Notice on Printing and Distributing the Interim Measures for Compensation and Resettlement of Collective Land Expropriation in Fuyang Urban Planning Area stipulates:

Land requisition shall be handled according to the following procedures:

(1) The applicant for land requisition shall prepare the application according to the requirements of land requisition approval and report to the municipal land and resources department. The units applying for land acquisition refer to the district people's governments, the Development Zone Administrative Committee, the municipal land acquisition and reserve institutions, and the project construction units that provide land by way of allocation or agreement transfer.

the municipal department of land and resources shall, jointly with relevant departments, review the overall land use planning, the overall urban planning, the annual construction land plan and the project construction plan. Upon examination, those who meet the requirements shall be notified by the municipal land and resources department to apply for land acquisition units for planning and site selection, survey and demarcation, land acquisition and other related procedures. ?

(2) The township (sub-district office) where the land is to be expropriated should actively cooperate with all land and resources sub-bureaus and municipal land expropriation affairs agencies to investigate and register the ownership, land type and area of the land to be expropriated and the ownership, type and quantity of the above-ground attachments, which will be confirmed by the rural collective economic organizations, farmers and the owners of the above-ground attachments. The household registration management department shall verify the agricultural population under investigation and issue a written verification report. The human resources and social security department shall promptly include the landless farmers who meet the conditions of insurance in the scope of protection.

(3) before the land acquisition plan is submitted for approval according to law, the municipal land and resources department shall, jointly with the human resources and social security department, inform the land-expropriated rural collective economic organizations, farmers and the owners of the ground attachments in writing about the area, purpose, location, compensation standard, resettlement ways and opinions of the land-expropriated farmers on participating in the endowment insurance. Where the obligee applies for a hearing, the hearing shall be organized in accordance with the procedures and requirements of the Provisions on Hearing of Land and Resources.

(4) after the land requisition plan is approved according to law, the municipal government will issue a land requisition announcement within the township (street office) and village (community) where the land requisition is located.

(5) The owner of the rural collective economic organizations, farmers and attachments on the ground whose land has been expropriated shall, within the time limit stipulated in the land expropriation announcement, go to the designated place to register the land expropriation compensation with the land ownership certificate and other valid ownership certificates.

(6) the municipal department of land and resources shall, according to the approved land acquisition plan, land acquisition announcement and land acquisition investigation and registration, formulate the land acquisition compensation and resettlement plan.

before the proposed compensation and resettlement scheme for land requisition is submitted for approval, it shall be announced in the towns (street offices) and villages (communities) where the land requisition is located, and the opinions of the rural collective economic organizations, farmers and the owners of attachments on the ground shall be listened to. If the obligee has a clear opinion, the municipal land and resources department shall, jointly with relevant departments, study and deal with it, and further improve the compensation and resettlement scheme for land acquisition. If a hearing is required for the compensation and resettlement plan, a hearing shall be organized.

(7) After the land requisition compensation and resettlement plan is approved by the municipal government, it shall be announced in the township (street office) and village (community) where the land requisition is located.

(8) All expenses for land acquisition shall be paid in full within 3 months from the date of approval of the compensation and resettlement plan; The owner of the rural collective economic organizations, farmers and attachments on the ground who have been expropriated shall deliver the expropriated land within 31 days from the date of paying all the expenses for land expropriation.
