Principles of complaint acceptance:

The Consumers Association accepts complaints from consumers, and implements the principle of territorial jurisdiction, supplemented by hierarchical jurisdiction:

(1) The party against whom the complaint is filed shall be The county-level consumer association or subordinate branch of the location of the party being complained against; if the location of the party being complained against does not coincide with the place of permanent residence, the county-level consumer association or subordinate branch of the place of permanent residence shall handle the complaint.

(2) If the case involves more than two county-level jurisdictions, it shall be handled by the ****same higher-level (municipal or provincial) consumer association.

(iii) If the case involves more than two municipal associations' jurisdictions, it shall be handled by the Provincial Consumers' Association; the Provincial Consumers' Association may delegate the handling of the accepted complaint to any consumers' associations within its jurisdiction that are related to the case.

(d) The letters and online complaint cases received by the provincial consumer association can be directly transferred to the local consumer association for handling, and major and difficult complaint cases can be directly accepted.
