The risk management stage mainly includes the determination of acceptable risk level, the design and evaluation of management measures that are consistent with or adapted to it, and gradually develops into an application system method, that is, the application of the concept and method of comprehensive prevention and control measures in the pest risk management system. Alternative management measures include including the pre-export quarantine and quarantine certificate in the list of limited pests, clearly specifying the requirements to be met before export, and quarantine, such as detaining, limiting the time or place of entry of goods, handling at the port of entry, quarantine station or destination, and prohibiting the entry of certain goods of specific origin. Finally, evaluate the efficiency and role of alternative schemes in reducing risks, and evaluate the effectiveness of each factor; The benefits of implementation, the impact on existing laws and regulations, quarantine policies, business, society and environment, etc. At the same time, it was decided to take isolation measures.

The result of pest risk management is to choose one or more measures to reduce the related pest risks to an acceptable level. Plant quarantine regulations or quarantine requirements should be based on these management schemes. The implementation and maintenance of these regulations is mandatory to some extent, including IPPC contracting parties or WTO members. All pests identified after risk analysis should be included in the list of restricted pests. The list will be provided to the IPPC Secretariat, RPPO (if it is a member country) and other relevant organizations. If plant quarantine measures are to be taken, the reasons for quarantine requirements shall be provided according to the requirements of the contract partners, and the risk analysis report must be published and notified to other countries as required.
