Obtaining a food business license allows you to operate online, and a small workshop cannot do online business. In other words there is a food license to do e-commerce.

Selling fresh noodles requires a license, business license and health certificate. Individual business households in towns and rural non-agricultural population of individuals operating a variety of small-scale handicrafts, retail commerce, catering, services, repair, non-motorized means of transport, housing repair and so on. According to the State Council's 1981 Policy Provisions on the Non-Agricultural Individual Economy in Cities and Towns, self-employed households are generally one-person or family-run businesses. If necessary, with the approval of the administration for industry and commerce, one or two helpers may be hired. Those who are more technical or have special skills may also take on two or three apprentices up to a maximum of five. The self-employed economy of urban and rural workers, within the limits of the law, is a complement to the socialist public economy, and their lawful rights and interests are protected by the State. Article 54 of the Law on Economic Contracts provides that economic contracts between self-employed persons and legal persons shall be implemented with reference to this Law. Therefore, the economic contract between self-employed households and legal persons, in principle, also subject to the adjustment and protection of the economic contract law.
