1. the nature of land: the sales department and the immigration office of dahekan town government said that the commercial housing with state-owned construction land included publicity materials, but they did not see the state-owned land certificate. I have consulted Nanzheng County and Hanzhong City Land and Resources Bureau for many times, but I only said that the state-owned land is still under study. At the beginning of this year, I saw that the land allocated by Nanzheng County Land and Resources Bureau was publicized in advance, and the land nature of Lijiang South Road Resettlement Area and Golden Jiayuan Resettlement Area was all affordable housing land. One said that commercial housing, land and resources bureau approved the allocation of land affordable housing. Including the reminder letter from the Land and Resources Bureau to the Dahekan Town Government, it also clarified the same land nature. There is the problem of affordable housing posing as commercial housing. Serious cheating. There is also cheating. Illegal acts of changing the nature of land without authorization.

second, the price issue: the contract and the house selection notice specify the benchmark price of 1781, and the subsidy is 71,111. Then the unit price is 2481. However, the recent relocation agreement of the resettlement area of the new city in Dahekan clearly defines the multi-storey cost price of 1271. According to the price difference of multi-storey and high-rise buildings, it is basically around 311, that is, the unit price of high-rise buildings is around 1571. It can't be a commercial housing property certificate. Moreover, now the town government does not go through the formalities of land supply according to the county government's decision, and it is necessary to engage in commercial housing. How can it be changed if the land is approved? The nature of the land determines the nature of the house. If you don't go through the formalities, there will be no formalities. What about the property right certificate?

fourth, the town government built it by itself, with blank procedures and illegal construction, and it was only unfinished seriously. The town government did not establish a project with the Development and Reform Bureau during the construction process, and the Housing and Construction Bureau approved it. The land town government approved by the Bureau of Land and Resources refused to recognize it, and repeated reminders failed, only to retreat and remove illegal buildings. The Housing and Construction Bureau thinks it is a "black household". If we don't go through the land supply formalities quickly, the Development and Reform Bureau will set up a project and the Housing and Construction Bureau will only submit it for approval. We buyers have nothing to lose. The situation is terrible.

Fifth, the county and town immigration offices and the town government seriously failed to act according to law. The project is state-owned land. The real estate law stipulates that there are two types of state-owned land transfer and allocation. Commercial housing points out that land is allowed, and the allocated land is only affordable housing. The immigrant town government regards state-owned land as a kind of commercial housing as long as it is state-owned land, and the price of affordable housing is completely different from that of commercial housing, confusing people to defraud money. There is also the relocation policy for immigrants, which is mainly aimed at rural land. State-owned land houses can only be combined with affordable housing. This is the most basic meaning of the "Implementation Measures for Resettlement in Southern Shaanxi (Provisional)".

VI. Pricing and Audit of Price Bureau. The immigration office replied that it was looking for a third party to audit the affairs. This runs counter to the audit control cost stipulated in the Implementation Measures for Resettlement in Southern Shaanxi (Provisional). Cheat and cheat money. According to the Measures for the Administration of Affordable Housing, the Price Bureau needs to price affordable housing, so as to control the cost. The town government and relevant departments do not implement it.

Looking for land, housing and construction, as well as the audit price bureau, including the commission for discipline inspection and supervision, all shirked their responsibilities and pushed them to the immigration office. The immigration office misinterpreted the policy and directed it in disorder, and everyone wore a pair of pants.

9. The Bureau for Letters and Calls and the Supervision Department of the Commission for Discipline Inspection failed to take responsibility according to the regulations, either ignored it or passed the buck. Based on the above problems, I think the county government should solve the housing problem of ordinary people in accordance with the fundamental purpose of the resettlement policy, rather than either making money or passing the buck.
