Food safety standards shall include the following contents:
1. Provisions on the limits of pathogenic microorganisms, pesticide residues, veterinary drug residues, biotoxins, heavy metals and other pollutants harmful to human health in food, food additives and food-related products;
2. Variety, application scope and dosage of food additives;
3. Nutritional requirements of main and supplementary foods specially for infants and other specific groups;
4. Requirements for labels, signs and instructions related to food safety requirements such as hygiene and nutrition;
5. Hygienic requirements in the process of food production and operation;
6. Quality requirements related to food safety;
7. Food inspection methods and procedures related to food safety;
8. Other contents that need to be formulated as food safety standards.
The main functions are:
1. To implement the national and provincial laws, regulations and administrative rules on the safety management of food, health care products and cosmetics, and organize relevant departments to formulate comprehensive supervision policies, work plans and supervise their implementation.
2. Exercise the comprehensive supervision responsibility of food, health care products and cosmetics safety management according to law, and organize and coordinate the safety supervision of food, health care products and cosmetics undertaken by relevant departments.

Implement national and provincial laws and regulations on drug administration; Supervise the implementation of quality management standards in drug research, production, circulation and use according to law; Organize the certification of quality management standards for drug production and operation.

Legal basis
Article 111 of the Food Safety Law
The food safety supervision and administration department of the people's government at or above the county level has the right to take the following measures to supervise and inspect the production operators' compliance with this Law:
(1) to enter the production and business premises to conduct on-site inspection;
(2) sampling inspection of food, food additives and food-related products produced and operated;
(3) consulting and copying relevant contracts, bills, account books and other relevant materials; (4) sealing up and detaining foods, food additives and food-related products that are proved by evidence to be inconsistent with food safety standards or that have potential safety hazards and are used for illegal production and operation;
(5) sealing up places that engage in illegal production and business activities.
article 113th the food safety supervision and administration department of the government at or above the county level shall establish a food safety credit file for food producers and operators, record the licensing, the results of daily supervision and inspection, the investigation and punishment of illegal acts, etc., and announce it to the public in accordance with the law and update it in real time; Increase the frequency of supervision and inspection of food producers and operators with bad credit records, and notify the investment authorities, securities regulatory agencies and relevant financial institutions of food producers and operators with serious violations.
article 133 whoever, in violation of the provisions of this law, refuses, obstructs or interferes with the relevant departments, institutions and their staff to carry out food safety supervision and inspection, accident investigation and handling, risk monitoring and risk assessment according to law, shall be ordered by the relevant competent departments to stop production and business according to their respective functions and duties, and shall be fined between 2,111 yuan and 51,111 yuan; If the circumstances are serious, the license shall be revoked; If it constitutes a violation of public security administration, the public security organ shall impose administrative penalties on public security according to law. Food safety standards shall be formulated with the aim of ensuring public health, and be scientific, reasonable, safe and reliable.

The formulation of national standards for food safety shall be based on the results of food safety risk assessment, fully consider the results of edible agricultural products safety risk assessment, refer to relevant international standards and international food safety risk assessment results, and publicize the draft national standards for food safety to the public, and listen to the opinions of food producers, operators, consumers and relevant departments.
