforts to rectify and clarify measures

(1) Improve statistical status and treatment. Strictly implement the Statistics Law and the Punishment Regulations to ensure their relative independence and legality, so as to enhance the statistical status and solve the treatment of statisticians.

(2) Improve the statistical supervision system. In order to put statistical work at all levels on the right track and improve the quality of statistical work in an all-round way, statisticians of statistical units at all levels are required to hold relevant certificates, establish a regular inspection system, strengthen supervision and management, and put an end to statistical violations.

(3) Improve statistical ledgers and original records to improve the quality of statistical data. In order to improve the quality of enterprise statistical data, we must establish and improve original records and statistical ledgers according to statistical laws and regulations and statistical reporting system, so as to truly "count according to the facts".

(4) strengthen the construction of statistical teams and improve the quality of statisticians. A relatively stable statistical team can accumulate experience, make greater contributions to unit management and provide accurate statistical data for government statistical departments.

(5) Realize the computerization of grassroots statistics and get rid of manual reports to improve work efficiency. The networking and informatization of statistical work is an inevitable trend. Statisticians should study computer knowledge hard and combine it with their professional work to improve the service of statistical work quickly.

(6) Strengthen inspection and supervision, and do a good job in training. To strengthen the construction of statistical foundation, we should give great help and support in the management of statistical stations and information construction. The Bureau of Statistics often goes to the countryside for guidance, inspection, supervision and research, focusing on grassroots difficulties and finding problems to solve in time. It is also necessary to continuously strengthen the training of professional knowledge and computer knowledge for grassroots statisticians, improve the quality and professional level of statisticians, and cultivate a high-quality management statistics team.

The source of GDP data is calculated according to the data provided by various professions and relevant units. The GDP accounting scope of our county includes two parts: Corps data and local data. The data source of the Corps is reported by the Second Agricultural Division to the State Statistics Bureau, which then feeds back to our county. Local data sources, the primary and secondary industries are accounted by data provided by various professions, and the tertiary industries are accounted by financial statements provided by various units such as finance, insurance, transportation, postal services, taxation, finance and administrative institutions. The data sources are true and reliable.

the data source of fixed assets investment is mainly according to the reporting scope. Our bureau's professional statistics and planning, urban construction, economy and trade, water conservancy, transportation and other units often contact to understand the situation, and report it truthfully by the telephone of the unit according to the construction progress, so there is no distortion problem.

the calculation of industrial development speed in our county is based on the self-established industrial statistical account and the grass-roots table reported by enterprises. First, the added value rate of each enterprise is calculated, then the added value, total output value and sales output value of each enterprise are calculated, and finally the summary is made.

at present, the speed of industrial development is calculated by (91-year constant price), and the new speed of industrial development (price index reduction method) is in the trial period.

the data of rural residents' net income currently used in our county is summarized by the county agricultural economics station according to the net income of rural residents in each township reported by each township agricultural economics station. The data source is obtained by the township agricultural economics station according to the accounting method of each household.

3. Statistical investigation of illegal acts:

4. Management of statistical statements and data:

The statistical statements currently used by our bureau are uniformly distributed by the statistical departments at higher levels. The management of departmental statistical statements can only be implemented after the approval of our bureau according to the relevant provisions of the Statistics Law of the People's Republic of China and the Detailed Rules for the Implementation of the Statistics Law.
