Article 1 These Provisions are formulated in accordance with the Law of the People's Republic of China on the Protection of Disabled Persons, the Regulations on the Employment of Disabled Persons, the Measures for the Implementation of the Law of the People's Republic of China on the Protection of Disabled Persons in Hunan Province and the actual situation of this province in order to implement the proportional employment system for disabled persons, guarantee their labor rights and improve their living standards. Article 2 The people's governments at or above the county level shall incorporate the employment arrangements for the disabled into the overall employment plan in proportion, and take measures to ensure the implementation of these Provisions. Article 3 According to the principle of hierarchical management, the People's Government Working Committee for Disabled Persons at or above the county level is responsible for overall coordination, the Disabled Persons' Federation at or above the county level is responsible for organizing implementation, and the employment service agencies for disabled persons affiliated to the Disabled Persons' Federation are responsible for specific work.

The relevant departments of human resources and social security, finance, local taxation, civil affairs and statistics of the people's governments at or above the county level shall, according to their respective responsibilities, do a good job in arranging employment for the disabled in proportion. Article 4 Organs, organizations, enterprises, institutions and private non-enterprise units (hereinafter referred to as employing units) within the administrative area of this province shall arrange employment for the disabled at a ratio of not less than 1.5% of the total number of employees in their own units.

Employers can recruit disabled people independently for the society or through local employment service agencies for disabled people.

The total number of employees refers to the sum of all kinds of personnel who work in the employing unit and receive labor remuneration, which is verified according to the number provided by statistics, finance, local tax and other departments. Article 5 An employing unit shall meet the following requirements when arranging employment for disabled persons in proportion:

(1) Arranged disabled persons hold the "People's Republic of China (PRC) Disabled Persons' Card", meet the legal employment age and have employment aspirations;

(two) have signed a labor contract or service agreement with the disabled for more than one year, and receive equal pay for equal work with other employees;
