Regulations of Hebei Province on Patriotic Health
Chapter I General Provisions Article 1 In order to strengthen patriotic health work, improve urban and rural health conditions, improve people's health level and promote economic development and social progress, these Regulations are formulated in accordance with the provisions of relevant state laws and regulations and in light of the actual situation of this province. Article 2 Patriotic health work as mentioned in these Regulations refers to social health activities that mobilize the whole people to participate, eliminate health hazards, improve the environment and quality of life, improve people's health quality and ensure people's health. Article 3 People's governments at all levels shall strengthen their leadership over patriotic health work, create necessary conditions for carrying out patriotic health work, incorporate patriotic health work into the national economic and social development plan, and implement the target management responsibility system. Article 4 The basic principles of patriotic health work are government organization, local responsibility, departmental cooperation, hands-on work by the whole people, scientific governance, social supervision and classified guidance. Fifth this province implements the following patriotic health system:

Weekend health activity system;

(two) the implementation of the patriotic health month system, April every year for the patriotic health month;

(three) urban units to implement the responsibility system for sanitation, greening, order and indoor hygiene standards;

(4) The prescribed smoking ban system in public places;

(five) the national patriotic health compulsory labor system;

(six) other patriotic health system stipulated by the provincial people's government. Article 6 Citizens shall receive patriotic health education and participate in patriotic health activities. Seventh units and individuals within the administrative region of this province shall abide by these regulations. Chapter II Duties Article 8 Under the leadership of the people's government at the same level, patriotic health campaign committee at or above the county level (hereinafter referred to as Aiweihui) is responsible for patriotic health work within its administrative area. Its duties are:

(a) publicity, implementation and enforcement of relevant laws, regulations and rules;

(two) unified planning, deployment, coordination and guidance of patriotic health work within their respective administrative areas;

(3) Organizing and implementing the supervision, inspection, appraisal and effect evaluation of patriotic health work;

(4) Mobilize the whole society to participate in patriotic health activities, guide the creation of sanitary cities, sanitary counties and sanitary villages and towns, guide rural areas to improve water and toilets, organize and carry out national health education, eliminate vectors and pests, and control smoking;

(5) Organizing patriotic health work exchanges and scientific research;

(six) to undertake other patriotic health work assigned by the people's government at the same level.

Aiweihui at or above the county level is composed of health, urban construction, environmental protection, industry and commerce, public security, tourism, transportation, education, culture, press and publication, advertising and television and other relevant departments and units of the people's government at the same level, and the division of responsibilities is implemented. The member departments of the Aiwei Association shall, in accordance with their respective responsibilities, do a good job in patriotic health work. Ninth Aiweihui office at or above the county level is the office of Aiweihui at the same level, responsible for the daily work of Aiweihui. Article 10 People's governments at the township level, sub-district offices, state organs, social organizations, enterprises, institutions and other organizations shall establish patriotic health organizations or designate full-time (part-time) personnel to be responsible for the daily patriotic health work in their respective jurisdictions and units. Chapter III Management Article 11 People's governments at all levels shall, in accordance with the standards stipulated by the state and the province, organize activities to create sanitary cities, sanitary counties and sanitary villages and towns, improve health infrastructure, implement various health management systems, and improve the health level of urban and rural areas. Article 12 State organs, social organizations, enterprises, institutions and other organizations shall establish and improve the health management system, improve the relevant health facilities, implement the responsibility system of front door sanitation, front door greening, front door order and front door standards, and carry out regular patriotic health activities.

Residents (villages) should keep their houses and courtyards clean and tidy. Article 13 Any unit or individual shall take good care of public health facilities and maintain public health, and shall not dump garbage, sewage and feces in non-designated places, and shall not spit, urinate, scribble, throw cigarette butts, scraps of paper, skins (cores), disposable tableware, plastics and other wastes that cause white pollution in public places and tourist areas.

The relevant departments shall timely remove garbage and feces, and gradually realize the harmless treatment and comprehensive utilization of garbage and feces. Article 14 The discharge of waste water, waste residue and waste gas by any unit shall conform to the discharge standards set by the state.

Units that produce toxic and hazardous wastes shall treat the wastes harmlessly, and shall not mix toxic and hazardous wastes into domestic garbage. Fifteenth poultry and livestock such as chickens, ducks, geese, rabbits, sheep and pigs are prohibited in urban areas, and large dogs and strong dogs are prohibited in urban areas and counties. Due to special circumstances such as scientific research and teaching, it must be approved by the relevant administrative departments of the local people's government. Sixteenth hotels, guest houses, hotels and guest houses should change tableware for each guest and strictly disinfect it; Permanent customers' appliances should be replaced and disinfected regularly. Unless otherwise stipulated by the state, such provisions shall prevail.

Dining utensils in restaurants and food stalls should be strictly disinfected. Seventeenth public baths, swimming pools, water quality should meet the national health standards, regular disinfection and replacement. It is forbidden for patients with water-borne diseases to bathe and swim in the swimming pool.

Customers' utensils in public bathhouses should be strictly replaced and disinfected.
