How to write an EIA report 2 I. Origin of the project:
With the deepening of China's real estate system reform and the gradual introduction of various corresponding supporting policies, the real estate has started not only to solve the housing difficulties and simply increase the housing area, but also to develop in the direction of high quality, multi-function, boutique and brand.
In order to speed up the modernization process of Sheling Sub-district Office in Shuangyang District, Changchun City, improve the level of urbanization, improve the urban living environment, enhance the urban quality and promote the effective use of land.
Changchun Xindu Urban Construction and Development Co., Ltd. plans to invest 620.76 million yuan in the area of Sheling Sub-district Office in Shuangyang District, Changchun City, and build this project in the open space in the east, planning 13th Street in the west, planning 16th Road in the south and Shexin North Line in the north. The total area of this project is 97555.00m2, and the building area is148,274 m2.
According to the State Council No.253 Regulations on Environmental Protection Management of Construction Projects, entrusted by Changchun Xindu Urban Construction and Development Co., Ltd., Jilin Longqiao Radiation Environmental Engineering Co., Ltd. undertook the environmental impact assessment of this construction project in May 20XX.
On the basis of on-the-spot investigation and collection of relevant information, the EIA technicians of our unit compiled Guo Xin of Changchun Xindu Urban Construction and Development Co., Ltd. according to the relevant national policies, laws and regulations and the requirements of Changchun Environmental Protection Bureau. Environmental impact report of Yuquan Mountain Area B construction project.
In the process of compilation, we received close cooperation from Changchun Environmental Protection Bureau and the construction unit. Thank you very much!
Second, the general situation of construction projects:
1, project name, construction nature and location
Project name: Guo Xin Xindu Urban Construction and Development Co., Ltd.? Yuquanshan b plot construction project
Architectural nature: new building
Construction unit: Changchun Xindu Urban Construction and Development Co., Ltd.
Construction site: within the scope of Sheling Sub-district Office, Shuangyang District, Changchun City, east of the open space, west of Planning 15th Street, south of Planning 16th Road and north of Shexin North Line plot. See figure 1 for the geographical location of the construction project.
2. Total investment and sources of funds
Investment estimation: According to the construction area, structure, construction standards and related charging requirements determined in the project design scheme, it is estimated that the total investment of the project is 620.76 million yuan.
Financing: All self-financing.
3, the construction content and scale
The project covers a total area of 97555m2, with a total construction area of148,274 m3, including residential construction area of 100926.4m2, public construction area of 6347.6m2 and underground construction area of 4 1000m2, mainly including residential buildings, commercial buildings, underground equipment rooms, underground garages, property houses and so on.
See table 1 for the main technical and economic indicators of this project, and table 2 for the single building.
4. Analysis of industrial policy compliance and site selection rationality
Formulating and implementing the Guiding Catalogue of Industrial Structure Adjustment of National Development and Reform Commission (20 1 1, revised in 20XX) is an important measure to achieve the objectives of the Twelfth Five-Year Plan, which is of great significance for fully implementing Scientific Outlook on Development, strengthening and improving macro-control, further changing the mode of economic growth, promoting the adjustment, optimization and upgrading of industrial structure, and maintaining the steady and rapid development of the national economy.
The Twelfth Five-Year Plan period is an important period for China to build a well-off society in an all-round way. Energy, transportation, water conservancy, electricity, urban infrastructure and real estate are still the focus of China's economic development.
This project is the construction and management of affordable housing. According to the classification of the National Development and Reform Commission's Guidance Catalogue for Industrial Structure Adjustment (20 1 1, revised in 20XX), it belongs to the 37th item of the first encouraged project, and its construction conforms to the national industrial policy.
The municipal facilities where the project is located are relatively perfect, and the infrastructure such as water supply and drainage, electricity, gas, communication and central heating has been completed, and the regional environmental quality is good. The site is adjacent to urban traffic roads, and the surrounding traffic is very developed, which provides convenience for project construction, raw material transportation and travel.
To sum up, considering the regional environmental function zoning, traffic conditions and other aspects, the site selection conforms to the overall planning of Changchun City and Shuangyang District, the nature of the project construction conforms to the positioning of the land use function by the government planning department, and the site selection is reasonable.
Three. General situation of surrounding environment of construction project
This project is located in the area of Sheling Sub-district Office, Shuangyang District, Changchun City, east to the open space, west to Planning 15th Street, south to Planning 16th Road, and north to Shexinbei Line plot. The north side of the proposed residential area is the luxury New North Line, and the road is Changchun Institute of Architecture.
The west side is planned as C 15 Street, which is separated from the Happy New Town Community and 300 meters away from Changchun Tourism College. On the south side is the planned road C 16, separated by Lan Valley; The east side is the construction site of the fiscal and taxation community, and the southeast side is the fiscal and taxation community.
1, the environmental status of the area where the construction project is located.
1) Ambient air function zoning
According to the Functional Zoning of Environmental Air Quality in Changchun City, the area where the proposed project is located is the secondary area of environmental air quality.
2) surface water environmental function zoning
The water body included in this project is Sheling River. Because the Sheling River is not planned in the Functional Zoning of Surface Water in Jilin Province (DB22/388-2004), it will eventually flow into Shuangyang River, and the dam site of Shuangyang Reservoir-estuary of Shuangyang River belongs to Class III water body, so the surface water of this project is classified as Class III water body.
3) Functional zoning of environmental noise
According to the noise function zoning of Shuangyang District, the project area is 1 functional area.
2. Scope of environmental impact assessment
1) Ambient air
According to HJ 2.2-2008 Technical Guidelines for Environmental Impact Assessment, the assessment level of ambient air is mainly determined by factors such as the maximum ground concentration of air pollutants in the project.
The heating of this project is centralized heating, which does not produce coal-fired flue gas pollutants. Therefore, only the present situation of ambient air is evaluated. The evaluation scope of ambient air quality status is a circular area with a diameter of 5km centered on this project.
2) Surface water
The domestic sewage discharge of this project is 296.45m3/d, and the water pollutants are relatively simple. Through the municipal sewage pipe, it enters Changchun Shexin Sewage Treatment Plant for treatment. The sewage receiver is Sheling River and finally flows into Yongchun River. The assessment section of Yongchun River in this project is Class III water body. According to the regulations of HJ/T2. 1- 1993, the assessment level of surface water is Class III.
The evaluation range is from 0.5km upstream of the outlet of Sheling Sewage Treatment Plant in Changchun to the estuary of Shuangyang River, with a length of about 5km, and from 2km upstream to 5km downstream of the intersection of Shuangyang River and Sheling River, with a length of about 7km and a total length of about 12km. .
3) Noise
The area where this project is located belongs to the 1 class in the Standard for Sound Environmental Quality (GB3096-2008). According to the Technical Guideline for Environmental Impact Assessment (HJ 2.4-2009), the acoustic environment functional zones where the construction project is located are 1 and Class 2 in GB 3096-2008, which belong to Class II. Therefore, the acoustic environment assessment level of this project should be Grade II.
According to the requirements of Technical Guideline for Environmental Impact Assessment Acoustic Environment (HJ 2.4-2009), the scope of this assessment is 200m at the boundary of the construction project.
