Legal basis: Article 2 of the Administrative Licensing Law of People's Republic of China (PRC) The term "administrative licensing" as mentioned in this Law refers to the act that an administrative organ authorizes a citizen, a legal person or any other organization to engage in a specific activity upon application and legal examination. Article 8 The administrative license obtained by citizens, legal persons or other organizations according to law shall be protected by law, and the administrative organ shall not change the administrative license that has come into effect without authorization. Article 9 An administrative license obtained according to law may not be transferred, except those that can be transferred according to legal conditions and procedures as stipulated by laws and regulations.
