Chapter I General Provisions Article 1 In order to strengthen the management of urban drainage facilities, ensure that drainage facilities are in good condition, give full play to their benefits, promote economic development and meet the needs of people's lives, these provisions are formulated in accordance with the relevant provisions of the state and combined with the actual situation of this Municipality. Article 2 The urban drainage facilities mentioned in these Provisions refer to the public drainage system for discharging and treating sewage and rainwater managed by the drainage management department within the administrative area of this Municipality, including drainage pipelines, drainage pumping stations, sewage rivers, drainage rivers and drainage ancillary facilities such as culverts, open channels, sewage treatment plants, inspection wells, rainwater wells and ventilation wells. Article 3 Tianjin Municipal Engineering Bureau is the administrative department in charge of urban drainage facilities in this Municipality.

Urban drainage facilities are managed by Tianjin Drainage Management Office and district and county drainage management departments (collectively referred to as drainage management departments) in accordance with the determined division of labor. Article 4 Buildings owned by units and individuals (including septic tanks and inspection wells) shall be maintained and managed by property owners. Fifth units and individuals that discharge water and rainwater into urban drainage facilities or engage in related activities in urban drainage facilities protection areas must abide by these provisions. Chapter II Planning and Construction of Drainage Facilities Article 6 The construction and development of urban drainage facilities shall be incorporated into the overall urban planning and the national economic and social development plan.

The professional planning of urban drainage facilities shall be compiled by the Municipal Engineering Bureau in conjunction with the Municipal Planning and Design Administration in accordance with relevant state regulations and standards.

The municipal drainage management office reviews the design of urban drainage engineering according to the professional planning of drainage facilities. Seventh in the development of new urban areas or the transformation of old urban areas, urban drainage facilities must be built in accordance with the outdoor drainage design specifications, and the required project investment should be included in the total budget of construction projects. Eighth new and expanded construction projects must be in accordance with the requirements of urban drainage planning at the same time to build drainage facilities, and put into use at the same time with the main project.

Drainage management department should participate in the completion acceptance according to the management division of labor. Article 9 The design and construction of drainage projects shall be undertaken by units with the qualification of design and construction of drainage projects, and strictly abide by the relevant national and municipal design codes, regulations and construction standards. Tenth urban drainage users need to increase the displacement due to new construction, expansion or reconstruction projects, and shall pay the capacity increase fee for the construction and development of urban drainage facilities. The charging standard of capacity increase fee is proposed by the Municipal Engineering Bureau, audited by the Municipal Price Bureau, and implemented after being approved by the Municipal People's Government. Chapter III Management of Drainage Facilities Article 11 The following acts that damage drainage facilities are prohibited:

(a) the occupation of drainage facilities to build houses, sheds and stacked items;

(two) damage, drilling, moving, blocking the drainage facilities;

(three) unauthorized access to drainage manhole covers, wells and other facilities;

(four) dumping sewage, feces, garbage or setting obstacles into drainage channels and open channels;

(five) signs such as taking soil, planting trees and poles within the coverage of drainage pipelines;

(six) connecting branches or throwing sewage in drainage pipes, inspection wells and rainwater wells without authorization;

(7) Dumping snow into inspection wells and rainwater wells with garbage, or dumping snow into non-designated inspection wells and rainwater wells;

(eight) other acts that damage urban drainage facilities. Article 12 When laying other pipes in the area where drainage pipes are laid, the drainage management department shall be informed in advance, and the construction shall be carried out in accordance with the national Code for Design of Outdoor Drainage or the agreed method. When the original drainage facilities need to be changed or affected due to the construction project, the design and construction shall be carried out in accordance with the requirements of the drainage management department, and the required expenses shall be borne by the construction unit. Article 13 No new houses and other above-ground structures (including vegetation) shall be built within the range of five meters on both sides of the sideline of the main drainage pipe, one point five meters on both sides of the branch pipe and the protection range of other drainage facilities. If construction is really necessary, the consent of the drainage management department must be obtained first. Article 14 If it is really necessary to temporarily discharge engineering wastewater into drainage facilities due to construction, it shall apply to the drainage management department for a temporary drainage permit, pay a deposit, and dispose of sediments and sundries before discharging. If the drainage facilities are not damaged or blocked, the deposit will be refunded after the project is completed. Article 15 When a unit or individual needs to build a branch pipe connected with the municipal drainage pipeline to discharge rainwater and sewage, it shall submit the design drawings, production technology, water quality and quantity, sewage treatment plan, drainage outlet and drainage area and other relevant information to the drainage management department, and access the municipal drainage pipeline after examination and approval.

Where the information submitted by a unit or individual needs to be kept confidential, the drainage management department has the responsibility to keep the technical and commercial secrets for it. Article 16 When constructing branch pipes connected with municipal drainage pipelines, the rainwater and sewage diversion system shall be adopted, and the connection shall be made according to the location designated by the drainage management department and the pipe diameter determined.

Household branch pipe construction should follow the principle of pipeline gradient gravity flow, and it is generally not allowed to discharge under pressure. Because of the special need for pressurized drainage, it must be approved by the drainage management department. Article 17 The terminal inspection well connected with the municipal drainage pipeline through the household branch pipe shall be provided with a mud pit, a drainage well shall be provided at the outlet where the sewage is discharged by the unit, and a dung dissolving well shall be provided in the pipeline where the excrement is discharged by the household, and its specifications shall conform to the national building codes and standards.
