No decoration construction enterprise qualification certificate to undertake residential decoration works, shall apply to the municipal decoration management organization to receive the "Nanjing residential decoration qualification certificate"; the municipal decoration management organization shall give a written reply within fifteen days from the date of receipt of the application, to meet the conditions, issued to the "Nanjing residential decoration qualification certificate". Article 16 An application for a Certificate of Qualification for Residential Decoration and Renovation of Nanjing Municipality shall meet the following conditions:
(1) Receiving a business license in accordance with the law;

(3) Having corresponding construction machinery and equipment;
(4) Having not less than ten engineering and construction personnel, of whom not less than three shall be professional and technical and economic management personnel;
