(A) the role of quota

1. This quota is the consumption standard of artificial materials construction machinery that affects the valuation of designated units of measurement, reflecting the average consumption level of the whole province.

2. This quota is the basis for unifying the calculation rules of the budgetary quantities of construction projects in the whole province and dividing the units of measurement.

3. This quota is the basis for the preparation of design budget, construction drawing budget, completion settlement, pre-tender estimate, mediation and settlement of project cost disputes and project cost appraisal in this province; It is also the basis of bidding quotation and determining the project cost price with bill of quantities.

(B) the scope of application of quotas

This quota is applicable to new construction, expansion and reconstruction projects of industrial and civil buildings in Zhejiang Province, not to professional projects such as architecture, nor to projects with special requirements such as national defense scientific research and the ex-factory prices of various building components.

(3) Quota level

Determining the level of quota is the core of compiling quota, and quota is the reflection of productivity in a certain period, which is directly proportional to the level of labor productivity and inversely proportional to the amount of resource consumption.

This quota is compiled according to the current construction engineering quality evaluation standards, safety operation procedures and construction acceptance specifications, normal construction conditions, reasonable construction organization, mature construction technology and equipment conditions of most construction enterprises. It is the consumption standard of artificial materials and machinery required for the completion of the specified measurement unit construction subdivisional work (qualified products) in this province, reflecting the average consumption level of this province. Construction enterprises can make reasonable adjustment and transformation according to the characteristics of the project and their own technical strength and management level.

Comparison between the new quota and the original quota of 94: According to the characteristics of construction projects in this province, five projects are selected as calculation objects (standard factory buildings and villas for high-rise office and scientific research buildings for multi-storey houses). Compared with 94 quota (the price of quantity and machine is subject to the new quota), the new quota is higher than the original 94 quota level by 10.97%.

(4) Instructions and regulations on labor.

1. The labor consumption of this quota is based on the current national unified labor quota for construction and installation projects, combined with the actual situation of this province. Direct employment and other employment (safety and quality inspection of overlapping materials for long-distance work and temporary water and power cuts, etc.). ) and the labor range difference of each working day have been calculated according to the eight-hour working system.

The so-called labor range difference refers to all kinds of working hours consumption under normal construction conditions that should be considered in the budget quota outside the labor quota time.

2. The daily wage unit price of this quota is divided into three categories: the earthwork vertical transportation project is calculated according to the daily wage unit price of 24 yuan; Factory warehouse door, special door and wood structure engineering, metal structure engineering and six chapters decoration engineering (floor-to-ceiling wall, cylindrical ceiling, doors and windows painting, etc.) are calculated according to the daily wage unit price of 30 yuan; The remaining items are calculated at the daily wage unit price of 26 yuan.

(5) Description and regulation of materials

1 The consumption of materials (including finished products and semi-finished products) in this quota includes main materials, auxiliary materials and sporadic materials. In the quota table, all measurable materials are listed one by one according to varieties and specifications, and the corresponding losses (including transportation losses, construction losses and stacking losses on the construction site) have been included. See Appendix III for the material loss rate in the quota table. Minor sporadic materials are not listed one by one, and have been included in other material costs.

2. The material price in this quota is determined according to the material name, specification and quota of qualified products (selected from the provincial material base price). See Appendix 4 for details. The fixed price of materials includes market supply price, transportation and miscellaneous fees (including transportation loss), procurement and storage fees (note: excluding inspection and test fees).

3. The horizontal transportation of materials from the on-site storage site or the on-site processing site to the job site has been included in the corresponding quota, and the vertical transportation of materials is calculated according to the vertical transportation project in Chapter 17.

4. The cold-drawn steel wire, high-strength steel wire and stranded wire in the quota are all considered according to the finished product price.

5. The mixture ratio standard of mortar and concrete used in this quota is determined according to the conventional design of this province. See the appendix for the mixture ratio quota, which is different from the design. Unless otherwise specified in the quota, the quota of cast-in-place concrete members shall be converted according to the design requirements, excluding additives. When it happens, it should be calculated separately according to the design requirements.

6 The sand used in the quota, such as root piles for cushion, is coarse sand, and the sand for concrete and mortar is pure sand, of which the sand for concrete is 50% medium fine sand, and the labor cost and consumption of sand screening have been included in the material cost of concrete stones. In view of the abundant sand resources in our city, considering coarse, medium and fine sand comprehensively, the increment (%) of concrete and cement in our city has not been adjusted since the implementation of the valuation basis in 2003 (Ningbo Cost Information News 05-8-P 16).

7. The wood species in the quota are divided into two categories: I and II (common wood species) and III and IV (hard wood species). If the variety of wood used in the design is different from the quota, it should be calculated according to the relevant provisions of each chapter.

8. The turnover materials in the quota are compiled according to the amortization amount, including the maintenance consumption and related expenses of returning to the warehouse.

9. 2. The types and specifications of construction machinery in this quota are reasonably configured according to normal construction, and the machinery and equipment of most construction enterprises in this province are comprehensively considered. The sporadic machinery corresponding to the consumption of construction machinery not listed in the quota has been included in other machinery fees.

3. The machine-team consumption quota does not include the off-site transportation and installation costs of large machinery. When it happens, it should be calculated according to the actual type and specifications of the machinery selected for construction design and the relevant provisions in Appendix 2.

(7) Other related issues.

1. The scaffold vertical transportation fee calculated according to the construction area in this quota is regarded as a whole project. If the structure and decoration are contracted out separately, the proportion shall be determined according to the specific conditions of the project.

2. In the basement warehouse, darkroom and other indoor buildings, if the peripheral window area is less than 2.5% of the indoor plane area, the lighting cost of the cave library shall be calculated according to 40% of the fixed labor cost in the related subtitle.

For the sake of reasonableness, 80% of the temporary lighting cost of caves in this city is labor cost and 20% is material cost. The cave lighting fee belongs to the construction technical measures fee, which should be specified in the construction plan (Ningbo Cost Information 05-8-P 16).

3. The vertical transportation in this quota should be compiled separately according to the buildings and structures with different eaves heights, and implemented according to the specific engineering contents in Chapter 17.

4. In addition to indicating the height, this quota is compiled according to the eaves height of buildings within 20m. (8) Quota management
