Nineteenth users stop using gas or change the use of gas or expand the scope of gas use, or change or relocate indoor pipeline gas facilities and industrial and public buildings users to change the name of production, they should apply to the gas enterprise for relevant procedures. The gas enterprise shall give a reply within 7 days from the date of receiving the application.

Twentieth pipeline gas users should install metering devices that have been certified by legal or authorized metrological verification institutions. The gas enterprise shall settle the expenses according to the gas price approved by the price department and the quantity displayed by the trade settlement metering device. Because the metering device is inaccurate, gas enterprises can charge gas fees according to the average monthly gas consumption of users in the first three months.

Twenty-first gas enterprises and users shall sign gas supply contracts in accordance with the principle of equality, voluntariness and consensus, and determine the rights and obligations of both parties.

The user shall pay the gas fee according to the gas price approved by the state and the time limit, method or method agreed in the contract.

Twenty-second civil users should use gas in strict accordance with the relevant safety management regulations. If it is found that the gas facilities are faulty, it shall immediately notify the gas enterprises to repair them, and shall not deal with them without authorization in violation of safety regulations.

Gas enterprises should go to the disposal in time after receiving the maintenance notice to ensure safety. Maintenance costs shall be borne by the property owner of gas facilities, and the fault caused by human factors shall be borne by the responsible person.

Twenty-third industrial and public building users should have corresponding institutions and specialized personnel responsible for the safe use of gas management. Gas facilities and equipment shall be maintained and maintained in strict accordance with the safety operation rules.

Twenty-fourth industrial, public * * building users need to stop gas or reduce gas due to planned maintenance of equipment, and should inform the gas enterprise 24 hours in advance. Gas enterprises shall notify users at least 72 hours in advance due to planned gas stoppage.

Twenty-fifth gas administrative departments shall, jointly with relevant departments, strengthen the management of planned gas use and gas conservation, and gas enterprises shall actively cooperate. The specific measures shall be formulated separately by the Municipal People's Government.
