chapter I general provisions article 1 in order to strengthen the classified management of domestic waste, improve the level of reduction, recycling and harmlessness of domestic waste, promote the refined management of urban and rural areas, improve the urban and rural ecological environment and promote the construction of ecological civilization, in accordance with the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste, the law of the people's Republic of China on the promotion of circular economy, the regulations on the management of urban and rural domestic waste in Fujian Province and other relevant laws and regulations. Article 2 These Regulations shall apply to the classified delivery, collection, transportation, disposal and related management activities of domestic garbage within the administrative area of this Municipality.
the term "domestic waste" as mentioned in these regulations refers to the solid waste generated in daily life or in the activities of providing services for daily life and the solid waste regarded as domestic waste according to laws and regulations. Article 3 Domestic garbage shall be put into use by classification, collected by classification, transported by classification and disposed by classification.
the classified management of domestic waste follows the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, adaptation to local conditions and source reduction. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over the classified management of domestic garbage, incorporate the classified management of domestic garbage into the national economic and social development plan at the corresponding level, establish a coordination mechanism for the classified management of domestic garbage, formulate policies and measures such as source reduction of domestic garbage, resource recycling, facility construction and operation management, and ensure the staffing and capital investment of the classified management of domestic garbage.
the township (town) people's government and sub-district offices are responsible for the daily management of domestic waste classification within their respective jurisdictions, and guide and urge the units, individuals and persons in charge of classified delivery management to fulfill their obligations of domestic waste classification. Article 5 The municipal administrative department of city appearance and environmental sanitation is the competent department of domestic waste classification management in this Municipality, and is responsible for organizing the implementation of these Regulations.
the county (city, district) city appearance and environmental sanitation administrative department is responsible for the classified management of domestic garbage within its administrative area. Article 6 The administrative department of natural resources and planning shall be responsible for the special planning of environmental sanitation for the infrastructure of classified collection, transportation and disposal of domestic garbage, and make overall planning and control.
the administrative department of commerce is responsible for formulating and implementing the development plan of the recycling industry and other specific measures.
the competent department of ecological environment administration is responsible for the supervision and management of transportation and disposal in harmful waste, as well as the environmental supervision of hazardous waste disposal enterprises.
the housing security and real estate administrative department is responsible for urging the property service enterprises to carry out the classification of domestic waste, and incorporate the classification management of domestic waste into the credit management system of the property service enterprises.
the administrative department of education should urge all kinds of schools at all levels to incorporate the knowledge of domestic waste source reduction, classified delivery, recycling and harmless treatment into education, teaching and social practice, and cultivate and improve students' awareness of domestic waste source reduction and classification.
market supervision, cultural tourism, agriculture and rural areas, finance, postal services and other departments shall, according to their respective responsibilities, do a good job in the classified management of domestic waste. Seventh village (neighborhood) committees shall do a good job in the publicity and implementation of domestic waste classification, and cooperate with the township (town) people's government and the sub-district office to urge the units, village (neighborhood) people and the persons responsible for the classification management to carry out the classification of domestic waste. Eighth units and individuals should actively participate in the classification of domestic waste, reduce the generation of domestic waste, and fulfill the obligation of domestic waste classification. Article 9 The people's governments at all levels in this Municipality and relevant departments shall strengthen the publicity and education on the classification of domestic waste, and promote the formation of a good atmosphere in which the whole society participates.
newspapers, periodicals, radio, television, internet and other media should regularly open columns to publicize the source reduction and classification of domestic waste, popularize the knowledge of domestic waste classification, and enhance the public's awareness of source reduction and classification of domestic waste. Tenth encourage and support the scientific and technological innovation of domestic waste disposal, promote the research and development and transformation and application of advanced technologies and processes of domestic waste disposal, and improve the scientific and technological level of domestic waste disposal. Chapter II Classification Standards and Delivery Article 11 Domestic garbage shall be classified according to the following standards:
(1) Recyclable materials refer to waste materials such as waste paper, plastics, metals, textiles, electronic appliances, glass, wood, etc. which are suitable for recycling and recycling;
(2) Perishable garbage refers to perishable waste food ingredients, leftovers, vegetables, fruits, meat, aquatic products and other domestic wastes, such as catering garbage generated from catering services, collective feeding, food processing and other activities;
(3) harmful waste refers to waste batteries, fluorescent tubes, thermometers, sphygmomanometers, medicines, paints, solvents, chemical pesticides, disinfectants, films and photographic papers that directly or potentially harm human health and the natural environment;
(4) Bulk garbage refers to waste furniture, household appliances, electronic products and other solid wastes that have strong integrity and need to be dismantled, and weigh more than 5 kilograms or have a volume of more than 1.2 cubic meter or a length of more than one meter;
(5) Other garbage refers to other domestic wastes except the first four items.
the municipal people's government shall formulate a specific classification catalogue of domestic waste according to the classification standards, and make it public.
