The management of domestic waste in this city adopts the whole chain classification management mode of classified delivery, classified collection, classified transportation and classified treatment. Article 5 The Municipal People's Government shall incorporate the classified management of domestic waste into the national economic and social development planning system, strengthen the organization and leadership of the classified management of domestic waste, and coordinate and handle major issues in the classified management of domestic waste in this Municipality; Assess and evaluate the completion of domestic waste source reduction and domestic waste classification management objectives, domestic waste classification management measures and effectiveness, regularly publish assessment results, and implement incentives and constraints.
Town People's Government (CMC, street offices) is responsible for the management of domestic waste classification in this area, and can formulate detailed rules and management responsibility system for domestic waste classification in light of local conditions.
The people's governments of cities and towns (administrative committees and sub-district offices) shall, in accordance with the principle of division of powers, arrange the necessary funds for the classified management of domestic garbage.
Neighborhood (village) committees shall, under the guidance of the town people's governments (administrative committees and sub-district offices), do a good job in organizing, publicizing and guiding the reduction and classified delivery of domestic garbage at the source, and can incorporate the requirements of reduction and classified delivery of domestic garbage into village regulations and community residents' conventions. Article 6 The relevant functional departments of the municipal government shall be responsible for the classified management of domestic waste according to the following division of labor:
(a) the competent department of urban management law enforcement is the competent department in charge of the classified management of domestic waste in this Municipality, responsible for the overall coordination, supervision and guidance of the classified management of domestic waste in this Municipality, and responsible for establishing the linkage mechanism of law enforcement of classified management of domestic waste and organizing its implementation;
(two) the municipal competent department of ecological environment is responsible for supervising and guiding the transportation, storage and treatment of domestic waste in hazardous waste, and supervising and managing the prevention and control of environmental pollution of domestic waste management related facilities;
(three) the municipal housing and urban construction department is responsible for the bidding, quality and safety supervision of domestic waste treatment facilities construction projects, and assists in urging property service enterprises to carry out the related work of domestic waste classification management;
(four) the municipal natural resources department is responsible for the construction land and planning management of domestic waste classification management related facilities;
(five) the municipal department of commerce is responsible for the construction of renewable resources recycling network system, and guides the town people's government (administrative committee, street offices) to carry out the collection, transportation, storage and treatment of recyclable materials;
(VI) The municipal development and reform department is responsible for the approval and filing of facilities construction projects related to the classified management of domestic waste, participating in the establishment and improvement of the charging system for the treatment of domestic waste in our city, and incorporating the related contents of classified management of domestic waste into the national economic and social development planning system;
(seven) the municipal education and sports department is responsible for coordinating and guiding schools and kindergartens to carry out popular science education activities of domestic waste classification, and incorporate the knowledge about the source reduction and classification management of domestic waste into the teaching content and social practice;
(eight) the competent departments of agriculture and rural areas shall formulate a unified management system for domestic waste classification in the whole city, and guide and promote the source reduction and classified management of rural domestic waste.
Municipal finance, public security, health, market supervision, culture, radio and television tourism and other competent departments shall do a good job in the classified management of domestic waste within their respective responsibilities. Chapter II Classified Management Article 7 Domestic garbage is divided into recyclables, kitchen garbage, harmful waste and other garbage, which are classified according to the following standards:
(1) Recyclable materials refer to domestic garbage suitable for recycling, including: paper, plastic, metal, glass, fabric, electrical and electronic products, etc.
(2) Kitchen waste refers to perishable domestic waste containing organic matter, including household kitchen waste, kitchen waste and other kitchen waste;
(3) Hazardous waste refers to domestic hazardous waste listed in the National Hazardous Waste List, including lamps, batteries, daily chemicals, etc.
(4) Other garbage refers to domestic garbage other than recyclables, kitchen garbage and hazardous wastes.
The national and provincial domestic waste classification standards have been adjusted, from its provisions.
