Article 2 These Measures shall apply to the implementation of comprehensive law enforcement of urban management and its supervision and management activities in the administrative areas of this Municipality.
the term "comprehensive law enforcement of urban management" as mentioned in these measures refers to the behavior of the comprehensive law enforcement department of urban management to perform administrative law enforcement duties such as administrative punishment and administrative coercion in the field of urban management according to laws, regulations and rules. Article 3 The comprehensive law enforcement of urban management shall follow the principles of people-oriented, consistent rights and responsibilities, combining law enforcement with education and guidance, adhere to strict and standardized fair and civilized law enforcement, and improve the scientific, refined and intelligent level of urban management. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over the comprehensive law enforcement of urban management, establish and improve the coordination mechanism of comprehensive law enforcement, and solve major problems in the comprehensive law enforcement of urban management in a timely manner. the departments of urban and rural construction, natural resources and planning, housing security and real estate management, gardens, finance, public security, ecological environment, market supervision and management, water conservancy, etc. shall, according to their respective responsibilities, cooperate to do a good job in the comprehensive law enforcement of urban management. Sixth county (city, district) urban management comprehensive law enforcement departments can be stationed in law enforcement agencies to the township (town) people's government, street offices, responsible for the comprehensive law enforcement of urban management within their respective jurisdictions.

Eighth citizens, legal persons and other organizations can participate in the comprehensive law enforcement of urban management according to law, and advocate the voluntary service of urban management. Chapter ii responsibilities and authorities article 9 the scope of responsibilities of comprehensive law enforcement of urban management:
(1) all administrative punishment rights stipulated by laws, regulations and rules in the field of housing and urban construction;
(2) the right of administrative punishment in environmental protection management, such as social life noise pollution, building construction noise pollution, building construction dust pollution, catering service oil fume pollution, open-air barbecue pollution, urban burning asphalt plastic garbage and other smoke and odor pollution, open-air burning straw leaves and other smoke pollution;
(3) the right of administrative punishment for operating outdoor public places without a license in terms of industrial and commercial management;
(4) the right of administrative punishment in traffic management, such as occupying urban roads and illegally parking vehicles;
(5) the power of administrative punishment in water management, such as dumping wastes and garbage into urban rivers, illegally taking soil, and dismantling illegal buildings in urban rivers;
(6) Food and drug supervision: the right of administrative punishment to operate food sales and food stalls in outdoor public places without a license, and to illegally recycle and sell drugs.
the comprehensive law enforcement department of urban management can implement administrative compulsory measures related to the power of administrative punishment stipulated by laws and regulations within the above scope. Specific administrative penalties and administrative compulsory measures shall be determined according to law and announced to the public.
the power of administrative punishment that needs to be exercised centrally outside the above scope shall be examined and approved in accordance with the regulations. if the relevant administrative departments find illegal acts that should be investigated and dealt with by the comprehensive law enforcement department of urban management according to law in their work, they should continue to perform their corresponding management duties, stop the illegal acts in time, and inform or transfer them to the comprehensive law enforcement department of urban management for handling within three days.
the comprehensive law enforcement department of urban management and the relevant administrative departments shall register the handling of letters or transfers, investigate and handle them in time, and give feedback on the handling results in time. Article 12 The municipal comprehensive law enforcement department of urban management exercises the power of administrative punishment and relevant administrative compulsory measures in the following matters:
(1) The municipal management of the construction market, project quality, safe production, building energy conservation, labor and employment, and the qualifications of enterprises and personnel;
(2) violation of urban and rural planning laws, regulations and rules on urban state-owned land (except existing construction areas);
(3) commercial housing sales and qualification management of real estate development enterprises;
(4) urban water supply, heating, pipeline gas, drainage and sewage treatment;
(5) municipal management of roads, bridges, tunnels, rivers, lighting and ancillary facilities;
(6) to investigate and deal with trans-regional and major and complicated illegal cases.
