Article 4 The people's governments at or above the county level shall lead the safety management of large-scale mass activities within their respective administrative areas, urge public security organs and relevant departments to perform their duties according to law, and coordinate and solve major problems in the safety management of large-scale mass activities. Fifth public security organs of the people's governments at or above the county level shall be responsible for the safety management of large-scale mass activities within their respective administrative areas, and shall guide, supervise and inspect the safety and security work of large-scale mass activities.
The public security organs of the people's governments at or above the county level shall, jointly with the relevant departments of safety supervision, quality supervision, commerce, culture, sports, education, tourism, gardening, construction, transportation, industry and commerce, health, urban management, cultural relics and meteorology, perform their duties of supervision and management of the safety of large-scale mass activities according to law. Article 6 The relevant departments of the people's governments at or above the county level shall be responsible for the safety of large-scale mass activities related to their duties in accordance with the provisions of relevant laws and regulations. Seventh people's governments at or above the county level and their relevant departments should take various forms to publicize the laws, regulations and knowledge about the safety of large-scale mass activities, and enhance the safety awareness and safety awareness of citizens, legal persons and other organizations. Chapter II Safety Responsibility Article 8 The undertaker of large-scale mass activities (hereinafter referred to as the undertaker) shall be responsible for the safety of the activities it undertakes.
The main person in charge of the organizer of large-scale mass activities is the person in charge of safety.
If a large-scale mass activity is undertaken by two or more contractors, the contractors shall sign a safety agreement, clarify their respective safety responsibilities and determine the main safety responsible person. Ninth to encourage the organizer to recruit volunteers to provide voluntary services, hire experts in security, electricity, communications and other security work. Article 10 The undertaker shall perform the following safety responsibilities:
(1) Predicting safety risks, formulating and implementing safety work plans and emergency plans for large-scale mass activities, and carrying out safety publicity and education for large-scale mass activities;
(two) to establish and implement the safety responsibility system, determine the person in charge of safety, and clarify the safety measures and the post responsibilities of the safety officer;
(three) equipped with professional security personnel and other security personnel to meet the needs of large-scale mass activities;
(4) According to the requirements of the public security organ in charge of licensing, it is equipped with necessary safety inspection equipment to conduct safety inspection on people and articles participating in large-scale mass activities. If the organizer refuses to accept the safety inspection, he has the right to refuse to enter;
(five) to organize the implementation of on-site safety inspection, to ensure the safety of temporary facilities and buildings in the activity place, and to eliminate potential safety hazards in time;
(6) distributing or selling tickets according to the number of people accommodated in the approved venues and designated areas;
(seven) the implementation of medical rescue, fire fighting, emergency evacuation and other emergency measures and organize drills;
(eight) timely discourage and stop acts that hinder the safety of large-scale mass activities, and report illegal and criminal acts to the public security organs in a timely manner;
(nine) to provide necessary materials, funds and other guarantees for the safety of large-scale mass activities;
(ten) to accept the guidance, supervision and inspection of the public security organs, the higher authorities and other relevant departments, and eliminate the hidden dangers in time. Eleventh place managers shall perform the following safety duties:
(a) to ensure that the venues and facilities meet the national safety standards and safety regulations, and to provide the contractors with information and certificates related to the safety of venue use, such as the approved capacity of venue personnel and power supply system;

(five) to ensure that the safety facilities of the site meet the safety requirements of large-scale mass activities;
(six) without safety permission, no venue shall be provided for large-scale mass activities.
Temporary facilities and site managers shall organize safety supervision, quality supervision and other relevant departments to pass the inspection; Obviously warning signs shall be set up for the temporarily occupied sites and auxiliary facilities outside the scope of site use.
