According to the current special situation of epidemic prevention and control in COVID-19, in order to strengthen epidemic prevention and control, prevent viruses from being transmitted from goods to cars, and effectively protect public life safety and health, according to the Emergency Response Law, Infectious Disease Prevention Law, Food Safety Law and other legal provisions and the requirements of provincial and municipal epidemic prevention and control headquarters documents, The relevant requirements are hereby notified as follows:
1. From now on, Cold storage, food production enterprises, supermarkets, etc. where imported frozen fish and its processed food, frozen shrimp and its processed food, frozen pork and its processed food, frozen beef and its processed food, frozen mutton and its processed food, frozen chicken and duck meat and its processed food are purchased from outside Zhucheng through port import, wholesale, logistics distribution, parcel delivery and long-distance bus delivery. Operators and restaurants in the farmer's market must report to the market supervision and management department 24 hours before the imported cold-chain food arrives in our city. For reporting, it is necessary to provide the Certificate of Inspection and Quarantine of Entry Goods, the List of Goods and the Certificate of Disinfection Record of Imported Cold-chain Food at Port, and at the same time submit the name of the producer and operator of cold-chain food, the name, specification, quantity, production date or batch number of the food, the name, address and contact information of the supplier.
2. Imported cold-chain foods that cannot provide "three cold-chain certificates" must be sent to special warehouses for the supervision of imported cold-chain foods in Weifang, Rizhao and Qingdao for nucleic acid detection and comprehensive preventive disinfection. After disinfection, the special supervision warehouse will issue the certificate of centralized supervision warehouse for this batch of imported cold chain food, together with the certificate of inspection and quarantine of entry goods and the list of goods, to the market supervision administration for filing.
3. Units and individuals who have completed the filing of imported cold-chain food must timely and accurately enter the purchase, sale and use of imported cold-chain food into the "Shandong Cold-chain Food Epidemic Prevention and Control Management System". In supermarkets and farmers' markets, sales of imported cold-chain foods must be carried out at counters, and they shall not be mixed with other foods. Consumers register their real names or scan the code to pay for sales, ensuring the traceability of the whole process.
iv. under any of the following circumstances, the market supervision department shall first order the units or individuals that purchase imported cold-chain foods to suspend business for rectification, and then deal with them according to laws and regulations according to the illegal situation. If the case constitutes a crime, the public security organ shall investigate the criminal responsibility according to law.
1. The unit or individual that purchased the imported cold chain food failed to report to the market supervision and management department 24 hours in advance;
2. The units or individuals that manage and use imported cold chain foods have not entered the purchase, sale and use of products into the "Shandong Cold Chain Food Epidemic Prevention and Control Management System";
3. Failing to provide "three cold chain certificates", operating and using imported cold chain food in our city;
4. Failing to provide "three certificates of cold chain" and not putting imported cold chain food into the centralized supervision warehouse for disinfection;
5. Failing to obtain the Business License of the distributor of imported cold-chain food, the Inspection and Quarantine Certificate for Imported Cold-chain Food, the List of Goods, the Disinfection Record Certificate for Imported Cold-chain Food at the Port, or the Certificate for Leaving the Warehouse for Centralized Supervision;
6. Operators in supermarkets and farmers' markets sell imported cold-chain foods without special counters, and mix them with other foods;
7. Operators in supermarkets and farmers' markets sell imported cold-chain foods without asking consumers to register their real names or scan the code to pay for the sales;
8. Failing to implement the cold chain food epidemic prevention and control measures in the whole province.
