Article 2 These Measures shall apply to the classification, reduction and related management activities of domestic garbage within the administrative area of this Municipality. Article 3 The term "domestic waste" as mentioned in these Measures refers to the solid waste generated by units and individuals in their daily life or in the activities of providing services for daily life, including kitchen waste, construction waste, recyclable materials, harmful waste and other wastes.
if there are other provisions on kitchen waste and construction waste, those provisions shall prevail. Article 4 The management of domestic waste classification and reduction shall follow the principles of government leading, territorial management, public participation, market operation and social supervision.
Domestic garbage shall be put into use by classification, collected by classification, transported by classification and treated by classification. Article 5 This Municipality shall establish a joint meeting system for the promotion of domestic waste classification and reduction, and coordinate and solve major issues in the work of domestic waste classification and reduction.

the sub-district office is responsible for the specific implementation of the classification and reduction of domestic waste within its jurisdiction. Article 6 The municipal administrative department in charge of urban management (hereinafter referred to as the municipal competent department) is the competent department in charge of the classification and reduction of domestic waste in the whole city, organizing the formulation of the management targets for the classification and reduction of domestic waste, and being responsible for the organization, promotion, inspection, guidance, supervision and assessment of the classification and reduction of domestic waste.
the district urban management administrative department (hereinafter referred to as the district administrative department) is responsible for the guidance, supervision and management of domestic waste classification and reduction within its jurisdiction. Article 7 The economic and trade information department is responsible for the supervision and management of the comprehensive utilization of recyclable materials.
the environmental protection department is responsible for the supervision and management of harmful waste treatment.
the housing and construction department is responsible for urging the property service enterprises to fulfill the obligations of domestic waste classification and reduction.
other administrative departments shall, in accordance with their respective responsibilities and the provisions of these measures, do a good job in the classification and reduction of domestic waste. Article 8 All units and individuals shall fulfill the obligations of classifying and reducing domestic garbage, and maintain a good urban environment. Article 9 The municipal competent department shall announce to the public the ways, processing procedures and time limits of reporting and complaining about illegal acts of domestic waste classification and reduction, handle reports and complaints according to law, and feed back the results. Chapter II Classification Standards and Classified Delivery Article 11 Domestic garbage in this Municipality is divided into three categories according to the following standards:
(1) Recyclable materials refer to waste paper, waste plastics, waste glass, waste metal, waste fabrics, waste electronic products, etc. that can be recycled and recycled;
(2) harmful waste refers to the waste batteries, waste lamps, abandoned medicines, waste pesticides, waste paints, waste daily chemicals, waste silver products, etc. that cause direct or potential harm to human health or the natural environment and should be specially disposed of;
(3) Other wastes refer to wastes other than recyclables and harmful waste.
residential areas and other places with treatment conditions are encouraged to divide domestic garbage into four categories: recyclables, harmful waste, kitchen waste and other garbage. Kitchen waste can be included in the collection, transportation and treatment system of kitchen waste for collection, transportation and treatment.
according to the actual situation of domestic waste management, the municipal competent department can put forward the adjustment scheme of domestic waste classification standard on the basis of full consultation and scientific demonstration, and implement it after being approved by the Municipal People's Government, and announce it to the public.

The person responsible for the management of domestic waste classified release shall be determined according to the following provisions:
(1) The office and production place of the party and government organs, units stationed in Shenzhen, enterprises and institutions, social organizations and other organizations, and this unit is the person responsible. The implementation of property management, property services companies as the responsible person; If the unit is in charge, the unit is the responsible person;
(2) In residential areas, all owners are responsible persons. The implementation of property management, property services companies as the responsible person; If the owner manages the property by himself, the owner shall be the responsible person; If property management is not implemented, the responsible person shall be determined by the local street office;
(3) In public places such as roads, squares, parks and public green spaces, the management unit or the unit entrusted by it is the responsible person;
(4) airports, passenger stations, rail transit, tourism, culture, sports, entertainment, commerce and other public places, and the management unit is the responsible person.
if the person in charge of management cannot be determined according to the second paragraph of this article, the person in charge of management shall be determined by the local sub-district office. Article 12 The person in charge of the management of the classified release of domestic waste shall perform the following obligations:
(1) Set up containers for the classified collection of domestic waste in accordance with regulations, and keep the containers intact and clean;
(2) Publicize the time and place of domestic waste classification;
(3) to guide the classified delivery, and to advise and stop the behaviors that do not meet the requirements of classified delivery;
(4) establish a ledger for the management of classified collection of domestic garbage, record the types, quantities, transporters and destinations of domestic garbage generated within the scope of responsibility, and submit data to the sub-district offices in the area on a regular basis;
(5) hand over the classified domestic garbage to the qualified units for classified collection and transportation.
management units of public places such as gymnasiums, parks, cinemas, concert halls, libraries, airports, passenger stations, subways, railway stations, management units of municipal street lighting facilities, schools, hospitals, etc., should recycle the generated waste lamps and hand them over to qualified units for treatment.
