Our city is one of the 14 national fine chemical industry bases determined by the state, and the chemical industry is an important industry in our city. As an important carrier for the development and promotion of chemical industry, the chemical industry park is in a very important position in the economic and social development of the city. Strengthening the environmental management of chemical parks and promoting the standardized and sustainable development of chemical parks are important measures for the transformation of development mode and economic transformation and upgrading of chemical industries. adhere to the guidance of Scientific Outlook on Development, implement the spirit of Opinions on Strengthening Environmental Protection in Chemical Industry Parks (No.54 [2112] of Environment and Development), and promote the standardized development of chemical industry parks according to the requirements of Notice of Henan Provincial Environmental Protection Department on Printing and Distributing the Implementation Plan for Further Strengthening Environmental Protection in Chemical Industry Parks (No.168 [2112] of Yu Huan Wen). Strict industry access threshold, increase the elimination of backward production capacity, speed up technological innovation and product upgrading, strengthen environmental law enforcement supervision, and comprehensively improve the environmental standardization management level of chemical parks in our city. Through the implementation of the plan, standardize the management requirements of the projects entering the park and improve the level and grade of the enterprises entering the park; To improve the infrastructure construction of the park, all parks must be equipped with centralized sewage treatment, centralized heating and centralized hazardous waste disposal facilities; Strengthen the environmental supervision of the park, improve the construction of monitoring, monitoring, emergency, early warning and other security systems, and further improve the risk prevention capability; Establish and improve the operation mechanism of long-term management and standardized management of chemical parks, and gradually make the environmental management level of chemical parks in our city at the leading level in the province, thus driving the chemical industry to gradually realize "from big to strong" and take the road of sustainable development.

II. Scope of Implementation

Chemical parks include all kinds of industrial parks, industrial parks (bases), high-tech industrial development zones, economic and technological development zones, professional chemical parks and chemical production unit concentration zones set up by governments at all levels according to law. The park included in this implementation plan refers to the industrial cluster or professional park with the chemical industry as the leading industry approved by the municipal and above people's governments.

III. Main tasks and specific measures

(1) Scientific planning of chemical parks

1. Strictly control the distribution of chemical parks. Where a new chemical park or a leading industry in the park is chemical, it is necessary to obtain the consent of the provincial environmental protection department in advance.

2. Strengthen the environmental impact assessment of chemical park planning. Where a chemical park is established, it is necessary to carry out planning environmental impact assessment. After examination, it is agreed that the environmental impact assessment of park planning is the precondition for the examination and approval of chemical projects entering the park.

3. Strictly implement the health protection distance requirements. Strengthen the layout planning of chemical industry park, set up isolation belt between the park boundary and residential area, and set up green belt appropriately. Schools, hospitals, residential buildings and other environmentally sensitive targets shall not be built in the isolation belt.

(2) Strictly prevent and control the environmental pollution of projects in the park

1. Strict environmental access. Strictly implement the Guiding Opinions on Environmental Protection Access of Chemical Projects in Henan Province and the Notice of Henan Provincial Environmental Protection Department on Strengthening Environmental Assessment Management to Prevent Environmental Risks, and new (including relocation) chemical projects must enter the chemical park. It is strictly forbidden to build new chemical projects with poor senses, strong toxicity and great difficulty in treatment, restrict the construction of new toxic chemicals and toxic gases, and strictly examine and approve chemical projects involving key hazardous chemicals and high-risk processes.

2. Implement the total discharge control system of major pollutants in the park. First, the total amount of pollutants is further clarified, and the total amount of the project is regarded as the precondition for the EIA approval of the project entering the park, so as to ensure that the total amount of major pollutants discharged by the project meets the requirements of total amount control after completion. The second is to encourage the park to promote pollution reduction through structural adjustment, industrial upgrading, circular economy, comprehensive improvement and other measures, and the released environmental capacity will focus on ensuring the project construction in the park. Third, the existing sewage enterprises in the park should formulate annual emission reduction plans for major pollutants, establish annual emission reduction accounts, and achieve sustainable emission reduction through measures such as in-depth treatment, cleaner production, technological innovation and transformation. Fourth, the construction projects in the park should be coordinated as a whole, and the total index should be guaranteed to give priority to the construction of projects with high technology content, low energy consumption and less pollution in the park. Fifth, enterprises in the chemical park should apply for the issuance of pollutant discharge permits in accordance with the requirements of the Interim Measures for the Administration of Pollutant Discharge Permits in Henan Province, so as to discharge pollutants with certificates.

3. Seriously implement the monitoring and risk prevention measures for major pollutants. Park projects must be synchronized with the construction of environmental automatic monitoring base stations, access to provincial and municipal environmental automatic monitoring systems. New projects should be equipped with automatic environmental monitoring facilities at the same time as the main project construction, and existing projects should be equipped with automatic environmental monitoring facilities as required within the specified time. Regularly inspect the implementation of the "three simultaneities" of the main project and pollution control facilities in the park, the implementation of environmental risk prevention and control measures, pollutant discharge and disposal, etc., to ensure that the relevant requirements for the approval of environmental impact assessment and the environmental acceptance of completion are in place. Improve the environmental management system of the whole process of construction projects, implement the environmental supervision system, build the environmental supervision system and cultivate the environmental supervision market.

4. Strengthen the level of point source pollution control. The projects entering the park must meet the requirements of the national industrial structure adjustment, and adopt clean production technology and advanced technology and equipment. Enterprises in the area must build wastewater pretreatment facilities to realize classified collection and quality treatment of wastewater, and strengthen the treatment effect of characteristic pollutants; The wastewater can be connected to the regional sewage treatment plant for centralized treatment only after it has been pretreated by the enterprise and reached the takeover standard of sewage treatment plant. To achieve "sewage separation, rain and sewage separation", in principle, production wastewater should be transported to centralized sewage treatment plant through special open pipes, and online monitoring devices, video monitoring systems and automatic valves should be set up.

5. Strengthen air pollution control in the park. Enterprises in the park should strengthen the collection and treatment of waste gas, especially toxic and malodorous gases, strictly control the emission of volatile organic compounds (VOC), toxic and malodorous gases, and provide corresponding emergency disposal facilities. We will promote chemical enterprises to upgrade their technological processes, gradually eliminate products with high volatile organic compounds, and reduce the total emissions of air pollutants such as sulfur dioxide and nitrogen oxides. Establish intelligent real-time ambient air monitoring points in the park to realize video monitoring of key smoke pollution sources in the park and analysis of organic characteristic pollutants discharged unorganized in the park.

6. Strengthen the management of hazardous wastes. Enterprises involved in hazardous waste in the park should strengthen management in strict accordance with the requirements of "Guidelines for Standardized Management of Hazardous Waste in Henan Province (Trial)".

(3) Improve infrastructure construction, improve the environmental protection level of the park

1, and realize centralized sewage treatment in the park. The centralized sewage treatment plant and supporting pipe network in the chemical industry zone will be built in an all-round way, and the centralized wastewater treatment rate of enterprises entering the zone will reach 111%. There is no centralized sewage treatment plant or the existing park where the sewage treatment plant can't stably meet the discharge standards and hasn't completed the rectification within the time limit, the approval of construction projects except pollution prevention and rectification of potential safety hazards in this area will be suspended. Actively implement regional water reuse and sewage recycling to improve the reuse rate of water resources.

2. accelerate the construction of central heating and hazardous waste disposal facilities. The central heating center will be built in the park to achieve a central heating rate of 111%. Solid waste and hazardous waste in the park must be disposed of safely in strict accordance with the relevant national management regulations and norms, and the safe disposal rate of hazardous waste reaches 111%. Hazardous waste in the park should be disposed of nearby, and in principle, it should not be transferred across regions. In the chemical industry zone where the amount of hazardous waste to be incinerated is more than 5,111 tons/year, centralized incineration facilities for hazardous waste should be built; A safe landfill site for hazardous waste should be built in the chemical industry zone where the amount of hazardous waste generated by landfill disposal is more than 11111 tons/year. Encourage qualified parks to build matching solid waste disposal and utilization projects, especially hazardous waste, to avoid the environmental risks brought by the trans-regional transfer of a large number of hazardous wastes.

3. Encourage the establishment of a third-party operation management mechanism. Encourage the park to entrust qualified units to operate and manage environmental pollution control facilities. Take the third-party operation and management of environmental pollution control facilities in the park, the park management institution must supervise and inspect the operation status of environmental pollution control facilities, and if it is found that the pollution control facilities are not operating normally or are shut down without approval, it must be corrected in time and rectified within a time limit.

(4) Strengthen environmental law enforcement and daily environmental supervision

1. Strengthen the daily operation supervision of the park. Enterprises in the park should strictly implement the national or local pollutant discharge standards, and the park management agencies should supervise and manage the characteristic pollutants of enterprises in strict accordance with the relevant national or local environmental protection standards to prevent the excessive discharge of toxic and harmful pollutants. It is necessary to strengthen the environmental supervision of the park. The environmental protection department of the city and county (district) shall conduct on-site inspection of the enterprises in the park and the centralized pollutant treatment facilities at least once a month, earnestly strengthen the supervision of environmental law enforcement, investigate and deal with illegal pollutant discharge enterprises according to law and increase punishment, and transfer them to judicial organs for handling according to law if they are suspected of committing a crime. Do not meet the requirements of environmental protection, pollution control facilities are not operating normally, the standard is serious, and environmental safety hazards are prominent, and rectification shall be ordered within a time limit according to law; Enterprises that have malicious environmental violations such as illegal discharge and illegal dumping of hazardous wastes shall be punished according to law.

2. Strictly implement regional approval. Where the risk prevention and control facilities in the park are not perfect, the pollutants discharged by enterprises in the park exceed the standard, and the rectification and treatment within a time limit are not completed as required, the approval of new construction projects in the park except pollution prevention, rectification of environmental safety hazards, ecological restoration construction and circular economy construction projects will be suspended.

3. Strengthen the supervision of hazardous wastes and chemicals. Establish and improve the assessment mechanism of hazardous waste, and regularly conduct standardized assessment of enterprises in the park; Strictly implement the joint list system of hazardous waste transfer, and reject the qualification of park creation selection if it is found that there is illegal transfer or dumping of hazardous waste; All new projects that have not implemented the rational utilization and disposal of hazardous wastes will not be approved. Strengthen supervision of all vehicles entering and leaving the park to prevent illegal transfer of hazardous waste. Organize the registration of environmental management of hazardous chemicals, and carry out supervision, inspection and monitoring; Enterprises that fail to fulfill their registration obligations in accordance with regulations shall be punished according to law. Establish the archives of supervision and management of new chemical substances in the park, and implement the working mechanism of declaration, registration, verification and tracking control inspection. Strengthen the environmental management of toxic chemicals import and export, and organize annual review regularly. For chemical enterprises with risk sources and dangerous goods, an independent risk source and dangerous goods video system with night vision function should be established in the park.

4. Strengthen the construction of supervision team. In accordance with the principle of territorial management, the local people's government of the chemical park should further strengthen the grassroots environmental protection work and ensure that specialized agencies and personnel are responsible for the environmental protection work of the chemical park. Strengthen business training, standardize law enforcement behavior, and build a work team with good thinking, correct style, understanding business and management. Strengthen the standardization of environmental supervision, monitoring and monitoring institutions and equip them with necessary law enforcement and monitoring equipment. Strengthen regional and enterprise internal environmental management, pilot the implementation of the training system for environmental protection practitioners in chemical zones and chemical enterprises, improve employees' environmental awareness and technical level, and enhance their own environmental management capabilities.

(5) Establish and improve the management mechanism, build a monitoring and early warning system

1. Strengthen the environmental monitoring of chemical parks. Park management agencies should formulate the annual environmental monitoring plan of the park under the guidance of the environmental protection department, regularly evaluate the environmental conditions of the park and its surrounding areas, and take targeted measures to minimize the impact on the environment. The monitoring plan includes pollutant discharge monitoring of all pollution sources in the park (including pollutants with chemical characteristics), environmental quality monitoring and environmental emergency early warning monitoring in the park and surrounding areas, and is reported to the environmental protection departments at the city and county (district) levels for the record. Park management agencies should establish park environmental monitoring agencies in a timely manner, strengthen the monitoring capacity building, and entrust qualified environmental monitoring agencies to carry out monitoring if they do not have the monitoring capacity. The environmental protection department where the park is located is responsible for providing business guidance and training to the environmental monitoring institutions in the park, and earnestly doing supervisory monitoring and inspection.

2. accelerate the construction of environmental monitoring system and risk early warning system in the park. Chemical Park should establish a long-term mechanism for environmental risk prevention and management, speed up the construction of automatic monitoring and early warning network, and connect with the environmental monitoring system of provincial and municipal environmental protection departments. Video monitoring and automatic monitoring facilities should be installed in key pollution sources controlled by the state and the province, and online monitoring facilities should be installed in the park sewage treatment plant, which should be networked with the provincial and municipal environmental protection departments. Carry out the demonstration construction of digital online monitoring center in the park, which integrates pollution source monitoring, environmental quality monitoring and image monitoring, and introduce the norms for the construction of automatic monitoring and risk early warning system in the park. By the end of 2113, the air automatic monitoring base station in the chemical industry zone of our city will be fully built. Encourage the construction of a simulation model of pollutant diffusion and migration with strong applicability, and build a signal transmission system and emergency monitoring facilities that can be enjoyed.

3. Strengthen the construction of environmental emergency protection system in the park. Promote the preparation, evaluation, filing and exercise of environmental emergency plans for chemical parks. Each park should formulate a special environmental emergency plan for air pollution incidents or add a special chapter on air pollution incidents to the emergency plan for sudden environmental incidents. Establish and improve the environmental emergency command system, equipped with necessary emergency communication equipment, and actively ensure the smooth communication between environmental emergency command institutions and relevant departments and emergency rescue teams. To strengthen emergency materials reserve, the park management institutions and enterprises should reserve emergency materials and equipment according to the results of environmental risk assessment, do a good job in dynamic statistics of emergency materials and equipment, and ensure that emergency materials and equipment are sufficient. Each park should establish an environmental emergency response team and gradually form a sound environmental emergency rescue system. Organize emergency training and drills in a planned way every year to comprehensively improve the emergency rescue ability of emergency rescue teams. Carry out environmental pollution liability insurance, comprehensively improve the emergency handling capacity of the park, and ensure environmental safety.

4. Improve the environmental risk prevention and control project in the park. Organize all localities to carry out environmental risk assessment of chemical parks. Comprehensive evaluation of the risk situation of the park, the impact of sensitive protection targets and the environmental emergency management of the park, and based on the evaluation results.
