Article 5 The city, county (district) people's government shall incorporate production safety into the national economy and social development planning; establish and improve the production safety leadership and coordination mechanism, timely coordination, to solve major problems in production safety; increase investment in production safety, production safety supervision and management of the work of funds included in the financial budget at this level. Article VI city, county (district) people's government is responsible for the overall leadership of production safety within the administrative region; the person in charge of production safety is responsible for the overall supervision of production safety leadership; other responsible person in charge of the area of production safety is directly responsible for the leadership of the work. Article VII municipal, county (district) people's government supervision and management of production safety is responsible for production safety law enforcement and supervision, accident investigation and handling, emergency rescue management and other comprehensive work, assume responsibility for production safety within the scope of responsibility for law enforcement duties; other departments responsible for supervision and management of production safety in their respective areas of responsibility for the implementation of supervision and management of production safety in their respective fields of work.

Municipal, county (district) people's government production safety supervision and management departments to undertake the daily work of the production safety leadership and coordination body, guidance and coordination, supervision and inspection, inspection and assessment of the people's government of the people's government of this level of the relevant departments and the people's government of the people's government of the lower levels of work safety, to fulfill the comprehensive supervision responsibilities.

Production and management units should strengthen the unit of production safety publicity and education work, educate employees to master the job safety knowledge, improve the safety quality of employees.

Education administration departments and schools should strengthen students' safety awareness, knowledge and skills education, and regularly organize emergency drills.

News, radio, film and television media should strengthen the public interest in production safety publicity and public opinion supervision. Chapter II safeguards Article XI mining, metal smelting, building construction, road transport units and the production, operation and storage of dangerous goods, shall set up production safety management organization or full-time production safety management personnel.

Mines, metal smelting, building construction, road transport units and the production, operation and storage of dangerous goods, shall be in accordance with the total number of employees more than two percent of the ratio of full-time production safety management personnel; employees in more than one hundred people, but also set up production safety management organization.

Other than the provisions of the preceding paragraph of the production and management units, less than one hundred employees, at least one full-time or part-time production safety management personnel should be equipped with, or entrusted with the appropriate qualifications, qualifications of the institutions and personnel to provide production safety management services. Employees in more than one hundred people, should be in accordance with the total number of employees more than one percent of the ratio of full-time production safety management personnel or set up production safety management organization; employees more than three hundred people, should set up production safety management organization.

Production safety management personnel shall have the safety knowledge and physical conditions to fulfill their duties. Article XII of the production and management units of new construction, alteration, expansion projects (hereinafter collectively referred to as construction projects) of the safety facilities, should be designed with the main project at the same time, the same time the construction, the same time into production and use.
