Grade A qualification evaluation institution for environmental impact of construction projects.
(1) Enterprises or institutions of various ownership registered in People's Republic of China (PRC) have fixed workplaces and working conditions, and their fixed assets are not less than 6,543,800,000 yuan, of which industrial and commercial registration, a construction enterprise legal person, has a capital of not less than 3,000,000 yuan;
(two) to carry out environmental impact assessment of planning, important river basins and inter-provincial administrative regions; Be able to independently prepare the environmental impact report of construction projects with complex pollution factors or significant ecological impact; Able to independently complete the engineering analysis of construction projects, the investigation, prediction and evaluation of various environmental factors and ecological environment status, and the economic and technical demonstration of environmental protection measures; Have the ability to analyze and review the technical reports and monitoring data provided by the cooperative units;
(3) The construction enterprise shall have more than 20 full-time technicians for environmental impact assessment, including at least 10 environmental impact assessment engineers registered in this institution, and other personnel shall obtain environmental impact assessment post certificates. If the evaluation scope of the environmental impact statement includes the nuclear industry, there shall be at least three nuclear safety engineers registered in this institution among the full-time technical personnel;
(four) the construction unit is equipped with professional and technical personnel in engineering analysis, water environment, atmospheric environment, acoustic environment, ecology, solid waste, environmental engineering, planning, environmental economy and engineering budget;
(5) Each category within the scope of environmental impact report evaluation shall be equipped with at least three environmental impact assessment engineers registered in the corresponding category of this institution, at least two of whom shall preside over the preparation of environmental impact reports approved by the administrative department of environmental protection at or above the provincial level in the corresponding category.
At least 1 registered environmental impact assessment engineer in the corresponding category of environmental impact report of special projects within the scope of environmental impact report evaluation;
(six) the construction enterprise has presided over the preparation of at least five environmental impact reports in the past three years, which are examined and approved by the administrative department of environmental protection at or above the provincial level;
(seven) to build a sound quality assurance system for environmental impact assessment;
(eight) equipped with special instruments and equipment consistent with the scope of evaluation, with the ability of digital processing of documents and drawings, and a relatively complete computer network system and file management system.
Grade B qualification evaluation institution for environmental impact of construction projects
(1) Enterprises or institutions of various ownership registered in People's Republic of China (PRC) have fixed workplaces and working conditions, with fixed assets of not less than 2 million yuan, and industrial and commercial registration capital and construction enterprises as legal persons of not less than 500,000 yuan. Among them, the evaluation scope is the evaluation institution of the environmental impact statement, with fixed assets of not less than 6.5438+0 million yuan, and the capital registered as an enterprise legal person by industry and commerce of not less than 300,000 yuan;
(2) Being able to independently prepare the environmental impact report or environmental impact report form of the construction project; Able to independently complete the engineering analysis of construction projects, the investigation, prediction and evaluation of various environmental factors and ecological environment status, and the economic and technical demonstration of environmental protection measures; Have the ability to analyze and review the technical reports and monitoring data provided by the cooperative units;
(3) The construction unit has more than 12 full-time technical personnel for environmental impact assessment, at least 6 of whom are registered environmental impact assessment engineers in institutions, and other personnel shall obtain environmental impact assessment post certificates. If the assessment scope of the environmental impact statement includes the nuclear industry, there shall be at least two nuclear safety engineers registered in this institution among the full-time technical personnel.
An evaluation institution whose evaluation scope is the environmental impact report form shall have more than 8 full-time environmental impact assessment technicians, including at least 2 environmental impact assessment engineers registered in the institution, and other personnel shall obtain environmental impact assessment post certificates;
(four) the construction enterprise is equipped with professional and technical personnel in engineering analysis, water environment, atmospheric environment, acoustic environment, ecology, solid waste and environmental engineering.
Evaluation institutions whose evaluation scope is the environmental impact report form shall be equipped with professional and technical personnel in engineering analysis, environmental engineering and ecology;
(5) For each category within the evaluation scope of the environmental impact report of the construction enterprise, there shall be at least two environmental impact assessment engineers registered in the corresponding category of this institution, and at least 1 person has presided over the preparation of the environmental impact report of the corresponding category.
At least 1 registered environmental impact assessment engineer in the corresponding category of environmental impact report of special projects within the scope of environmental impact report evaluation;
(six) the construction enterprise has a sound quality assurance system for environmental impact assessment;
(seven) equipped with special instruments and equipment consistent with the scope of evaluation, with the ability of digital processing of documents and drawings, and a relatively perfect file management system.
Scope of contracted projects of qualification institutions for environmental impact assessment of construction projects
(1) Grade A qualification assessment agency
An evaluation institution with Grade A evaluation qualification (hereinafter referred to as "Grade A evaluation institution") may, within the scope of evaluation specified in the qualification certificate, undertake the preparation of the environmental impact report and environmental impact report form of the construction project for examination and approval by the environmental protection administrative departments at all levels.
(2) Grade B qualification assessment institutions
