First, build an after-school service system.

1. Provide comprehensive after-school custody service. After-school care services are fully implemented in primary and secondary schools in the whole region, and students voluntarily participate, including nursing, guiding the completion of homework, individual counseling and answering questions, and interest groups and community activities for popular science, culture, art, labor, reading and other projects. The custody time should be synchronized with the parents' off-duty time, with an appropriate delay of about 15 minutes. For students with special needs, the school provides delayed service. Rural schools, boarding schools and junior high schools offering evening self-study can determine the term of custody service according to the actual situation.

2. Set up night self-study service for junior high school according to local conditions. On the premise of school autonomy and students' voluntariness, qualified junior high schools can provide evening self-study services for students in Grade 2 and Grade 3 from Monday to Thursday night on the teaching day. Considering the psychological and physiological factors of students, the first grade students will not organize evening self-study for the time being. The evening self-study service in junior high school mainly provides venues and conditions for some students who really need it; At the same time, individual counseling, self-study guidance, academic answering and so on are provided to students in need. The end time of non-boarding junior high school students' evening self-study at school should not be later than 20:30, which can be arranged reasonably by schools according to seasonal characteristics, allowing students to leave early; The arrangement of night self-study in boarding junior high school should fully ensure the students' preparation and sleep time before going to bed.

3. Open school services on weekends regularly. Conditional junior high schools open functional classrooms, libraries, reading rooms, stadiums, school labor practice places and other resources and facilities to the third grade on Saturday morning to provide students with learning places and carry out a variety of cultural, artistic, scientific and technological, reading and other interest groups and community activities. Instead of taking new classes, students can choose to participate according to their own needs.

4. Establish summer and winter hosting services in stages. On the basis of continuing to promote students' social practice of "dream of the sea" in summer vacation, we will provide winter and summer care services for families and students with real needs. Give priority to caring, and provide some games, cultural and sports activities, growth guidance, comprehensive practice, interest expansion and other services to ensure that students can fully enjoy their holiday life.

1. Improve the quality of classroom teaching. All schools strictly implement the balanced curriculum arrangement system, effectively promote the connection between young and old in primary school, continue to promote the "happy morning" related work in Grade One and Grade Two, and teach in strict accordance with the curriculum standards from scratch, so as to teach as much as possible; In junior high school, we should respect the differences in academic conditions, teach students in accordance with their aptitude, promote the teaching in different classes, provide suitable education for each student, and reduce the excessive academic burden of students. Third, establish an operation management mechanism.

1. Strengthen the overall management of operations. Publicize the arrangement of students' homework in an appropriate way to ensure that the total amount of homework does not exceed the standard and the homework structure is more reasonable. Primary school students should basically complete the school's written homework under the guidance of teachers, and junior high school students should at least complete most of the school's written homework.

2. Improve the quality of homework design. To set up a weekly "no homework day", teachers should scientifically arrange students' homework, constantly improve the pertinence and effectiveness of homework, and resolutely overcome the tendency of tactical and mechanical homework. For teachers who actively participate in after-school services, their children are given priority in their schools.

3. Adhere to distribution according to work. Give subsidies to the teaching staff who participate in after-school service. The specific wages shall be implemented in accordance with the relevant standards stipulated by the urban areas.

Fifth, strengthen student safety supervision.

Establish a filing system for after-school service safety management plan, and implement primary and secondary school liability insurance and additional no-fault liability insurance. And the coverage of student safety insurance covers all the time of students at school. It is necessary to clarify rights and obligations by issuing notices, publicizing information, holding parent meetings, signing after-school service agreements and letters of responsibility, etc., so as to protect the right to know of all parties.
