1.2 accident classification

Food safety accidents refer to food poisoning, food-borne diseases, food pollution and other accidents that endanger or may endanger human health. Food safety accidents are divided into four levels, namely, particularly serious food safety accidents, major food safety accidents, major food safety accidents and general food safety accidents.

(1) People-oriented, reducing harm. Take the protection of workers' health and life safety as the primary task of emergency response, and minimize casualties and health damage caused by food safety accidents.

(2) Unified leadership and graded responsibility. According to the emergency management system of "unified leadership, comprehensive coordination, classified management, graded responsibility and territorial management", an emergency mechanism for food safety accidents with rapid response and coordinated response is established.

(3) Be prepared for danger in times of peace and give priority to prevention. Adhere to the combination of prevention and emergency, normal and abnormal, make emergency preparations, implement various preventive measures, and nip in the bud. Establish and improve the daily management system, strengthen food safety risk monitoring, evaluation and early warning; Strengthen education and training to improve the public's awareness and ability of self-prevention and response to food safety accidents.

2 Organization and responsibilities

After a food safety accident occurs, all relevant departments shall organize an analysis and evaluation of the accident according to law to verify the accident level.

2.2 Establishment and responsibilities of the working group

According to the needs of accident handling, the headquarters can set up several working groups to carry out related work respectively. The working groups work under the unified command of the headquarters and report their work to the headquarters office at any time.

3 Monitoring, early warning, reporting and evaluation

(1) Information reported by the unit where the food safety accident occurred and the food production and business operation unit that caused the food safety accident;

(2) Information reported by medical institutions;

3. 1.2 Report subject and time limit

(1) If food producers and business operators find that the food they produce and operate has caused or may cause health damage to workers, they shall report to the Project Department within 2 hours.

(2) Acute group health damage that may be related to food should be reported to the local county-level health administrative department and relevant regulatory authorities within 2 hours.

(3) When the relevant regulatory authorities find a food safety accident or receive a food safety accident report or report, they shall immediately notify the local health administrative department and other relevant departments. After the initial verification, continue to collect relevant information, and timely inform the health administrative department and other relevant regulatory authorities of the relevant situation.

3. 1.3 Report content

When reporting information about suspected food safety accidents to the administrative department of health and relevant regulatory authorities, food producers and operators shall include basic information such as the time, place and number of people involved in the accidents.

When the relevant regulatory authorities report information on food safety accidents, they shall include the accident unit, time, place, degree of harm, number of casualties, information of the accident reporting unit (including reporting time, contact person and contact information of the reporting unit), measures taken, and a brief history of the accident. And inform or supplement the progress of the work at any time.

4 emergency response

According to the classification of food safety accidents, the emergency response of food safety accidents is divided into Grade I, Grade II, Grade III and Grade IV. Approved as a particularly serious food safety accident, reported to the State Council for approval and announced the start of Class I response, and the headquarters was immediately established and operated to organize emergency response. Major, major and general food safety accidents were respectively responded by the people's governments at the provincial, municipal and county levels where the accidents occurred, and the emergency headquarters of food safety accidents was established for disposal. When necessary, the people's government at a higher level shall send a working group to guide and assist in the emergency handling of accidents.

Foodborne diseases involving the epidemic situation of infectious diseases shall be implemented in accordance with the relevant provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and the National Emergency Plan for Public Health Emergencies.

4.2 Emergency measures

After the accident, according to the nature, characteristics and degree of harm of the accident, immediately organize relevant departments to take the following emergency measures in accordance with relevant regulations to minimize the harm of the accident:

(1) All departments make effective use of medical resources and organize and guide medical institutions to treat patients with food safety accidents.

(2) Relevant regulatory departments such as agricultural administration, quality supervision, industrial and commercial administration, and food and drug supervision shall order producers and operators to recall, stop their operations, import and export, and destroy related foods and raw materials that have been confirmed to be contaminated by toxic and harmful substances. If it is confirmed by inspection that it is not polluted, it shall be unsealed.

(3) Organize and judge the development trend of the accident in time, notify the local people's governments where the accident may spread, and remind them to prepare for it.

4.3 Adjustment and termination of response level

In the process of handling food safety accidents, we should follow the objective law of accident occurrence and development, adjust the emergency response level in time according to the actual situation and the needs of prevention and control work, and according to the evaluation results until the response is terminated.

4.4. 1 Response Level Adjustment and Termination Conditions

(1) level upgrade

When the accident is further aggravated, the impact and harm are enlarged, and the situation is complicated and difficult to control, the response level should be improved in time.

(2) the level is reduced

If the hidden dangers of accidents are effectively controlled, and it is judged that the hidden dangers of accidents are reduced below the original evaluation standard or there is no further diffusion trend, the emergency response level can be reduced.

(3) Response terminated

When the food safety accident is controlled and the following two requirements are met, and a response can be issued after analysis and evaluation, the response shall be terminated in time:

-All the wounded and sick in food safety accidents were treated. The original patient's condition has been stable for more than 24 hours, and there are no new acute patients. After the longest incubation period of the last patient, there were no new cases of food-borne infectious diseases;

-On-site and contaminated food are effectively controlled, food and environmental pollution are effectively cleaned up and meet relevant standards, and secondary and derivative accidents are eliminated.

The accident information release shall be organized by the headquarters or its office in a unified way, and released to the public through various forms such as holding a press conference and issuing a press release, so as to do a good job in propaganda and public opinion guidance.

After the food safety accident, the project department should promptly carry out the insurance acceptance of emergency rescue personnel and the insurance claims of the affected people.

The responsible units and persons in charge of food safety accidents shall compensate the victims in accordance with the relevant provisions, and bear the related expenses such as follow-up treatment and protection for the victims.

Laws and regulations related to the handling of food safety accidents have been revised, departmental responsibilities or emergency resources have changed, and when new situations and new problems arise in the implementation of emergency plans, the plans should be revised and improved in a timely manner in light of actual conditions.

Relevant departments of the project department should carry out emergency drills for food safety accidents to test and strengthen emergency preparedness and emergency response capabilities, and improve emergency plans through the summary and evaluation of drills.
