Article 2 These Measures shall apply to the management of river beaches that have completed comprehensive flood control and environmental improvement within the administrative area of this Municipality. Article 3 The water administrative department is the administrative department of the river beach, and its subordinate river beach management institution is responsible for the daily management of the river beach. City, district (including development zones, scenic spots, chemical zones, the same below) the specific scope of the river beach management institutions responsible for the management of the river beach is delineated by the municipal water administrative department and announced to the public.

Public security, urban management, culture, sports and other relevant administrative departments should do a good job in the management of the river beach according to their respective responsibilities. Article 4 After the flood control and comprehensive environmental improvement of the river beach are completed, the construction unit shall organize the completion acceptance in time, and handle the maintenance and management handover procedures with the water administrative department. Article 5 All units and individuals have the obligation to protect the natural environment, landscape and facilities in the river beach, and have the right to dissuade, report and complain about acts in violation of these measures. Article 6 The municipal and district people's governments (including the administrative committees of development zones, scenic spots and chemical zones, the same below) shall, according to their management authority, include the funds for the maintenance and management of river beaches into the fiscal budget at the same level. Chapter II Flood Control Management of River Beach Article 7 Construction activities within the scope of river beach management shall conform to the regulations on river course management and relevant planning requirements, and shall not affect flood control safety, and shall go through examination and approval procedures according to law. Article 8 Due to the need of flood control and flood fighting, the flood control headquarters may require relevant units and individuals within the river beach to suspend or stop relevant activities, and remove obstacles that hinder flood discharge; Refuse to clear, forcibly removed by the flood control headquarters, the cost borne by the barrier. Ninth river beach management institutions shall perform the safety management responsibilities related to flood control, accept the supervision and management of the district water administrative department, and obey the unified dispatch and command of the district flood control headquarters. Article 11 The river beach management institution shall formulate an emergency plan for flood control, take relevant measures in strict accordance with the emergency plan for flood control, and report to the flood control headquarters and the water administrative department in a timely manner. Chapter III Management of River Beach Order Article 11 The river beach management institution shall formulate management norms for garden visits, establish and improve the daily inspection system, discourage uncivilized behaviors and maintain normal garden visits. Article 12 The following acts are prohibited in the river beach:

(1) Carrying, selling and setting off articles that are easy to cause fire, such as Kongming lanterns;

(2) carrying controlled instruments, inflammable and explosive articles and other dangerous goods;

(3) illegal assembly, procession and demonstration, and engaging in cult activities;

(4) distributing business publicity materials without approval;

(5) scribbling and depicting on public places, facilities and trees;

(6) posting or hanging promotional materials without approval or in accordance with the approved contents;

(7) spitting, urinating and littering;

(8) burning leaves, garbage or other wastes;

(9) drying and hanging articles on facilities and trees;

(11) burning reeds, digging asparagus, catching or injuring animals without permission;

(eleven) damage to greening and greening facilities;

(12) engaging in catering business discharges lampblack, polluting the surrounding environment;

(13) other acts that affect the environment and damage the facilities of the river beach. Thirteenth in the river beach campfire, camping and other activities or display, hanging banners, should be approved by the river beach management agencies, and within the specified time and area. Fourteenth in addition to vehicles for disabled people to walk, other vehicles can enter the river beach after the approval of the river beach management agency.

Sixteenth river beach management agencies should designate special areas in the river beach for focusing on fitness, performances and other activities, and configure corresponding service facilities for the convenience of the public.

Organizers and activity participants shall obey the management of the river beach management organization, carry out activities within the specified time and area, and abide by the environmental noise and safety management regulations. Seventeenth engaged in commercial activities or large-scale public welfare activities in the river beach, the organizer shall sign an agreement with the river beach management agencies, and shall go through the relevant examination and approval procedures in accordance with the law. Article 18 Recreation, recreation and other service facilities, exhibitions and other activities shall be arranged in a reasonable way, which shall be in harmony with the function, scale and landscape of the river beach and shall not damage the environment of the river beach. Chapter IV Safety Management of River Beach Article 19 The river beach management institution shall establish a safety management system and formulate an emergency plan for emergencies. In case of emergency or unexpected events, measures such as temporarily closing the park, restricting tourists from entering specific areas and evacuating tourists shall be taken in accordance with the emergency plan, and timely report to the relevant competent departments.
