2. Small restaurants with fixed business premises, use area less than 51 square meters, small business scale and simple operating conditions, engaged in catering services.

3. Small groceries have a fixed business place, the use area is less than 51 square meters, and the business scale is small, mainly selling prepackaged foods, small grocery stores, canteens, convenience stores and other small grocery stores.
