Article 2 These Detailed Rules shall apply to the activities of bill of quantities valuation in the contracting and implementation stages of construction projects within the administrative area of Hangzhou.

The construction projects mentioned in these rules refer to housing construction and municipal infrastructure projects.

Housing construction refers to all kinds of housing construction and its ancillary facilities, as well as supporting lines, pipelines, equipment installation projects, indoor and outdoor decoration projects.

Municipal infrastructure projects refer to civil engineering, pipeline and equipment installation projects of urban roads, public transportation, water supply, drainage, gas, heat, gardens, sanitation, sewage treatment, garbage disposal, flood control, underground public facilities and their ancillary facilities.

Article 3 The valuation activities of bill of quantities mentioned in these Detailed Rules include: the compilation of tender bill of quantities, tender control price and tender quotation in the project contracting stage; Contract price agreement at the stage of contract signing and project implementation, engineering measurement and contract price payment during construction, claim and on-site visa, contract price adjustment, completion settlement, project valuation dispute settlement, and project cost appraisal.

Fourth construction projects invested by state-owned funds must be priced by bill of quantities. If the construction project invested by non-state-owned funds is priced by bill of quantities, it shall be implemented with reference to these rules.

Article 5 Hangzhou Urban and Rural Construction Committee is the administrative department in charge of the valuation activities of the bill of quantities of construction projects in this Municipality, and the specific work is entrusted to Hangzhou Construction Project Cost and Investment Management Office for implementation. District and county (city) construction administrative departments shall do relevant work according to their respective responsibilities.

Chapter II List and Valuation of Bidding Stage Section I Compilation of Bidding Bill of Quantities Article 6 The bidding bill of quantities is the names and corresponding detailed lists of partial and sub-project projects, measures, other projects, fees and taxes of construction projects, including tables and descriptions of partial and sub-project projects, measures and other projects.

Article 7 The tender bill of quantities shall be compiled by the tenderer according to the national standards, tender documents, design documents and the actual situation of the construction site, and published with the tender documents for bidders to quote. The actual situation of the construction site, geological and hydrological data, engineering characteristics and conventional construction scheme; 8. Other relevant information.

Article 9 A tenderer shall, according to the composition of a construction project, the contract awarding method and the quotation requirements, specify the specific requirements such as the type and format of the paper document report submitted by the bidder in the tender documents. Article 10 Where electronic bidding is adopted, the tenderee shall provide an electronic bidding bill of quantities consistent with the paper content. Article 11 The compilation of the general description of the tender bill of quantities shall include the following contents:

1. Project overview: construction address, construction scale, engineering characteristics, composition of unit projects in the bidding project, construction site conditions, traffic, natural and geographical conditions, etc.

2. Scope of project bidding and subcontracting. The bidder shall clearly include the contents of the project managed by the general contractor and the responsibilities that need to be borne by the general contractor. 3. The basis for the preparation of the tender bill of quantities.

5. Requirements for safe construction, civilized construction, environmental protection and temporary facilities. When the cost calculation procedures or rates are different, the partial project list must be compiled separately according to different professional projects; When the cost calculation procedures and rates are the same, different professional projects in the unit project can be included in the same partial project list.

Article 14 the list of measures and projects refers to the list of non-engineering entity projects that occur in the process of project preparation and construction in order to complete the project construction.

The list of measures and items should be listed according to the specific conditions of the proposed project, combined with the conventional construction organization design, and with reference to the list of measures and items in the Code for Calculation of Quantities and the current pricing basis in Zhejiang Province.

Fifteenth measures list is divided into technical measures list and organizational measures list.
