The municipal level is responsible for coordinating the referral of all kinds of critically ill patients, and the county level promotes the establishment of a docking mechanism between the community and relevant medical institutions to provide medical convenience for elderly people living alone, minors, pregnant women, disabled people and patients with chronic diseases.
