Provisions of Huainan Municipality on the Protection of Posts and Telecommunications Facilities
Article 1 In order to maintain the safety of post and telecommunications facilities, ensure the smooth flow of post and telecommunications, and promote the development of post and telecommunications in this Municipality, these Provisions are formulated in accordance with the Postal Law of People's Republic of China (PRC) and the Provisions on the Protection and Development of Post and Telecommunications in Anhui Province, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the protection of post and telecommunications facilities within the administrative area of this Municipality. Article 3 Post and telecommunications facilities are state property and are protected by law. Any unit or individual has the right to stop and report acts that undermine postal and telecommunications measures, endanger the safety of postal and telecommunications, and hinder the order of postal and telecommunications work. Article 4 People's governments at all levels shall strengthen their leadership over the protection of post and telecommunications facilities, regularly carry out publicity and education on the protection of post and telecommunications lines, and focus on the protection of post and telecommunications facilities within their respective jurisdictions. When necessary, people's governments at all levels and post and telecommunications departments should organize public security organizations and militia organizations along the line to conduct joint defense. Article 5 Posts and telecommunications facilities include:

(1) Post offices, post and telecommunications signs, signs, billboards, post and telecommunications vehicles and other post and telecommunications vehicles;

(2) Postal service places, equipment and supplies such as postal kiosks, posting boxes (boxes), letter boxes, mailrooms, postal hubs, mail transfer stations, newspapers and periodicals, philatelic sales points (kiosks);

Article 6 It is forbidden to throw any sundries or inflammable and explosive articles into post and telecommunications facilities such as coin-operated or public telephones, magnetic card telephones, public telephone booths, posting boxes (cylinders), letter boxes, letter boxes (groups) and postal newspaper vending equipment. It is forbidden to post advertisements and other promotional materials. Article 7 It is forbidden to tie animals to posts and telecommunications facilities such as poles, stay wires, wooden stakes, antenna towers and supports, and to hang non-post and telecommunications lines such as power lines, electric light lines, cable radio and television lines and other articles; It is forbidden to dig sand, borrow soil or pile up soil within 5 meters around poles, stay wires, towers and antenna towers. Article 8 All kinds of overhead lines and their ancillary equipment, repeaters, relay stations, microwave stations and sanitary ground stations. It is not allowed to move, climb, tie animals, hang lines and objects without authorization, shoot or throw objects at the above-mentioned equipment, and it is not allowed to carry out activities that endanger the safety of lines, such as blasting, digging holes, taking soil, building houses, erecting sheds, and discharging corrosive gases. Article 9 No heavy objects, garbage, slag, inflammable and explosive articles and corrosive liquids shall be piled above the signs of buried cables and optical cables; Buildings and scaffolding are not allowed to be built within one meter; Within three meters, it is not allowed to drill, dig or set up toilets, septic tanks, barns, biogas digesters and other buildings that may cause cable corrosion. Tenth in the waters marked with underwater cables and optical cables, it is strictly prohibited to anchor, drag anchor, dredging, drilling, blasting and other operations that endanger the safety of underwater cables and optical cables. Eleventh in the post and telecommunications microwave channel clearance control range, not to build buildings or other structures that affect communication; Do not build houses and scaffolding within one meter on both sides of underground cables and the edge of local telephone pipelines; Houses and scaffolding shall not be built within a range of three meters on both sides of overhead lines outside the built-up area and two meters on both sides of overhead lines inside the built-up area. Twelfth high-voltage transmission lines, communication lines, cable broadcasting lines or the use of interfering electrical equipment, corrosive equipment, must meet the technical safety standards for the protection of the original telecommunications facilities in the relevant areas; For the construction that may endanger the telecommunication facilities, the construction unit shall contact the post and telecommunications department in advance, and only after approval can the construction be approved according to the regulations. Article 13 If building houses, building roads, building water conservancy projects, building farmland, planting trees, cutting down trees, erecting lines, laying pipelines, transporting ultra-high objects, or carrying out underwater operations near post and telecommunications lines may endanger communication safety, the consent of the post and telecommunications departments shall be obtained in advance. During the construction period, the post and telecommunications department should send someone to supervise. When the growth of trees affects the safety of the line, the post and telecommunications department should trim or cut down with the management unit. Fourteenth in the construction area of two meters on both sides of the underground cable, and within 0.75 meters on both sides of the underground cable in the built-up area, trees and bamboo are not allowed to be planted. New underground communication pipelines should be connected with urban construction planning and keep a prescribed distance from trees. Fifteenth in the long-distance communication room, local telephone communication room and important ground cables and pipelines around the specified distance to build hotels and other buildings, should comply with the relevant state safety regulations. Article 16 Urban and rural construction and land management departments shall examine and approve houses and other buildings in accordance with the distance from Article 9 to Article 15 of these Provisions and other relevant requirements. Posts and telecommunications departments shall regularly submit the location of communication lines and related information to relevant departments. Seventeenth due to the needs of construction projects, it is really necessary to dismantle the post office (office), mailbox (box), postal kiosks, telephone booths or post and telecommunications lines and other facilities, the construction unit should apply to the post and telecommunications departments in advance, and the demolition can only be carried out after the approval of the post and telecommunications departments. Demolition and reconstruction costs shall be borne by the construction unit. Eighteenth waste recycling, processing and utilization departments of units or individuals shall strictly implement the provisions of the state on the acquisition of waste, and shall not purchase all the postal and telecommunications equipment sold. Any illegal act or suspicious clue of manufacturing and selling post and telecommunications equipment shall be reported to the public security organ or the post and telecommunications department in a timely manner.
