The departments in charge of mining enterprises of the people's governments at or above the county level shall administer mine safety. Chapter II Safety Guarantee of Mine Construction Article 4 Mine construction projects shall have safety facilities to ensure safe production, prevent accidents and prevent dust and toxic hazards. Safety facilities must be designed, constructed and put into production and use simultaneously with the main project. Article 5 The design of mine construction projects shall have a special section on safety and health, and the safety facilities of construction projects must meet the following requirements:
(a) the mine has a complete ventilation system to ensure that the underground workplace has the air volume, wind quality and wind speed that meet the safety requirements of the industry;
(2) The bench height, platform width and slope angle of open pit mine can ensure safe operation and slope stability;
(3) The ground and underground power supply systems comply with the relevant provisions of the state;
(four) to improve the transportation equipment and devices to meet the mine safety regulations and industrial technical specifications;
(5) There are measures on the ground to prevent surface water from leaking into the open pit or pouring into the underground, there are facilities under the well (pit) to discharge the maximum water inflow, and there are measures to prevent the surface from collapsing and the mountain and slope from sliding; Garbage dumps, waste hills and tailings dams have facilities to prevent mudslides;
(six) the mine ground and mine fire control facilities meet the requirements of the state, and there are reliable fire prevention facilities and equipment;
(seven) the mine must be equipped with ventilation detection and environmental detection instruments. Mines with gas outburst danger should be equipped with gas monitoring devices. Comprehensive dust prevention measures should be taken in workplaces that produce dust;
(eight) other projects in line with mine safety and health. Sixth mines should have more than two pedestrian exits leading to the ground. At least two pedestrian exits in each production level (middle section) and mining area (panel and stope) of the mine are connected with the direct exit on the ground. Article 7 The design documents of mine construction projects shall conform to mine safety regulations and industrial technical specifications, and shall be approved by the competent department of mining enterprises. The design review, supplement and modification of its safety facilities should be attended by the competent labor administrative department. Article 8 After the safety facilities of mine construction projects are completed, the competent department of mining enterprises shall organize the acceptance, and the competent department of labor administration shall participate. Safety facilities without acceptance or unqualified acceptance, the mine shall not be put into use and production. Chapter III Safety Guarantee of Mining Article 9 Mining shall meet the conditions for safe production, implement the mine safety regulations and industrial technical specifications, and obtain the safety approval certificate issued by the competent labor administrative department. Tenth underground mining operations, should be in accordance with the provisions of the operating rules to manage the roof state.
Open-pit mining must control the stage height, flat width, slope angle and final slope angle of mining and stripping face according to the design regulations. Stripping and dumping operations shall not cause damage to deep wells or adjacent mines. Article 11 Mining enterprises shall, in accordance with the standards and methods prescribed by the state, regularly determine the toxic and harmful substances in the air of workplaces, take comprehensive dust-proof and gas-proof measures to control dust and toxic hazards, and regularly check the occupational diseases of underground mine workers. Twelfth mining enterprises in the following circumstances, must be prepared in accordance with the provisions of the state safety design:
(a) there is a danger of coal (rock) and gas outburst;
(2) Rock burst occurs;
(3) Digging under buildings and traffic facilities that need protection;
(4) Underwater mining;
(five) there is abnormal ground temperature or hot water gushing out;
(six) through the geological fracture zone or other top state fracture site. Thirteenth in the serious spontaneous combustion of mine mining, the following measures should be taken:
(a) the main transport roadway and the total return air roadway are arranged in the rock or coal seam which is not easy to spontaneously ignite;
(two) timely removal of floating ore and other combustible substances in the stope, and timely closure of mined-out areas after mining;
(three) the establishment of fire extinguishing grouting system or other effective measures to prevent spontaneous combustion;
(four) regularly check the mine closure, determine the temperature and air volume of the possible spontaneous combustion site; Regularly detect the temperature, air pressure and air composition in the fire area. Fourteenth coal mines and other mining enterprises with the risk of methane explosion should strictly implement the gas inspection system, and it is strictly forbidden to bring kindling or other inflammable and explosive materials into the well. Fifteenth oil and gas drilling, oil production (gas) and other operations, should be based on geological conditions and operating environment to prepare well control procedures and safety measures. Sixteenth mine blasting operations and explosives management must implement the "Regulations on the Administration of Civil Explosives in People's Republic of China (PRC)" and the relevant state regulations on blasting safety.
