In order to implement the requirements of the municipal party committee and the municipal government on strengthening the deployment of enterprises to start and resume production during the epidemic prevention and control in COVID-19, and ensure that the epidemic prevention and control and economic development are "correct", our bureau decided to establish a system of leading cadres contacting enterprises, determine the list of leading cadres contacting enterprises, and make every effort to promote the start and resumption of production of construction projects. In order to do a good job in the resumption of construction projects, we are hereby notified as follows:

1. General requirements

Seriously implement the central, provincial and municipal arrangements for epidemic prevention and control and resumption of production, recognize the current grim situation, and make overall plans for the resumption of construction projects while fully implementing various measures for epidemic prevention and control, persist in epidemic prevention and control, stabilize enterprise production, ensure epidemic prevention and control with enterprise production, and make overall plans for epidemic prevention and control and economic and social work. Pay close attention to project construction, closely focus on major projects and people's livelihood projects, promote the construction projects to be fully opened and resumed, and ensure that the negative impact of the epidemic on the development of the construction industry is minimized.

Third, work measures

1. Establish a daily contact system. Bureau leaders each claim five enterprises, establish contact with enterprises in time, adopt "one-to-one", "peer-to-peer" and "personalized" services, and adopt "one enterprise, one policy" and precise services to formulate corresponding work measures in view of the difficulties of enterprises in personnel, raw materials and epidemic prevention materials.

The special class has four working groups: comprehensive coordination, personnel security, raw material supply and epidemic prevention material service coordination. The special work class shall timely connect with enterprises, do a good job in service guarantee, and be specifically responsible for dispatching enterprises to start and resume production; Responsible for statistics and sorting out the specific difficulties and problems existing in the enterprise in terms of personnel returning to work, production and living materials, and supply guarantee of epidemic prevention materials; Responsible for the coordination of services such as personnel, raw material supply and epidemic prevention materials; Responsible for communication and coordination with the municipal epidemic prevention and control headquarters and relevant municipal departments.

3. Establish linkage and coordination mechanism. Set up a dedicated telephone line, strengthen regular scheduling, make overall coordination, ensure smooth uploading and distribution, and timely and effective communication, collect and summarize the difficulties and problems existing in the process of project start-up and resumption of work at the first time, and timely dock with relevant departments to coordinate and solve them. In view of the fact that the epidemic situation is still grim, in order to reduce the gathering of people and reduce the risk of prevention and control, we can contact and dispatch through WeChat working group, consultation telephone and email.

4. Implement the notification reward system. After the construction project starts and resumes production, the participating units with outstanding performance in the work of starting and resuming production will be notified and praised by the whole city, recorded in a good credit record, given credit bonus points for the credit system, and tilted in the evaluation of enterprises.

IV. Work Requirements

1. The special working groups of each contact enterprise should improve their political stance, attach great importance to the resumption of production, compact their work responsibilities, and ensure that all work is implemented.

2. Establish a daily reporting system, and all relevant enterprises should designate special personnel to report the progress of starting and resuming production to the construction market supervision office by means of WeChat working group and email every day.

3. intensify publicity, and widely publicize the good experiences and practices of enterprises in resuming production and helping enterprises solve practical problems through news media, official websites and other forms, so as to create a strong atmosphere for preventing epidemic situation and promoting construction.
