Legal analysis: Three inspections refer to self-inspection, mutual inspection and special inspection. Article 21 The principal responsible person of a production and business operation entity shall bear the following responsibilities for the safety production of the entity:

(a) to establish and implement the responsibility system for safety production of all employees of the unit and strengthen the standardization of safety production;

(two) to organize the formulation and implementation of the safety production rules and regulations and operating procedures of the unit;

(three) to organize the formulation and implementation of the unit's safety production education and training plan;

(four) to ensure the effective implementation of the unit's investment in production safety;

(five) to organize the establishment and implementation of the double prevention mechanism of safety risk classification control and hidden danger investigation and management, supervise and inspect the safety production work of the unit, and eliminate the hidden dangers of production safety accidents in time;

(six) to organize the formulation and implementation of the emergency rescue plan for production safety accidents in this unit;

(seven) timely and truthfully report the production safety accidents.

Twenty-second production and business units of the safety production responsibility system should be clear about the responsible personnel, scope of responsibility and assessment criteria.

Production and business units shall establish corresponding mechanisms, strengthen the supervision and assessment of the implementation of the responsibility system for safe production of all employees, and ensure the implementation of the responsibility system for safe production of all employees.
