In order to thoroughly implement the spirit of the 17th National Congress of the Communist Party of China, strengthen the supervision and management of food safety in the circulation field, further guide and urge food operators to establish and improve the ledger system of food purchase, ticket collection and purchase, standardize food business practices and ensure the safety of food market consumption, the State Administration for Industry and Commerce issued the Guiding Opinions on Standardizing the ledger system of food purchase, ticket collection and purchase on June 27th, 2007. According to the "Special Provisions of the State Council on Strengthening the Safety Supervision and Management of Food and Other Products" and the "National Action Plan for Special Rectification of Product Quality and Food Safety" issued by the General Office of the State Council and relevant laws, regulations and rules, this paper puts forward to standardize the food claim system and the purchase ledger system.
