1997 On April 2 1, the Central Committee of the Communist Party of China issued the Notice on Establishing the Central Steering Committee for Spiritual Civilization Construction.

The notice pointed out that according to the "Resolution of the Central Committee on Strengthening the Construction of Socialist Spiritual Civilization" adopted by the Sixth Plenary Session of the 14th CPC Central Committee, the Central Committee decided to set up a Central Steering Committee for the Construction of Spiritual Civilization. The Central Steering Committee for Spiritual Civilization Construction is the deliberative body of the CPC Central Committee to guide the work of spiritual civilization construction throughout the country. Its main duties are: to supervise and inspect all regions and departments to implement the spirit of the Sixth Plenary Session of the 14th CPC Central Committee and the relevant issues of the Central Committee on spiritual civilization construction, and to sum up, popularize and exchange advanced experience.
