These Measures shall apply to the risk classification management of the production and operation of infant formula milk powder, formula food for special medical purposes, health food and other special foods.

The Measures stipulate that the risk level of food producers and operators should be dynamically adjusted. That is, the food and drug supervision and management department dynamically adjusts the risk level of food producers and operators in the next year according to the records of food safety supervision and management, such as daily supervision and inspection, supervision and sampling inspection, investigation and punishment of illegal acts, response to food safety accidents, and recall of unsafe food.

The Measures clearly stipulate the frequency of supervision and inspection of food producers and operators with different risk levels. In principle, food producers and operators with risk grade A shall be supervised and inspected at least 1 times a year; Class b inspection 1-2 times; C-level inspection 2-3 times; D-level inspection 3-4 times. The Measures will be implemented on February 1, 2116.
