Article 2 The term "skilled jobs" as mentioned in these Measures refers to jobs or occupations with complex technology and wide versatility and closely related to personal and property safety. Article 3 For skilled jobs, this Municipality will implement the employment system with "Vocational Qualification Certificate" by stages. Laborers engaged in technical jobs shall receive corresponding vocational training before taking up their posts. Article 4 These Measures shall apply to the recruitment and vocational training management of skilled workers within the administrative area of this Municipality. Article 5 The municipal labor and social security administrative department is responsible for the management of vocational training for technical jobs in this Municipality, and the county (city) and district labor and social security administrative departments are responsible for the management of vocational training for technical jobs in this area in accordance with the provisions of these Measures. Education, personnel, industry and commerce administration, economy and trade, quality and technical supervision, production safety supervision and management, civil affairs, finance, prices and other relevant departments should cooperate in the management of vocational training for technical jobs within their respective functions and duties. Chapter II Vocational Training Article 6 Vocational training for technical jobs includes pre-employment training, job-changing training, apprenticeship training, on-the-job training, job-changing training, promotion training and other vocational training. Promotion training can be divided into primary, intermediate and advanced training, technician training and senior technician training. Article 7 Vocational training for technical jobs shall be undertaken by legally established vocational training institutions, technical schools and vocational schools. The employing unit may also organize the employees of technical jobs in the unit to carry out vocational training, or entrust vocational training institutions, technical schools and vocational schools to carry out vocational training. Article 8 Educational institutions organized by social forces to implement skill-based vocational qualification training, technical level training and employment skills training shall be examined and approved by the administrative department of labor security, and copied to the administrative department of education at the same level for the record. Article 9 The employing unit shall establish a vocational training system for its employees, provide vocational training for technical jobs to its employees and newly recruited personnel in a planned way, and create conditions to encourage employees engaged in technical jobs to participate in job transfer and promotion training. The training expenses shall be paid by the employer from the staff training funds. Article 11 Where an employing unit accepts national policy resettlement personnel to engage in technical jobs, it shall first organize training and meet the skills requirements of the corresponding jobs before taking up their posts. College and technical secondary school graduates who are willing to engage in technical jobs inconsistent with their major should be trained first to meet the skills requirements of the corresponding jobs. Eleventh employers to recruit apprentices engaged in technical jobs, should be in accordance with the provisions of the "Chinese people's * * * and national job classification directory" apprenticeship training. Twelfth employers because of special needs to recruit skilled workers who do not have the training conditions in this city, can be hired first and then trained; But it should be reported to the municipal, county (city) and district labor and social security administrative departments for the record. Chapter III Appraisal and Certification of Vocational Skills Article 14 The appraisal of vocational skills shall be undertaken by a vocational skill appraisal institution approved by the administrative department of labor and social security; Those who pass the appraisal shall be issued the corresponding Vocational Qualification Certificate by the administrative department of labor security. College and technical secondary school graduates engaged in technical jobs corresponding to or similar to their majors, or those who have been engaged in corresponding technical jobs for a long time, can directly participate in vocational skill appraisal. Article 16 Graduates from technical schools, vocational (technical) schools, employment training centers and various vocational and technical training institutions shall obtain corresponding Vocational Qualification Certificates when they are employed in technical jobs. If the employees of technical jobs trained by the employer meet the skills requirements of the corresponding technical jobs, they may apply for vocational skills appraisal. Seventeenth occupation skill appraisal is divided into theoretical knowledge examination and skill operation examination. Occupation skill appraisal uses national unified examination questions. Article 18 National vocational qualifications are divided into primary skills, intermediate skills, advanced skills, technicians and senior technicians. "Professional Qualification Certificate" is issued by the national labor and social security department in addition to the provisions of the state. The professional qualification certificates of primary skills, intermediate skills and advanced skills are issued by the municipal labor and social security administrative department, and the professional qualification certificates of technicians and senior technicians apply to the provincial labor and social security administrative department for issuance. Article 19 The employing unit shall determine the corresponding wages and welfare benefits for the personnel who have obtained the Vocational Qualification Certificate according to the wage guidance price in the labor market. Article 21 It is forbidden to forge, alter, lend or transfer the Vocational Qualification Certificate. Chapter IV Management and Supervision Article 21 The employing unit shall recruit workers who are directly engaged in technical jobs from those who have obtained corresponding Vocational Qualification Certificates. Engaged in technical types of work and do not have the corresponding "professional qualification certificate" of on-the-job personnel, the type of work after the implementation of the certificate system, the employer shall be in accordance with the national vocational skills standards for training, so that it can meet the requirements of the professional skills of the types of work. Twenty-second people who apply for a job through an employment agency and are required to engage in technical jobs should provide the employment agency with a "Vocational Qualification Certificate" issued by the administrative department of labor security. Employment agencies shall not introduce people who have no "Vocational Qualification Certificate" to engage in technical jobs.
