Food safety is related to people's food safety and health, and also directly related to social stability and harmony. In order to better understand the development status of the food industry in our county, comprehensively analyze the difficulties and existing problems faced by the food industry, study the countermeasures and ideas to solve the problems, and promote the healthy, steady and sustainable development of the food industry in xx county, our bureau conducted a serious investigation on the food industry in our county, and formed the following investigation reports:
1. Basic situation of the food industry in xx county
There are 911 registered catering service units in our county, but no evidence has been obtained. There are 1141 food circulation business entities and 621 small food stores without evidence; There are 26 food production enterprises and 211 small workshops without evidence; More than 111 undocumented food mobile vendors; Irregular distribution in various towns and villages throughout the county. With the rapid growth of the food industry, the food industry in our county has shown a good development momentum, and a number of famous products have emerged, including spicy beef, Feilong noodles, dragon girl wine, salted eggs and so on. Chongqing Mall, a well-known retailer in the southwest business circle, takes a fancy to the consumption potential of xx county and opens two retail stores in Yankou Town. Yinshan Holiday Hotel, Yuyuanzhuang, Snowflake Beer Style Street and other catering industry leaders and catering service demonstration streets have promoted the sound and rapid development of the food industry in our county by means of point and area.
second, the current situation and existing problems of food safety in xx county
in 2114, in order to find out the current situation of food safety, our bureau seized the opportunity of food sword action and concentrated on investigating a number of illegal and criminal acts of food, and then carried out special rectification work many times, including special rectification of food additives, rice, liquor, beverages, edible oil, meat and meat products, etc., forming a case to deter one party and educate one party. Up to now, our bureau has handled 127 cases of illegal food production and operation, with a total fine of 233,311 yuan. At the same time, in order to guard against food safety risks, according to the food sampling plan issued by the Municipal Bureau at the beginning of the year and the actual situation of our county, our bureau has carried out 96 batches of sampling of people's livelihood projects, and 6 batches were unqualified, with a qualified rate of 97.8%; 55 batches of supervised sampling were carried out, and 32 batches were unqualified, with a qualified rate of 41.8%; For products that fail to pass the sampling, administrative penalties shall be imposed in accordance with the relevant provisions of laws and regulations. We clearly realize that the overall situation of food safety in our county has improved compared with previous years, but the safety situation is still not optimistic, which is manifested in the following aspects: < P > (1) The power of food safety supervision is weak. First, the number of supervisors is small. According to the "three-set" plan, the overall establishment of * * * is 81, with 46 people in place. There are 23 people engaged in food safety supervision. The food safety supervision area is large, the front line is long, the supervision foundation is weak and dynamic. At the same time, the food industry has the characteristics of low quality and strong mobility of employees. Even if the existing supervisors are overloaded, they cannot reach the supervision rate of 111%. Second, there is a lack of supervision equipment. At present, our bureau * * * has two sets of quick inspection equipment, which can only do basic inspection for a very small number of varieties. Facing a wide variety of foods, our law enforcement officers mostly identify fake and inferior products by looking at them with the naked eye, smelling them, touching them by hand and checking shopping vouchers. The material and technical force supporting food safety work cannot be guaranteed, so it is difficult to find them in time and investigate and deal with illegal acts in time. Third, the office space is limited. Our bureau * * * has set up six supervision offices, which are the dispatched offices of our bureau. The office space is transferred to the township government where the supervision offices are located, but none of them are operating normally at present, and the supervision offices lack a series of office equipment such as computers, printers and law enforcement vehicles.
(2) food safety hazards are prominent. First, the operators' awareness of food safety is weak and the hidden dangers are prominent. The entry threshold of the food industry is low, most employees come from rural areas or laid-off workers in cities and towns, and their education level is relatively low, and their awareness of food safety is weak. They have not implemented the system of incoming goods inspection and ledger registration, or the system of claiming certificates and tickets is incomplete, so they can't handle the food beyond the shelf life in time, and they lack basic food safety knowledge, leaving a huge food safety hazard. Second, consumers' awareness of food safety is not high and it is difficult to safeguard their rights. Many consumers in our county don't have basic food safety awareness, especially some old people and children don't look at the signs of production date, shelf life, factory name and address when buying food, which gives some illegal operators an opportunity; However, some business households often do not provide invoices and small tickets on their own initiative. Once there is a problem, it will be more difficult to defend their rights. Third, the rural food market has various names and disorder. There are many kinds of cheap food in the rural food market, and there are many kinds of fake food. Because rural consumers generally know little about food safety knowledge, and our bureau's food safety supervision power is weak, rural food market and urban-rural fringe are dumping places for low-priced and inferior food, and rural consumers are also direct victims of fake and inferior food.
(C) The food business lacks orderly competition. First, the food producers and business households are not scattered in scale. The distribution of food stores in our county is quite wide, and there are food producers and operators from urban areas to rural settlements where several people and more than a dozen people gather; However, most of them are not large in scale. A small restaurant can be built with two tables, and a small grocery store can be built with dozens of packets of snacks, bottles of wine and packets of candy. There are small workshops built with simple production tools in humble shacks. At the same time, many catering service units and food circulation business households in rural areas have not obtained relevant licenses, and the small workshops have not been put on record by the regulatory authorities, which brings great difficulties to the supervision of functional departments. Second, the food industry is small, scattered, chaotic and poor. As a general service industry, the food industry generally has little investment and low technical content. Although it is completely selected by market competition, due to the lack of effective guidance from the government, there are widespread problems such as small, scattered, chaotic and poor, and lack of orderly competitiveness. In addition to registered catering service units, food circulation business households, food production enterprises and small workshops that have been put on record management, food mobile vendors can be seen everywhere. Because it is impossible to supervise and control the food raw and auxiliary materials, manufacturing and selling process and environmental sanitation status of unlicensed or registered food producers, the quality and safety of the food produced and sold are hidden dangers.
(4) food safety supervision is difficult. First, there is a lack of regulatory basis. In 2114, the whole province conducted a systematic investigation and statistics on the main bodies of food production and operation, but the supervision measures for the "four small businesses" have not yet been promulgated, and the applicable legal provisions of law enforcement personnel in the actual law enforcement process are not clear, which is not feasible in the law enforcement process. Second, the number of supervised objects is huge. Our bureau is responsible for the supervision of the whole food market except edible agricultural products entering the circulation field, covering the supervision of food production, food circulation, catering services and bazaars, with a large number of regulatory targets. Third, the illegal cost is low. At present, the main laws and regulations on food safety are the Food Safety Law of the People's Republic of China and the Regulations on the Implementation of the Food Safety Law. The relevant legal liability clauses reflect that the illegal cost of China's food industry is low, the profit margin is large, the illegal cost is far lower than the illegal income, and intentional illegal phenomena occur frequently. Fourth, the division of supervisory responsibilities is unclear. This year's "poisonous bean sprouts" incident was frequently reported in newspapers, and was once pushed to the forefront of public opinion. (5) inefficient legal publicity. First, the benefits of legal publicity are narrow. Although our bureau carries out food safety-related laws and regulations and food safety knowledge publicity activities with the help of important time nodes such as 3.15, food safety publicity week and science and technology publicity day every year, the beneficiaries are basically concentrated in urban areas and township governments, and the broad masses of farmers fail to learn food safety-related knowledge in time, and their awareness of food safety is low. Second, legal education failed to keep up. In the process of actual supervision, we found that many food business operators did not know that they had violated the law or that their actions were illegal, and some thought that they could get away with it as long as they were fined, which reflected that the efforts of legal education and publicity were far from keeping up. Some business households focus on economic interests, and they don't know enough about the management system ideas such as electronic traceability of food safety, claiming certificates and tickets, and purchasing and selling accounts, which is troublesome and passive. Some consumers don't have a strong sense of self-protection. When buying food, they don't look at the production date, shelf life, certificate and verification, and they don't have a strong sense of rights protection when consumer disputes occur. Although our bureau conducts training on food safety-related laws and regulations for food employees every year, some food employees have a poor sense of responsibility and are very arbitrary in operation, which is far from the provisions of laws and regulations.
III. Analysis of the causes of food safety problems
The food safety problems in our county are numerous and complicated, and the hidden dangers of food safety are prominent. The reasons are as follows:
(1) Insufficient support from people, finance and material resources. One is the shortage of human resources. After the institutional reform, the number of vacancies in the establishment of our bureau is large, and the existing personnel are integrated from multiple departments. The food safety supervision business needs to go through three stages: learning period, running-in period and proficiency period, and food safety problems will also go through a concentrated outbreak period. Second, there is insufficient material support. At present, there is a serious shortage of office equipment and law enforcement equipment in our bureau, which seriously restricts the supervision of the food industry in the county and lays a foundation for food safety hazards. Third, the financial security is insufficient. The government has little investment in food safety, and the funds for sampling inspection are lacking. When suspicious foods are found, sampling inspection cannot be carried out in time, and evidence is locked, resulting in the passive state of law enforcement and supervision.
(2) the management level of the food industry is low. First, the standardization of the food industry is low. Almost all the existing food producers and operators in our county adopt family management, and different members of the family play different roles in different links of food production and operation, controlling all links of raw material procurement, production and processing, and factory sales. In actual operation, they do not strictly abide by the operating rules, mainly rely on experience, which is arbitrary and cannot guarantee the quality and safety of products from the source. Second, the standardization of food industry is not high. Although food production enterprises have formulated corresponding product implementation standards and management systems, it is found in actual inspection that enterprises are influenced by cultural quality, cost and other aspects, and cannot strictly implement them according to the established standards and systems, which are mainly manifested in the casual wearing of work clothes, shoes and hats by food production employees, incomplete purchase and sale records, intermittent purchase and use records of food additives, and the factory inspection of products is even more ineffective. At the same time, food safety management personnel in production enterprises are lacking, and food safety risks are high.
(3) the means of food safety supervision are mediocre. First, law enforcement and supervision are fragmented. Food safety supervision is a systematic project, involving many functional departments. Most people know about this matter, but they will not report it to the food and drug administration and public security organs in time, which leads to the illegal elements escaping legal sanctions.
IV. Countermeasures and suggestions for strengthening food safety supervision in our county
(1) Enriching supervision power and ensuring safety. After the institutional reform, food supervision has a wide range and a large area, but the law enforcement personnel and equipment can not meet the needs of actual law enforcement, and the township food and drug supervision offices can not perform their supervision duties normally. It is hoped that the higher government can speed up the enrichment of the food supervision team, give full play to the role of the township food safety office, hire food safety coordinators in the township and village communities, cooperate with the regulatory authorities to carry out food safety supervision, further increase investment in food supervision, equip with sophisticated and accurate food supervision equipment, and form a joint force in food safety supervision to ensure food safety.
