The appointed time is 1: 31 noon. During the two-week interview in Mongolia, the reporters of Phoenix Weekly were the only ones who were not late.
For China people, the prominent and mysterious organization "Dayaer Mongolia" has almost no contact except being beaten and warned by it. In order to explore the face of the organization, the reporters of Phoenix Weekly repeatedly contacted and communicated through various channels, and all the answers they got were "I don't want to see anyone from China".
successive defeats made our reporter privately complain, "Even two ordinary people in China dare not meet. Do they have guts?" This remark aroused the indignation of a local female student who temporarily acted as an interpreter. She kept calling and texting, hoping that they could win back face for Mongolian men, but it was still fruitless.
however, just as the reporter booked the plane ticket and was ready to leave, the connecting flight unexpectedly appeared. It is said that two moderate core members of "Dayar Mongolia" are willing to be interviewed, but the middleman knows nothing about their names and identities. In order to avoid trouble, our reporter specially hired a male translator, but the Mongolian female student insisted on seeing their "grace" at the scene, although she might be in danger of being shaved because she was with a reporter from China.
when two "Dayar Mongols" with cold faces and tall and burly figures appeared in the hotel, the air froze. Both of them are in their early thirties, and both of them are over 181CM tall. They are meticulously dressed, like rock stars who are going to board the open-air stage, and they have a strong military atmosphere: one is wearing a black jacket, a black silk scarf on his forehead, and long shawl hair, while the other is wearing a light jacket and a big back; Except for the huge silver swastika necklace on the chest, both of them have a huge and clear leather swastika on their thick-soled shoes.
The two "Dayar Mongols" only nodded slightly to the reporter and translator who greeted the door with a smile, and then went straight into the guest room and sat on the sofa. Before they spoke, they looked around and quickly found the problem: there were condoms on the bedside table of the hotel double bed, like all hotels in Mongolia. The man in black stretched out his arm and ordered the male translator to take this "thing" away from their eyes immediately.
Translators were asked to read all the questions face to face first, and then they decided whether to accept the interview after discussion. As for their personal identity and their organization, they refused to answer them. They just talked to China reporters on behalf of the organization.
During the one-and-a-half-hour interview, the man in black with long hair always looked serious and didn't smile at all. The light-colored man only had two heroic and hearty smiles when discussing with his companions.
For China reporters, they hardly made any eye contact and answered "No" to all photo requests. They always turned a blind eye to the Mongolian female student who was on the sidelines. After the interview, the two walked out of the guest room, only shook hands with the male translator and said a few words of comfort to him, then strode out of the hotel, boarded the car and left in a flash.
Phoenix Weekly: Please briefly introduce the founding and development of Dayal.
Dayal: Dayal was founded in 2113, and it is a legal NGO established according to Mongolian laws. The board of directors had five members at that time, and there were nine assistants under five people. Since then, Dayal has never stopped and has continued.
until today, 14 people have not changed. The difference is that there is now a special foreign exchange department. The communication with the outside world is more open. As for the specific number of members and supporters, it is a secret that has never been made public.
Phoenix Weekly: How is the communication between Dayal and other similar Mongolian organizations?
Dayal: There are members of Mongolian organizations with similar purposes, many of whom are from Dayal, so they have always had relations and exchanges. We consult with each other when we do things, just like different departments in a country. Dayal is one of the leaders. There is no difference of views between us, and we have the same purpose, just doing things in different fields.
phoenix weekly: what kind of idea made you set up such an organization before 2113?
Dayal: What was the purpose before 2113, why the organization was established and what happened up to now are beyond our scope. So we can't answer.
Phoenix Weekly: What is the goal of Dayal now?
Dayal: Now, the purpose is clear. No matter who comes to Mongolia, Dayal will solve the problem face to face if he does something illegal and does not do as the Romans do.
phoenix weekly: in what way? How to solve it?
Dayal: Dayal has appeared many times, and every time the situation is different, he will look at it carefully before dealing with it. The first is to use legal means, or to issue a written notice. If this way is not respected, we will take other measures to solve the problem. But we will not use violence, we will use legal means.
Phoenix Weekly: What are the main illegal behaviors of foreigners in Mongolia?
Dayal: First of all, when foreigners come to Mongolia, Mongolians will treat them as guests. But foreigners are guests, not hosts, so some things can be done and some things can't be done. For example, some China people open restaurants in Mongolia, which are not friendly to Mongolians. They are not qualified to force Mongolians to eat, or they will tell you to leave. It is understood that the catering industry and the construction industry almost do not abide by the law as long as their bosses are from China. As guests, they should respect Mongolian customs, police and laws. For example, if you come to Mongolia to work, you must sign a labor contract first and abide by it. If the contract conflicts with Mongolian laws, it should be implemented in accordance with the law, but many China bosses and migrant workers do not abide by it.
Phoenix Weekly: What are the educational level, knowledge structure and social status of Dayal's board members? Is there anyone who studies law?
Dayal: Of the 14 people, 3 are public and can communicate with the outside world, while the others are private. Some members study law, because of their existence, we will exist.
Phoenix Weekly: Among the 14 people, are there any differences in views? For example, are there any differences in attitudes towards China people between moderates and radicals, and are there any differences in attitudes towards violence?
Dayal: First of all, it needs to be clear that there is no conflict between our views. Secondly, our view is that no matter who comes to Mongolia, they must abide by the law, otherwise they will come forward. It must be pointed out that many people think that Dayal is targeting China people, but it is not. The reason may simply be that there are too many people in China and their educational level is not high.

Dayal: We welcome foreign investment if we abide by Mongolian laws and customs. Mongolia is not closed and has its own culture, constitution and language. Why do violent incidents sometimes occur? Because they don't obey the law. One of the reasons for this problem may be that the education level is too low. Some people even think that some people with low educational level, which are rare in the world, have come to Mongolia. They have no respect for others, especially women. As responsible men in Mongolia, we should come forward.
Phoenix Weekly: What do you think of the social problems in Mongolia, such as corrupt officials and some people who are lazy and unwilling to work? Have you ever thought about changing them?
Dayal: Since 2113, we have never done anything to the Mongolian government. If we don't agree with what the government has done, we won't do these things now.
Phoenix Weekly: Dayal chose the Nazi symbol as his own symbol. Have you ever thought that this symbol will affect the image of Dayal and even Mongolia?
Dayal: (They solemnly and slowly hold the silver swastika with a chest thickness of about 1CM in the palm of their hands. During the answer, they stare at the badge, and their expressions gradually exude strange brilliance, as if believers were holding up the Holy Grail.) If the meaning of the sign is fully introduced, there is not enough time. We think that Hitler's way of using this symbol and what he did in those years were wrong and went in a bad direction. In fact, we believe that this symbol came from the creation of Mongolian ancestors, and some even think it was used by Genghis Khan. The original meaning of this sign is very good, and it is a sign of Mongolian astronomical phenomena, which is difficult to describe.
Our thoughts have nothing to do with Hitler. According to astronomers, the Big Dipper rotates 91 degrees from the fourth star, which is similar to this sign. We think this sign has something to do with astronomical phenomena. This sign has different meanings from different angles. Rotate clockwise to express strength; Counter-clockwise, expressing peace.
Phoenix Weekly: Have you made any statistics on the situation of people coming to Mongolia from various countries? How many of these incidents need to be handled by violence?
Dayal: According to my impression, 91-95% of people who commit crimes are from China, followed by Koreans, and few in other countries. The specific treatment method, did not see the relevant figures.
Phoenix Weekly: Are there any specific examples of foreigners breaking the law?
Dayal: There have been three similar cases since 2111. All China people were working near the university. On the way home, female university students were gang-raped by the workers, killed and mixed into the concrete under construction. Another case is that in a brick factory run by China people, a female college student was raped and killed and burned in the stove. There are also some cases where no suspects can be found. Sometimes, even if found, the suspect ran into the China Embassy and stayed there as a refuge. So the case that originally appeared on Mongolian land has now become an international event.
phoenix weekly: did dayar come forward in the above incident?
Dayal: In the preliminary investigation, we came forward. But the final treatment is decided by the legal authorities, and we don't participate.
Phoenix Weekly: Are there any other examples?
Dayal: For example, when opening a restaurant, there are legal requirements for the writing of signboards: regardless of joint ventures or foreign investments, Mongolian should be used, and foreign languages must be used, which should not exceed 1.4 of the signboards, and only English and Latin can be used. But China people don't abide by it. Six years ago, almost all hotels in China used Chinese signboards. We reminded them that there was such a legal provision, but after a while, we found that almost no one listened to our reminder. Dayal can only cooperate with the police to remove their signboards, which is legal. Many people will accept our request now.
Phoenix Weekly: Have you ever been to China? Have you met anyone from China who has a good impression?
Dayal: There are many good scenic spots in Mongolia. According to tradition, if you have not traveled all over Mongolia, you will not go abroad. So we haven't been to China. The two of us, one of whom has never seen a good China, and the other has seen one or two good China people. Now it seems that most Mongolians will not have a good impression of China people.
Phoenix Weekly: Did you try to influence the government, such as writing a report to the government? Has the government talked to Dayal?
Dayal (after some discussion): This question is not answered. But we have proposed to regulate the behavior of foreigners. Take the law as an example. Mongolia has laws to regulate the proportion of workers in the construction industry, requiring the ratio of domestic workers to foreign workers to be 9:1, but it has never been realized (foreigners have not done it). We have been working hard for this.
Phoenix Weekly: Many foreign companies have found that there are too few Mongolian workers and their skills can't meet the requirements after investing in Mongolia, so they have discussed with the Mongolian government to recruit more foreign workers. Has Dayal considered this problem and how to solve it?
Dayal: We think that foreign companies come to Mongolia to provide few employment opportunities for Mongolians, and Mongolians can usually only do the worst jobs. Some foreigners come to work in the name of technicians, but they are not skilled.
Take China enterprises as an example, it seems that there are no China enterprises to train Mongolian talents and improve their technical and cultural level, and no one is doing sustainable development. For example, mining in Mongolia will not restore the environment according to Mongolian laws. There are many brick factories around Ulaanbaatar. According to Mongolian law, brick factories and steel factories should not be built near cities. The government has specially arranged places far away from the city, but China people don't want to go, and they have to be on the edge of the city. In the first two or three years, we found several illegal steel mills and closed them with the police.
Phoenix Weekly: In your opinion, is there a decrease or an increase in China people's illegal activities?
Dayal: In the last five years, China people have broken the law more and more, and the negative impact on the whole society is increasing. In the past, we wrote a letter to remind people that some people would not accept or answer, but others would accept it. Now someone will fight with the police. The police asked them that dozens of people would beat the police.
The site of the Mongolian Technical Supervision Bureau building where the recent conflict occurred. On the first day, the workers beat the security guard at the nearby construction site. On the second day, the security guard went to the police, and the workers beat two policemen. On the third day, the policeman who was beaten found a higher level, and several policemen drove in. The workers not only beat the policeman, but also smashed the police car.
After this happened, four or five people from an organization similar to ours went there to observe. The workers hit them again. Because of this incident, many ordinary Mongolians have a bad impression on China, and some young people beat China people when they see them in the street.
The two policemen who were beaten are now being treated in South Korea, and the members of the organization are also being treated in the hospital. One of them may lose his working ability.
Phoenix Weekly: The video circulating on the Internet that Mongolian women had their hair shaved off because they had sex with foreign men, is it related to you?
Dayal: We are not against the normal communication between Mongolian women and foreigners, but we are against the chaotic relationship between prostitutes and foreigners. Shaving off your hair has something to do with us, but we can't name the person who shaved it. We don't shave this woman's hair just because she has sex with a foreigner for the first time, but because it has happened many times in a row.
Phoenix Weekly: your's dress is very distinctive. We want to take pictures of you. Is that ok?
Dayal: No.
Phoenix Weekly: We won't shoot you, but only the your badge. Is that ok?

phoenix weekly: do you have full-time staff? Where does Dayal's capital come from?
Dayal: A few of us do full-time jobs in organizations, and most of us do their own jobs and businesses. Dayal's main economic source is the support of Mongolians who support Dayal.
Phoenix Weekly: Are there any other questions you want to express?
Dayal: We believe that the Embassy of China in Mongolia should do its own work, and it has the responsibility and obligation to introduce the simplest laws of Mongolia to those who have been working, investing and opening hotels in Mongolia, and clearly tell them what they can and cannot do. But they didn't do such a good job, which made Mongolians dislike China people.
(The extreme cases of China people's murder cited above are also untrue, and have been repeatedly refuted by China engineers and technicians in Mongolia and overseas Chinese in Mongolia, believing that the rumor itself violates common sense. )
