Regulations of Anshan Municipality on Wall Material Innovation and Building Energy Conservation Management
Article 1 In order to speed up the innovation of wall materials, limit the production and use of clay solid bricks, save land and energy, protect the environment, and promote energy-saving buildings, these Provisions are formulated in accordance with the relevant provisions of the state and the province and combined with the actual situation of our city. Article 2 All units and individuals related to wall material innovation and building energy conservation within the administrative area of Anshan City shall abide by these provisions. Article 3 The term "new wall materials" as mentioned in these Provisions refers to building masonry materials with the characteristics of energy saving, land saving, waste utilization, thermal insulation, light weight and high strength, except clay solid bricks and slag bricks. Energy-saving buildings refer to buildings with an energy-saving rate of 50% and meeting the requirements of the Detailed Rules for the Implementation of Energy-saving Design Standards for Civil Buildings in Liaoning Province (for Trial Implementation of Heating Residential Buildings). Article 4 The leading group for wall material reform in Anshan City is responsible for the leadership of wall material innovation and building energy conservation, and the Anshan Building Materials and Energy Industry Bureau is the administrative department in charge of wall material innovation and building energy conservation.

Anshan City Wall Material Reform Leading Group consists of Anshan City Wall Material Reform Office (hereinafter referred to as Wall Reform Office), which is responsible for wall material innovation and building energy-saving management. Main responsibilities:

(a) to implement the policies and regulations of the State Council and the provincial government on wall material innovation and building energy efficiency, draft and formulate local policies and regulations on wall material innovation and building energy efficiency, and organize the implementation, supervision and inspection;

(two) the preparation of the city's wall material innovation and energy-saving building master plan and annual plan;

(three) to organize the formulation and implementation of the technical transformation plan for new wall materials projects, and recommend technical equipment;

(four) the preparation of the city's use of industrial waste residue to produce new wall materials plan, coordinate the relevant issues of waste utilization;

(five) the management of new materials development fund, the preparation of the use plan, supervision and inspection of the collection;

(six) the organization and coordination of scientific research, design, production, application, construction and other departments of wall material innovation and building energy conservation work, to ensure that all aspects of the work are connected;

(seven) responsible for the information exchange, investigation and research, and external liaison of wall material innovation and building energy conservation work, and summing up and popularizing typical experiences;

(eight) the county (city) district wall material innovation and building energy conservation work to carry out inspection and guidance.

County (city), qianshan district (hereinafter referred to as the county) wall material reform office is responsible for the area of wall material innovation and building energy conservation management. Fifth governments at all levels should incorporate the production and application of new wall materials into the overall planning of building materials industry development and urban construction, and ensure that the production and application of new wall materials will increase in a certain proportion every year. Article 8 It is forbidden to use clay solid bricks with strength grade lower than MU 10 for buildings with more than five floors. It is forbidden to use clay solid brick as wall filling material in frame structure buildings. Article 9 Units or individuals who use solid clay bricks from other places shall go to the Municipal Wall Office to apply for the "Transportation Permit" and pay the new material development fund at the rate of 0.0 1 yuan per brick. Tenth enterprises that produce solid clay bricks are transformed from local walls, and a new material development fund is levied for each solid clay brick sold. Eleventh to encourage the development of new wall materials. The design and use of new wall materials should follow the following product guidelines:

(a) clay hollow brick (bearing and non-bearing);

(2) Concrete hollow block (bearing and non-bearing);

(3) Aerated concrete products;

(four) waste bricks containing more than 30% industrial waste;

(5) light board;

(6) Other new wall materials. Twelfth new multi-storey residential buildings and old buildings should be designed and constructed according to one of the following requirements:

(a) the overall use design and construction of new wall materials;

(two) the design and construction of new wall materials when the old building is connected with the floor;

(3) Not less than 30% of the total masonry of the building is designed and constructed with new wall materials. Thirteenth enterprises to develop new wall materials for technical transformation projects, can borrow new materials development fund from the local wall reform office, enjoy low interest or discount, and the adjustment tax on fixed assets investment direction is zero tax rate. Fourteenth new wall materials contain more than 30% of industrial waste residue and ash, and production enterprises may apply to the local tax authorities for exemption from product value-added tax and income tax. Fifteenth units that discharge waste residue shall not charge waste utilization units in any name or in disguised form, and should actively support waste utilization units and give appropriate subsidies if conditions permit. Sixteenth urban construction should vigorously promote energy-saving buildings (including public buildings, civil houses, luxury villas), and implement new energy-saving standards. UPVC plastic steel doors and windows should be used for doors and windows, and perlite products or polystyrene boards should be used for roofs. Seventeenth energy-saving buildings by the Construction Committee, the wall reform office, the local taxation bureau according to the inspection report provided by the city * * * Architectural Design and Research Institute organization appraisal, the appraisal confirmed that energy-saving standards can enjoy the following benefits:

(1) Exempting from the development fund for new building materials;

(3) Energy-saving residential buildings developed in plots can reduce heating costs according to the energy-saving rate of central heating in residential areas confirmed by appraisal;
