(I) Historical evolution
The construction of Huaihai Integrated Logistics Park originated from Huaihai Food City in China. China Huaihai Food City was approved at the end of 1998. The first phase of the project started in April 1999 and was completed in October 2111, with a total investment of 1.6 billion yuan.
at the beginning of p>2116, according to Xuzhou's "Eleventh Five-Year Plan" for service industry development and the plan for the transformation and development of Huaihai Food City, it was proposed to build Huaihai Comprehensive Logistics Park on the basis of Huaihai Food City, covering an area of 3.6 square kilometers, focusing on introducing third-party logistics enterprises to develop modern logistics industry and providing support and services for the development of logistics industry in Huaihai Economic Zone.
(II) Location of the park
The park is located in the southeast of Xuzhou City, next to Sanhuan East Road and National Highway 114, and next to the future political and economic center of Xuzhou-Xuzhou New District, which is an important hub connecting the new and old urban areas of Xuzhou City. In the process of building Xuzhou metropolitan area and Jiangsu megacity, Huaihai Integrated Logistics Park has become the focus of Xuzhou's strategic deployment of "eastward expansion and southward expansion" with its unique advantages in location, resources and ecological environment. As the entrance of the old city to the new city and a landmark area, its grand building scale, advanced development concept, profound cultural heritage and its superior location advantages have ushered in brand-new development opportunities and broad development space.
(III) Operating conditions
After vigorous investment promotion, project construction and resource integration, Huaihai Integrated Logistics Park has broken through the original functional orientation of Huaihai Food City to produce and manage food, and turned to diversified operations such as food, medicine, home, automobile and motorcycle, footwear, exhibition, electromechanical, catering and entertainment, warehousing, processing and production, with an operating area of 651,111 square meters. More than 311 enterprises and more than 2,111 individual industrial and commercial households, including Rundong Pharmaceutical Logistics Co., Ltd., Qianjiang Vehicle Storage and Distribution Center, Weiwei Dairy Distribution Center, Huaihai Shoe Wholesale Market, China Railway Logistics, Mingda Logistics, FAW Langchi Xuzhou Sales Center, Rundong Hainan Mazda Automobile 4S Store, Shanghai Buick Automobile 4S Store, Dongfeng Peugeot Automobile 4S Store, Beijing Hyundai Motor 4S Store and Global Furniture Supermarket, have successively settled in the park, initially forming food, medicine and home. Among them, leading enterprises such as Rundong Automobile Sales and Spare Parts Distribution, Rundong Medicine, Huaihai Footwear, Tianzheng Automobile Industry and Tianlong Market have continued to grow and develop.
(IV) Problems and deficiencies
Huaihai Integrated Logistics Park was reconstructed on the basis of the original Huaihai Food City. Due to historical reasons such as the original design orientation and the development orientation of modern logistics industry and administrative divisions, there are many problems and deficiencies in the operation and development of the logistics park, which can be summarized as follows:
1. Lack of logistics infrastructure such as large parking lots, storage centers and loading centers. Logistics operators are scattered and it is difficult to centralize management.
2. The property rights of various markets in the park are scattered, some markets are split and lack of land certificates and real estate licenses, which makes it difficult to operate and start as a whole.
3. The logistics operators in the park are all small and medium-sized logistics operators, and most of them are in the initial stage, which needs to be supported by standardized management and certain policies. The scale and grade of the park are still not high, and it needs to be further expanded and upgraded.
4. The construction of logistics information public service platform needs to be further improved.
