The energy-saving supervision system of key energy-using units refers to the national energy-saving management system for key energy-using units. According to "People's Republic of China (PRC) Energy Conservation Law" and "Measures for Energy Conservation Management of Key Energy-using Units", the state implements energy conservation supervision and management for key energy-using units, and establishes and improves energy conservation target responsibility system, energy consumption measurement system, energy consumption statistics system, energy utilization status reporting system, energy conservation standard system and energy conservation reward and punishment mechanism.
Among them, key energy users include industrial enterprises, construction enterprises, transportation enterprises, wholesale and retail enterprises, catering service enterprises and other industries with an annual comprehensive energy consumption of 6.5438+0 million tons of standard coal.
Measures for energy conservation management of key energy-using units:
Chapter I General Provisions
Article 1 In order to strengthen energy-saving management of key energy-using units, improve energy utilization efficiency, control the total energy consumption and promote the construction of ecological civilization, these Measures are formulated in accordance with the Energy Conservation Law of People's Republic of China (PRC) and other relevant laws and regulations.
Article 2 The key energy-using units mentioned in these Measures refer to: (1) energy-using units with annual comprehensive energy consumption of 1 10,000 tons of standard coal; (2) Energy-using units with an annual comprehensive energy consumption of more than 5,000 tons but less than 10,000 tons of standard coal as determined by the relevant departments of the State Council or the departments in charge of energy conservation of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. The accounting unit of energy consumption is a legal entity.
Article 3 Key energy-using units shall implement national and local laws, regulations, rules, policies and standards on energy conservation, strengthen energy conservation management and reduce energy consumption in accordance with the principle of rational use of energy, and accept the management of energy conservation departments of local people's governments at or above the county level.
Article 4 The National Development and Reform Commission is responsible for the energy-saving management of key energy-using units throughout the country. The relevant departments of the State Council shall, within the scope of their respective duties, implement energy-saving management for key energy-using units.
The departments in charge of energy conservation of local people's governments at or above the county level shall be responsible for the energy conservation management of key energy-using units within their respective administrative areas. The relevant departments of the local people's governments at or above the county level shall, within the scope of their respective duties, implement energy-saving management for key energy-using units.
The competent department of energy conservation of the people's government at or above the county level shall give full play to the role of the competent department of relevant industries and promote the energy conservation management of key energy-using units in the process of carrying out energy conservation management of key energy-using units, according to the industry situation of key energy-using units in the region.
Fifth key energy-using units should implement the energy-saving target responsibility system and energy-saving evaluation system. The competent department of energy conservation of the people's government at the prefecture level and listed on the city level shall, jointly with relevant departments, decompose the total energy consumption control and energy-saving targets into key energy-using units, carry out evaluation and assessment on the responsibility of energy-saving targets for key energy-using units at different levels, and mainly assess the completion of total energy consumption control and energy-saving targets, energy utilization efficiency and implementation of energy-saving measures for key energy-using units, and submit the assessment results step by step to the public.
