Small workshop operators need to apply for a small workshop registration certificate if they want to operate. If the previously obtained food business license (catering service license and food circulation license) is within the validity period, there is no need to apply for a small workshop registration certificate (except when the parties apply for change).
The conditions required for the production license are as follows:
1, the enterprise must have a legal business license;
2, the enterprise has professional and technical personnel to adapt to the products produced;
3. There must be production conditions and inspection and quarantine means suitable for the products produced;
4. There must be a corresponding functional layout and a factory building that meets the corresponding requirements of the state. The equipment needs to conform to the technological process of the product and can produce the product. Some products require automatic packaging and filling. Factory inspection equipment with detailed rules and standards requirements and verification;
5. There must be technical documents and process documents suitable for the products produced;
6. There must be a sound and effective quality management system and responsibility system;
7. Products must meet the requirements of relevant national standards, industry standards and the protection of human health and personal and property safety;
8, in line with the provisions of the national industrial policy, there is no backward technology, high energy consumption, environmental pollution and waste of resources.
To sum up, a small workshop is not called a production license, but a small workshop registration certificate. The food production license can produce all categories in the food classification catalogue of the General Administration of Food. The types of food allowed to be produced in small workshops should refer to the corresponding regulations on the management of small workshops designated by provincial bureaus, and stipulate which types of food are not allowed to be produced in small workshops. The certification and supervision of production licenses are divided into three levels: provincial, municipal and county (district) according to different food types. The regulatory agencies that issue small workshops are all county-level production licenses, and the corresponding management documents are uniformly implemented by the General Administration. Measures and regulations for the corresponding management of small workshops, stalls and restaurants shall be formulated by the provincial bureaus.

The state practices a licensing system for food production and marketing. Engaged in food production, food sales, catering services, shall obtain a license according to law. However, the sale of edible agricultural products does not require a license. The food safety supervision and administration department of the local people's government at or above the county level shall, in accordance with the provisions of the Administrative Licensing Law of People's Republic of China (PRC), examine the relevant materials required by the provisions of Items 1 to 4 of Paragraph 1 of Article 33 of this Law, and conduct on-site inspection of the applicant's production and business premises when necessary; To meet the prescribed conditions, grant permission; If it does not meet the prescribed conditions, it shall not be permitted and the reasons shall be explained in writing.
