At the same time, it is also possible for citizens to fall into danger and anxiety anytime and anywhere, and even life safety cannot be guaranteed!

Driven by the interests of law enforcement economy, "fishing law enforcement" is constantly expanding its "law enforcement power" to the society, and the commission mechanism allows relevant departments to openly recruit a large number of "hooks" in the society, that is, so-called "investigators" and even "social people with a sense of justice". There is no doubt that "barb", "fishing" and other methods of obtaining evidence are improper means, and law enforcement personnel, especially law enforcement departments, will understand this. It is not only a defect in the system, but also a blank in the law that law enforcement departments adopt the improper means of obtaining evidence, such as "barb" and "fishing".

Provisions of Shanghai Municipality on Investigating and Handling Illegal Passenger Transport by Vehicles, which came into effect on July 10, 2006: When traffic administrative law enforcement agencies investigate and deal with illegal operations, on-site transcripts and audio and video recordings can be used as evidence to identify illegal operations. In order to ensure a fair market order, we should continue to crack down on illegal cars, although the definition and means of cracking down on illegal cars should be more reasonably defined and improved. We believe that the people's expectation of self-correction by law enforcement agencies will not stop at "barb" law enforcement in the future, but more just and effective law enforcement. Because of the abolition of "barbs", ordinary people will choke on food and fall into the other extreme of inaction, and are not satisfied with law enforcement.

Eight, radical "fishing law enforcement" needs three perspectives.

In response to the "innocent finger amputation" incident in Sun Zhongjie, Shanghai once again announced the establishment of an investigation team. Therefore, even if the Sun Zhongjie case is concluded, the investigation of "fishing law enforcement" should not be over.

From the perspective of law enforcement and supervision-a high reward creates a "black food chain"

After some kind-hearted drivers stopped at a certain place as required, law enforcement officers of the transportation department rushed up and found the so-called evidence of illegal operation in the car under the guidance of "fishermen"-the money put down in advance. There are "witness" and "material evidence", and the driver will be punished for "participating in illegal operation".

An interviewed "Fish Head" recently admitted that the law enforcement department had an agreement with "Fish Head": 500 yuan gave the black car, 200 yuan kept it for himself, 200 yuan gave the "fish hook", and 100 yuan was a kickback from the law enforcement officers. It can be seen that if the relevant departments do not strengthen judicial supervision in the process of cracking down on "black cars", high rewards will become the driving force of the "black food chain". Whether it is the unilateral evil of professional "fishing hooks" or the evil of collusion between law enforcement officers and "fishing hooks", innocent private car owners will be forced to an irrational corner.

From the legislative point of view-there are legal loopholes in the ruling of "black car"

However, if the relevant departments do not define the illegal operation of "black cars" more accurately, and let the law enforcement results of law enforcement officers be qualitative, it is bound to be suspected of infringing on the legitimate rights and interests of private car owners.
