In case of any of the following acts, the administrative department of city appearance and environmental sanitation of the people's government of the city or the unit entrusted by it may, in addition to ordering it to correct the illegal act and take remedial measures, impose a warning and a fine:

(1) spitting, urinating, littering with wastes such as peels, scraps of paper and cigarette butts;

(2) scribbling or depicting on urban buildings, facilities and trees, or putting up or posting publicity materials without approval;

(3) stacking or hanging articles that hinder the appearance of the city on the balconies and windows of buildings facing the street specified by the city people's government;

(4) Failing to dump garbage and excrement at the prescribed time, place and manner;

(5) failing to perform the obligation of cleaning in the health responsibility area or failing to remove and treat garbage and feces according to regulations;

(6) failing to seal, wrap or cover the transported liquid or bulk goods, resulting in leakage or spillage;

(7) Failing to set up guardrails or shelter the frontage site, failing to timely arrange and cover the shutdown site, or failing to timely clean and level the site after completion, thus affecting the city appearance and environmental sanitation.

Article 16 of the Measures for the Administration of Urban Domestic Waste

Units and individuals shall, in accordance with the requirements of the specified place and time, put domestic waste into the designated garbage container or collection place. Waste furniture and other large pieces of garbage should be placed in the designated collection place according to the specified time. In areas where classified collection of urban domestic garbage is carried out, units and individuals shall, in accordance with the prescribed classification requirements, put domestic garbage into corresponding garbage bags and put them into designated garbage containers or collection places. Hotels, restaurants, institutions, colleges and other units shall separately collect and store the kitchen waste generated by their own units in accordance with the provisions, and deliver it to the urban domestic waste collection and transportation enterprises that meet the requirements of these Measures and transport it to the specified urban domestic waste disposal sites.
