Take Shandong Province as an example:

1. Apply for the Registration Certificate of Fire Protection Products in Shandong Province

(1) The enterprise applying for the production of fire protection products shall take the original business license of enterprise legal person to the local public security fire control sub-bureau and fill out the Declaration Form for the Production of Fire Protection Products in triplicate, one of which shall be submitted to the Technical Department of Fire Prevention Supervision Department of the provincial fire control bureau, and the other two shall be filed by the local public security fire control sub-bureau and the enterprise respectively.

(II) Review

1. The technical department of the Fire Supervision Department of the Provincial Fire Bureau will review the application form and relevant materials submitted by the enterprise within 21 working days, and issue the "Review Opinion on the Production of Fire Protection Products" to enterprises with production conditions and compliance with relevant regulations.

2. The applicant enterprise shall conduct sample trial production, prepare product standards, improve the quality assurance system, and conduct product testing and identification within the specified time limit according to the Audit Opinion on Production of Fire Protection Products.

3. When an enterprise applies for product testing, the Technical Department of the Fire Prevention Supervision Department of the Provincial Fire Bureau will issue the Letter of Entrustment of Fire Protection Products and a letter of introduction for testing, and the local public security fire branch will seal the samples and fill in the List of Fire Protection Products, and the products will be sent to the national statutory testing institutions for testing.

4. Product identification:

A. Fire protection products that need expert evaluation or meeting identification;

a. The applicant enterprise receives and fills in the Application Report for New Product Appraisal and Acceptance from the local public security fire control branch. And prepare the following appraisal materials: appraisal outline trial-production summary report, technical work report, standardization review report, quality analysis report, social and economic benefit analysis report, production conditions and process review report, product standard inspection report, design document and process document, user's opinion

b, The local public security fire control sub-bureau shall review the production conditions of the enterprise according to the Standards for Quality Assurance System of Fire Protection Products Manufacturing Enterprises, fill in the Audit Form of Quality System of Fire Protection Products Manufacturing Enterprises and the Audit Conclusion Form of Quality System of Fire Protection Products Manufacturing Enterprises, and submit them together with the appraisal materials to the Technical Department of the Fire Supervision Department of the Provincial Fire Bureau.

c, the Technical Department of the Fire Supervision Department of the Provincial Fire Bureau reviews the submitted materials and identifies the products that meet the requirements.

B, for the fire-fighting products that need to be tested and identified, the enterprise will send the original test report, the Audit Form of Quality System of Fire-fighting Product Manufacturing Enterprises and the Audit Conclusion Form of Quality System of Fire-fighting Product Manufacturing Enterprises to the Technical Department of Fire Supervision Department of Provincial Fire Bureau for review.

(III) Certification

For qualified products, the enterprise shall go to the Technical Department of the Fire Supervision Department of the Provincial Fire Bureau with the original business license to handle the Registration Certificate for Fire Protection Products in Shandong Province.

(IV) Replacement

The Registration Certificate for Fire Protection Products in Shandong Province is valid in that year, and the replacement time is from October to April every year.

1. The enterprise shall apply for renewal with the application report for renewal, the original Shandong Province Fire Protection Product Registration Certificate, the Fire Protection Product Production Enterprise Quality System Audit Form of the Public Security Fire Protection Branch where the enterprise is located, the Fire Protection Product Production Enterprise Quality System Audit Conclusion Form and the product inspection report (original) within the validity period.

2. The Technical Department of the Fire Supervision Department of the Provincial Fire Bureau will review the application and relevant materials of enterprises, and the enterprises that pass the examination will be renewed.

II. Handling the Permit for Maintenance of Fire Equipment

(1) The enterprise applying for maintenance of fire equipment

will take the original business license of enterprise as a legal person to the local public security fire control sub-bureau to collect and fill out the Declaration Form for Maintenance of Fire Protection Products in triplicate, one of which will be submitted to the Technical Department of Fire Supervision Department of the provincial fire control bureau, and the other two will be filed by the local public security fire control sub-bureau and the enterprise respectively.

(II) Review

1. The Technical Department of the Fire Supervision Department of the Provincial Fire Bureau will review the application form and relevant materials submitted by the enterprise within 21 working days, and issue the Review Opinion on Maintenance of Fire Protection Products to the enterprises with maintenance conditions and in line with relevant regulations.

2. The applicant enterprise shall conduct trial maintenance and product testing within the specified time limit according to the Audit Opinion on Maintenance of Fire Protection Products. When an enterprise applies for product testing, the Technical Department of the Fire Prevention Supervision Department of the Provincial Fire Bureau will issue the Letter of Entrustment for Fire Protection Product Sealing, and the letter of introduction for testing. The local public security fire department will seal the sample and fill in the List of Fire Protection Product Sealing, and the product will be sent to the national legal testing institution for testing.

(III) Certification

The applicant enterprise receives and fills in the Application Form for Fire Equipment Maintenance License in triplicate from the local public security fire bureau, and handles the Fire Equipment Maintenance License with the inspection report issued by the national legal inspection unit, the Inspection Form for Factory Quality Assurance System of Fire Extinguisher Maintenance License and the Inspection Conclusion Form for Fire Extinguisher Maintenance Enterprise of the local public security fire bureau.

(4) renewal of the license

1. The maintenance license is valid for four years, and the enterprise should apply for renewal three months before its expiration.

2. The enterprise shall apply for replacement with the application report, the original Fire Equipment Maintenance Permit, the inspection report of the national statutory inspection unit within the validity period, the business license of the enterprise as a legal person, the Examination Form of the Factory Quality Assurance System of the Fire Extinguisher Maintenance Permit of the Public Security Fire Department where the enterprise is located, and the Examination Conclusion Form of the Quality Assurance System of the Fire Extinguisher Maintenance Enterprise. The Technical Department of the Fire Supervision Department of the Provincial Fire Bureau shall review the information submitted by the enterprise. For those who meet the conditions for replacement, the Fire Equipment Maintenance Permit shall be renewed.

iii. filing of enterprise standards for fire protection products

if there is no national standard or industry standard for fire protection products produced by enterprises, enterprise standards shall be formulated.

(1) Apply for

an enterprise to collect and fill in the Registration Form of Enterprise Product Standards in triplicate at the local public security fire control sub-bureau, and submit it to the Technical Department of the Fire Prevention Supervision Department of the Provincial Fire Bureau together with the enterprise standards and the preparation instructions of enterprise standards.

(2) to review the materials submitted by the enterprise, the technical department of the fire supervision department of the provincial fire bureau will review them within 21 working days, and invite relevant experts and technicians to form a review team to review the enterprise standards.

(III) Filing For the enterprise standards that have passed the examination, the Technical Department of the Fire Supervision Department of the Provincial Fire Bureau signed an opinion on the Registration Form for the Filing of Enterprise Product Standards, and the enterprise submitted the Registration Form for the Filing of Enterprise Product Standards and enterprise standards to the Standards Department of the Provincial Bureau of Technical Supervision for the record.

iv. quality rectification of fire-fighting products

if the fire-fighting products produced by enterprises fail to pass the type inspection, national supervision and spot check, national industry unified inspection and local supervision and spot check, enterprises must carry out quality rectification.

(I) Quality rectification

After receiving the notice of inspection result or the Notice of Fire Product Quality Rectification, the enterprise whose product quality fails to pass the inspection must carry out quality rectification according to the relevant regulations of the Provincial Fire Bureau and write a rectification report, and report it to the Provincial Fire Bureau and the local fire branch respectively.

(II) Application for reexamination

After completing the rectification, the enterprise shall fill in the Application Form for Rectification and Acceptance Review of Unqualified Fire Protection Products in Shandong Province, report it to the Technical Department of the Fire Protection Supervision Department of the Provincial Fire Bureau, and send a copy to the local fire protection sub-bureau. The deadline for the application for acceptance and reexamination is generally three months (counting from the date of receiving the quality rectification notice). In case of special circumstances, the enterprise shall give an explanation in advance, but the deadline shall not exceed half a year.

(III) Review and Acceptance

After receiving the application for enterprise acceptance and review, the Technical Department of the Fire Supervision Department of the Provincial Fire Bureau will form an inspection team together with the local fire sub-bureau to check and accept the rectification of the enterprise, and the national statutory inspection agency will re-examine the products. The system acceptance results will be notified to the enterprise on the spot, and the product re-inspection results will be notified to the enterprise in the form of inspection report. The re-inspection fee shall be paid by the applicant enterprise. Enterprises that fail to pass the review shall be postponed for three months to stop production for rectification, and enterprises that fail to pass the review after three months of rectification shall stop production for one year for rectification. The production and sale of products that fail to pass the inspection by national testing institutions are prohibited. Enterprises that refuse to rectify, continue to produce and sell unqualified fire-fighting products shall be punished in accordance with the Regulations of Shandong Province on Fire Protection.

v. Bid for the Registration Form of Fire Protection Products in Shandong

(1) To apply for the Registration Form of Fire Protection Products in Shandong from other provinces (autonomous regions and municipalities directly under the Central Government) and foreign fire protection products manufacturers, the following documents shall be submitted:

1. Domestic enterprises:

a. Sales report of enterprises applying for entering Shandong.

B, a letter of introduction (original) signed by the legal representative.

C. Letter of introduction from the public security fire supervision department of the province (autonomous region or municipality directly under the Central Government) where the enterprise is located.

D, fire protection products subject to the production license system shall hold the original production license. Fire alarm product manufacturers must hold the original fire product quality certification certificate issued by China Fire Product Quality Certification Committee and have a fixed maintenance office in our province. Other fire products shall hold the original inspection report of the National Testing Center within the validity period (the copy shall be stamped with the official seal of the local provincial public security fire supervision department).

E, if there is no national standard or industry standard for products, there should be enterprise standards filed by provincial technical supervision departments.

2. Foreign enterprises:

a. Original power of attorney or agency letter of the production enterprise (Chinese translation must be attached). Sales report (original) of the agent's application for entering Shandong.

B, fire alarm product manufacturers must hold the original fire product quality certification certificate issued by China Fire Product Quality Certification Committee and have a fixed maintenance office in our province.

C, other products must hold the original inspection report issued by the national fire product quality supervision and inspection center within the validity period.

D, product standards (national standards or industry standards in China are not required).

(II) Review

After receiving the application materials, the Technical Department of the Fire Supervision Department of the Provincial Fire Bureau will conduct a timely and serious review in accordance with relevant regulations.

(III) Filing

Anyone who meets the prescribed conditions shall be registered for the record, and the Registration Form for Fire Protection Products in Shandong shall be issued.

(4) The Registration Form for Fire Protection Products in Shandong Province, which is filed annually, is valid in that year, and the enterprise shall apply for renewal of the registration form in the first quarter of each year.

1. The enterprise shall go through the annual filing formalities with the annual filing application report, the original Registration Form for Fire Protection Products in Shandong Province, the sales destination and quantity of the products filed in Shandong Province last year, the letter of introduction from the provincial fire protection products industry management department where the enterprise is located, the original approval certificate after annual review or annual confirmation or the original inspection report within the validity period (the copy must be stamped with the official seal of the provincial public security fire supervision department).

2. After receiving the materials submitted by the enterprise, the Technical Department of the Fire Supervision Department of the Provincial Fire Bureau will review them. Those who meet the prescribed conditions shall be put on record annually.

(5) Any enterprise whose products are found to be unqualified in the market sampling inspection or whose products are found to be unqualified or forged by the public security fire supervision department because of users' feedback and report will stop its sales, suspend filing for one year, and be punished according to the Regulations of Shandong Province on Fire Control.
