Dazhou City, Sichuan Province, with a total population of 6.5 million, is facing an unprecedented historical opportunity: since last year, energy giants such as Sinopec, PetroChina and Qilu Petrochemical are fulfilling their commitments, investing no less than 654.38 billion yuan during the Eleventh Five-Year Plan period to build a huge natural gas industrial cluster in Dazhou, and related to this, Dazhou City ranks third in the country, with a resource "rich mine" with a prospective reserve of 3.8 trillion cubic meters.
Rich in resources, many of which are the highest in the country. Within the county area of 427 1 km2 in Xuanhan County, more than 75% of natural gas is underground, which is the core of the gas-bearing structural belt in the south (middle) of northeast Sichuan. 46 gas-bearing structures of various types have been proved, with contiguous reservoirs reaching 3,750 square kilometers, and the predicted resource amount is10.5 trillion cubic meters. Puguang gas field is the largest and most abundant marine gas field discovered in the northeast of China. By 2008, it is estimated that the proven reserves will reach 500-550 billion cubic meters, and the annual production capacity will reach 654.38+02 billion cubic meters of purified gas, which is also one of the five gas fields that have been discovered in China before, exceeding 200 billion cubic meters. The thickness of Puguang gas field is more than 400 meters, and the single well output will reach 6.5438+0.28 million cubic meters/day. Its discovery is an important achievement of oil and gas exploration in deep-sea carbonate strata, which greatly expands the domestic oil and gas exploration field. It is predicted that the geological reserves of natural gas will further increase after the comprehensive exploration of Puguang gas field and its surrounding traps in 2008. The daily output of a single well in Wentieshanpo gas field in Wanyuan City is15.5 million cubic meters, which is the highest in China.
The main battlefield of natural gas development in China during the 11th Five-Year Plan period. The city's convenient traffic conditions, abundant natural energy and relaxed investment environment have triggered a wave of domestic and foreign merchants to visit, invest and develop. Last year alone, around the development of resources, the cultivation of advantageous industries, the development of tourism and the construction of regional central cities, the city organized delegations to participate in major economic and trade activities such as the West Expo, the Zhuhai Expo and the Xiamen Expo, and successfully held a symposium on the construction of natural gas energy and chemical base in western China (Dazhou, Sichuan), attracting 175 domestic and foreign enterprises including 10 Fortune 500 enterprises. Successfully introduced fortune 500 companies such as Sinopec, PetroChina, Hong Kong Jiuyuan, China Railway Second Bureau, Gome, KFC, Beijing Shunxin Agriculture, and domestic listed companies and well-known enterprises to settle in Dazhou, with the capital in place reaching 6.802 billion yuan, up 49.8% year-on-year, which is the best level in history. Dazhou City, Sichuan Province, which is rich in resources, will become the main battlefield for natural gas exploration, development and investment in China during the 11th Five-Year Plan period.
Domestic and foreign energy giants have rushed to land on the beach. Because of natural gas, Dazhou has become a hot spot for investment and development by major energy groups, and the strategic centers of natural gas development of PetroChina and Sinopec have quickly moved to Dazhou, Sichuan. Among the 1 12 gas fields discovered by PetroChina and Sinopec in Sichuan and Chongqing, Dazhou accounts for 78. China Petrochemical plans to achieve a commodity gas volume of more than 4 billion cubic meters per year in 2008 and 8 billion cubic meters per year in 20 10, and build a natural gas pipeline from northeast Sichuan to Shanghai, with a production capacity of 6 billion cubic meters in 2008, making it an important natural gas production base of China Petrochemical. PetroChina, which has been engaged in natural gas exploration and development in Dazhou for more than 20 years, plans to invest about 40 billion yuan in natural gas development in Dazhou during the Eleventh Five-Year Plan period. At present, the first batch of key start-up projects of natural gas energy chemical industry have been determined, including 450,000 tons of synthetic ammonia and 800,000 tons of urea, 6,543,800 tons of methanol to dimethyl ether, 2× 350,000 kilowatts of natural gas power generation and 200,000 tons of liquefied gas. Sinopec Puguang Purification Plant, Xuanhan Luojiazhai Natural Gas Purification Plant and Tam Purification Plant, the first long-term marine gas engine test base in, have an annual output of 4.5 million tons of sulfur, accounting for the total national output. At present, all three natural gas purification plants have started construction. The energy development strategies of Sinopec and PetroChina in Dazhou are the same. Energy giants including Total, one of the top ten oil companies in the world, are interested in or finally decide to settle in China's natural gas energy industry "the roof of the world". At present, Total has a dimethyl ether project with an investment of about 500 million US dollars and an annual output of 65.438 million tons, and is entrusting the Eighth Research Institute of Chemical Industry (formerly Chengda Chemical Research Institute) to conduct a feasibility study. If it goes well, it will become the largest and most advanced dimethyl ether production base in the world.
Dazhou Natural Gas Energy Chemical Industry Zone is located at the junction of Nanwai Town, Heshi Town and Binglang Township in Daxian County, with a planned area of 30 square kilometers and 6 kilometers away from the main city. At present, the preliminary work of geological prospecting, surveying and mapping, planning and environmental assessment in the industrial zone has all ended, infrastructure and public works have started in an all-round way, and industrial projects have been settled in one after another. Four projects have settled in the industrial zone: Qilu Petrochemical's 300,000-ton synthetic ammonia/480,000-ton urea project, Huixin energy and natural gas comprehensive utilization project, Hong Kong Jiuyuan's 400,000-ton synthetic ammonia/450,000-ton urea project and Qilu Petrochemical's 30 million woven bag production line project. The preliminary work is underway, and there are four projects that are expected to start this year: Sinopec's 600,000-ton olefin project; Qilu Petrochemical 600,000 tons caustic soda project; Sichuan Investment Bashu Power 4x350,000 kW Natural Gas Power Generation Project (Phase I 2x350,000 kW); Dazhou iron and steel group 200,000 tons dimethyl ether project.
China Petrochemical Xuanhan Puguang Natural Gas Field Puguang Gas Field is located in Xuanhan County, Sichuan Province. By 2008, it is estimated that the proven reserves will reach 500-550 billion cubic meters, and the annual production capacity will reach 654.38+0.2 billion cubic meters of purified gas. It is by far the largest offshore integrated gas field with the highest output in China, and has been listed as a key construction project in the 11th Five-Year Plan by the National Development and Reform Commission. Puguang gas field development and construction projects mainly include natural gas development projects with an annual output of 654.38+05 billion cubic meters of mixed gas, natural gas purification plants with an annual processing capacity of 654.38+06 billion cubic meters, Sichuan gas trunk line projects and related supporting facilities. The development and construction of Puguang gas field has been highly valued by national leaders. In July 2006, Vice Premier the State Council personally listened to the report on the development and construction of Puguang gas field. China People's Political Consultative Conference, National Development and Reform Commission, Ministry of Science and Technology, State Environmental Protection Administration and other relevant leaders visited the website many times. The discovery of Puguang gas field is not only of great significance to the development strategy of petrochemical resources in China, but also will play a positive role in alleviating the shortage of oil and gas resources in China. At the same time, it is also a major breakthrough in the theory and practice of marine exploration in China, expanding the field of natural gas exploration in China.
Dazhou Huixin Energy Co., Ltd., a comprehensive utilization project of new energy and natural gas, is a high-tech enterprise integrating energy development and chemical production. The comprehensive utilization project of natural gas built by the company is the first project to settle in Dazhou Natural Gas Energy and Chemical Industry Zone. It covers an area of 147 mu with a total investment of 350 million yuan. Since it settled in June 5438+February, 2005, it has completed investment of1.135 million yuan, including land acquisition and infrastructure investment of more than 25 million yuan, investment of 82.45 million yuan in equipment orders, estimated annual output value of 530 million yuan, profit of 90.72 million yuan, tax revenue of 44.64 million yuan, and investment payback period of 604 years. Every year, 80,000 tons of liquid hydrocarbon, 40,000 tons of solid carbon dioxide, 40,000 tons of liquid ethane, 6,435 tons of heavy hydrocarbon and 5,280 tons of isopentane foaming agent will be produced from 300 million cubic meters of natural gas supplied by PetroChina Northeast Sichuan Gas Mine, so as to comprehensively realize the comprehensive utilization of natural gas resources.
Dazhu Jiuyuan Chemical's annual output of 400,000 tons of synthetic ammonia project. Dazhou Dazhu Jiuyuan Chemical Co., Ltd. invested by Hong Kong Jiuyuan Development Co., Ltd. has an annual output of 400,000 tons of synthetic ammonia and 450,000 tons of urea, with a total investment of 837 million yuan. Construction started in June 2006 and will be completed and put into operation in May 2008. This project is to import second-hand equipment for synthetic ammonia and urea from the United States, as well as supporting water supply and drainage, power distribution, heating system, instrument air compressor station, wastewater treatment, general layout transportation, environmental protection, safety and health and fire fighting facilities. After the completion of the project, the average annual sales income can reach1013 million yuan, the profit and tax is 60 million yuan, the after-tax profit is 20 million yuan, the financial internal rate of return (after-tax) of the total investment is 42.55%, and the investment payback period is 3.8 years (including the construction period 1.5 years).
Dazhou Chemical Fertilizer Project of Qilu Branch of China Petrochemical Co., Ltd. is a Dazhou Chemical Fertilizer Project invested by Qilu Branch of China Petrochemical Co., Ltd., which is located in Dazhou Natural Gas Energy Chemical Industry Zone and covers an area of 3 1 1 mu. This project is the key project of development strategy transfer of Qilu Branch of China Petrochemical Company. This project makes full use of the original main equipment of the Second Chemical Fertilizer Plant of Qilu Branch Company, relocating as a whole, and building new urea prilling tower, storage and transportation system, main control room, and supporting public works such as circulating water, fire water, power distribution, underground pipe network, external pipe gallery, torch, etc. This project is the largest natural gas processing and value-added project in Dazhou at present. Every year, 465.438 billion cubic meters of natural gas supplied by Sinopec Puguang Gas Field is used to produce 300,000 tons of synthetic ammonia and 480,000 tons of urea, with an average annual sales income of 768 million yuan and a total profit and tax of 654.38 billion yuan, including sales value-added tax and surcharges of 34 million yuan, and the payback period of investment is 749 years.
Other projects: China Petrochemical Puguang Natural Gas Desulfurization and Purification Plant is located in Puguang Town, Xuanhan County, where Puguang gas field is the largest offshore comprehensive gas field discovered so far in China. It is a key project of Sinopec Zhongyuan Oilfield and one of the national large-scale energy construction projects. After the purification plant is completed, it will become the largest natural gas desulfurization and purification plant in the world. Luojiazhai Natural Gas Desulfurization Plant is located in Longwen Village, Nanba Town, Xuanhan County. It is a key construction project of China Petroleum and Sichuan Province, and also an important project of West-to-East Gas Transmission in China. Guodian Dazhou (Wanyuan) Power Plant is a new power generation enterprise invested and built by China Guodian Corporation. The project broke ground on June 8, 2005, with a total investment of 2.6 billion yuan. The expressway in Dazhou Natural Gas and Energy Chemical Industry Zone is one of the important infrastructures, and it is also the main corridor of important transportation trunk lines and supporting infrastructures such as water supply, power supply, gas supply and communication. Jinlong Avenue in Dazhou Natural Gas Energy Chemical Industry Zone is one of the important traffic corridors in the north-south direction of the industrial zone, with a total length of 7.787km, which is the longitudinal trunk line of the first phase of the industrial zone.
Bright prospect: resource saving and environment friendly.
Industrial driving and structural adjustment are the source of scientific development. With the discovery of huge natural gas reserves, Dazhou's resource advantages are becoming more and more obvious. Relying on the economic radiation effect and agglomeration effect brought by natural gas development, the spatial layout, transportation network and public facilities planning of Dazhou will also be adjusted accordingly, so that natural gas development and urban construction can promote each other. Focusing on the gas industry, the city makes overall consideration of the project layout, strengthens the supporting development of information, finance, services and other industries, speeds up the construction of agricultural and sideline products bases, logistics centers and cultural facilities, carefully studies the development direction of world-leading natural gas and related industries, and studies new industries on the basis of the original industrial level to promote the long-term development of Dazhou.

In order to make every effort to build "China Gas Capital", Dazhou has put forward a clear goal: by 20 10, the built-up area of industrial zone will reach 10 square kilometer, the energy and chemical industry will take shape and be competitive, the output value will reach more than 10 billion yuan, and the tax profit will reach more than10.5 billion yuan; By 2020, the built-up area will reach 30 square kilometers, and the dominant position of "fist products, key enterprises and pillar industries", "capital, technology and talents" and "growth speed, economic benefits and development potential" will be established nationwide, with an output value exceeding 30 billion yuan and profits and taxes exceeding 5 billion yuan, making the industrial zone an important part of the natural gas energy and chemical base in western China.
