Standards for the Establishment of Childcare Institutions (for Trial Implementation)

Chapter I General Provisions

Article 1 In order to establish specialized and standardized childcare institutions, in accordance with the Law of the People's Republic of China on the Protection of Minors and other laws and regulations, as well as the Guiding Opinions of the General Office of the State Council on the Promotion of Infant and Toddler Care Services for Infants and Young Children Under 3 Years of Age, Inc. Formulate this standard.

Article 2 adhere to the principles of policy guidance, universal priority, safety and health, scientific norms, local management, classification guidance, fully mobilize the enthusiasm of social forces, and vigorously develop child care services.

Article III of this standard applies to the registration by the relevant departments, health departments for the record, for infants and young children under 3 years of age to provide full-day care, half-day care, hourly care, temporary care and other child care services.

Chapter II set up requirements

Article IV child care institutions should be set up to take into account the characteristics of urban and rural regional development, according to the level of economic and social development, the basis of the work and the needs of the masses, scientific planning, rational layout.

Article V new residential areas should be planned and constructed with the size of the resident population of child care institutions. Old urban areas and built residential areas should take a variety of ways to improve child care institutions to meet the needs of residents.

Article 6 of the construction of urban child care institutions should give full consideration to the needs of migrant workers to move with the infant and child care services.

Article 7 in the construction of rural community integrated service facilities, should be considered in the construction of child care institutions.

Chapter III site facilities

Article 11 child care institutions should have their own site or lease period of not less than three years.

Article XII of the child care institutions should choose the site of good natural conditions, convenient transportation, in line with the requirements of health and environmental protection of the construction of land, away from the growth of infants and young children have a hazardous building, facilities and sources of pollution, to meet the seismic, fire prevention, evacuation and other requirements.

Article 13 of the child care institutions should be in line with the relevant national standards of engineering and construction, industry standards, set up in line with the standard requirements of the living room, according to the need to set up service management rooms and supply rooms.

Article 14 of the child care institutions of the house decoration, facilities and equipment, decorative materials, etc., should be in line with relevant national safety and quality standards and environmental standards, and regular inspection and maintenance.

Article 16 of the child care institutions should be equipped with outdoor activities, equipped with appropriate game facilities, and have the appropriate safety protection facilities.

Chapter IV staff scale

Article 18 of the child care institutions should be based on site conditions, a reasonable determination of the size of the admission of infants and young children, and the configuration of integrated management, childcare care, health care, safety and security staff.

The person in charge of the child care institution is responsible for the overall work, should have college education, child care education, health and other related management experience for more than three years, and by the person in charge of the child care institution qualified job training.

Caregivers are mainly responsible for the daily care of infants and young children, arranging game activities, promoting physical and mental health of infants and young children, and developing good behavior. Caregivers should have experience in infant and toddler care or relevant professional background, and have received training in infant and toddler care and mental health knowledge.

The health care personnel should be qualified by the health care professional training organized by the maternal and child health care institutions.

Security personnel should obtain the public security organs issued by the "security guard card", and by the public security organs "security service license" of the security company assigned.

Article 19 of the child care institutions are generally set up breastfeeding class (6-12 months, less than 10 people), nursery class (12-24 months, less than 15 people), nursery class (24-36 months, less than 20 people) three types of classes.

Infants and toddlers over the age of 18 months may be placed in mixed classes with no more than 18 students per class.

The living unit of each class should be used independently.

Article 20 is reasonably equipped with nursery staff, and the ratio of infants and toddlers should not be less than the following standards: breast class 1:3, nursery class 1:5, nursery class 1:7.

Article 21 in accordance with the relevant provisions of the nursery health care staff, cooking staff.

Article 22 of the independent child care institutions should have at least 1 security personnel on duty.

Chapter V Supplementary Provisions

Article 23 The provinces, autonomous regions and municipalities directly under the Central Government health administrative departments can develop specific implementation measures in accordance with this standard.

Article 24 This standard shall come into force on the date of publication.

Management norms for childcare institutions (for trial implementation)

Chapter I General Provisions

Article 1 In order to strengthen the management of childcare institutions, in accordance with the "People's Republic of China *** and the State Law on the Protection of Minors" and other laws and regulations, as well as the "General Office of the State Council on the promotion of the development of infant and child care services for infants and toddlers under 3 years of age of the guiding opinions", to formulate the norms.

Article 2 adhere to the principle of giving priority to children, respecting the characteristics and laws of the growth of infants and young children, maximizing the protection of infants and young children, and ensuring the safety and health of infants and young children.

Article III of this specification applies to the registration by the relevant departments, the health department for the record, for infants and young children under 3 years of age to provide full-time day care, half-day care, time care, temporary care and other child care services.

Chapter II filing management

Article IV child care institutions registered, should be filed with the health department at or above the county level where the institution is located, submit the evaluation of "qualified" "child care institutions health evaluation report", fire safety inspection certificate, site certificate, staff qualifications and other materials, fill in the filing (see). Chapter III admission management

Child care institutions should set up parent committees, important matters relating to infants and children, should listen to the views and recommendations of the parent committee.

Child care institutions should establish an open day system for parents.

Article 14 of the child care institutions should strengthen the contact and cooperation with the community, the community to publicize scientific knowledge of child care, to carry out a variety of forms of service activities to promote the early development of infants and young children.

Article 15 of the child care institutions should establish a public information system, regularly publicize the charges and standards, child care, food and nutrition, health care, safety and security, etc., to accept the supervision.

Chapter IV Childcare Management

Article 16 childcare institutions should be scientific and reasonable arrangements for infants and young children's lives, and do a good job of eating, drinking, breastfeeding, toileting, washing, cleaning, sleeping, dressing and undressing, play activities and other services.

Article 17 of the child care institutions should follow the feeding, scientific formulation of recipes to ensure that infants and young children dietary balance. There are special feeding needs, infant guardians should provide written instructions.

Article 18 of the child care institutions should ensure that infants and young children daily outdoor activities of not less than two hours, cold, hot season or special weather conditions can be adjusted as appropriate.

Article 19 of the child care institutions should play as the main form of activity, to promote the physical development of infants and young children in physical development, movement, language, cognitive, emotional and social aspects of the overall development.

Article 20 of the game activities should pay attention to the emotional changes in infants and children, focusing on face-to-face, one-on-one communication and interaction with infants and children, alternating between static and dynamic, and reasonably collocation of a variety of game types.

Article 21 of the child care institutions should provide appropriate stimulation, enrich the direct experience of infants and young children, support infants and young children to take the initiative to explore, operate and experience, interactive communication and expression, to give play to the autonomy of infants and young children, to protect the curiosity of infants and young children.

Article 22 of the child care institutions should establish care services daily record and feedback system, regular communication with the infant and child guardians of the development of infants and children.

Chapter V health management

Article 23 child care institutions should be in accordance with the provisions of the relevant child care center health care, improve the relevant systems, and effectively do a good job of health management of infants and young children and staff, and do a good job of indoor and outdoor environmental health.

Article 24 child care institutions should adhere to the morning and afternoon inspection and full-day health observation, found that infants and young children physical, mental, behavioral abnormalities, shall promptly notify the infant guardian.

Article 25 of the child care institutions found that infants and young children suffered or suspected of domestic violence, shall promptly report to the public security organs according to law.

Article 26 infants and young children should be treated in hospitals or home care during illness.

Article 27 of the child care institutions shall establish health disinfection and isolation system for sick children, infectious disease prevention and management system, disease prevention and control and infant health management.

Article 28 of the child care institutions before the staff, should be by the medical and health institutions to carry out health checks, qualified before taking up their duties.

Child care institutions should be organized in the staff to carry out a health check once a year. On duty staff suffering from infectious diseases, should immediately leave the post for treatment; cure, must hold medical records and health care institutions issued by the health certificate before returning to work.

Chapter VI Safety Management

Article 29 of the child care institutions should implement the main responsibility for safety management, the establishment of sound safety measures and inspection system, equipped with the necessary security personnel and physical and technical defense facilities.

Article 30 of the child care institutions should establish a sound system for the transfer of infants and children, infants and children should be transported by the guardian of infants and children or their entrusted adults.

Article 31 child care institutions should develop a major natural disasters, infectious diseases, food poisoning, stampede, fire, violence and other emergencies of the emergency plan, regular staff safety education and emergency response capacity training.

Childcare institutions should be clear full-time and part-time fire safety management personnel and management responsibilities, strengthen the maintenance and management of fire safety facilities to ensure the safety of fire, electricity and gas.

Child care institutions should master the basic skills of first aid and prevention, risk avoidance, escape, self-help basic methods, in case of emergency must give priority to protect the safety of infants and children.

Article 32 of the child care institutions should establish care services, safety and security monitoring system. Monitoring alarm system to ensure 24-hour defense, infants and young children living and activity areas should be fully covered.

Surveillance video data retention period of not less than 90 days.

Chapter VII personnel management

Article 33 of the child care institutions staff should have full capacity for civil behavior and good professional ethics, love of infants and young children, physical and mental health, no record of child abuse, no criminal record, and in line with the relevant national and local regulations require qualifications.

Article 34 child care institutions shall establish staff pre-service training and regular training system, through centralized training, online learning and other ways to continuously improve the professional competence of staff, professional ethics and mental health.

Article 35 child care institutions should strengthen the staff of the rule of law education, enhance the awareness of the rule of law. Zero tolerance for child abuse and other behaviors, once found, in strict accordance with relevant laws and regulations and provisions, the person in charge and responsible for the responsibility.

Article 36 child care institutions shall sign labor contracts with the staff in accordance with the law, to protect the legitimate rights and interests of staff.

Chapter VIII Supervision and Management

Article 37 child care institutions should strengthen the party organization, and actively support the activities of trade unions, **** Youth League, Women's Federation and other organizations.

Child care institutions should establish trade union organizations or staff congress system, according to law to strengthen democratic management and supervision.

Article 38 child care institutions should develop an annual work plan, the end of each year to the health sector to report on the work, and when necessary, report at any time.

Article 39 Maternal and child health care at all levels, disease prevention and control, health supervision and other institutions should be in accordance with their responsibilities to strengthen the health care institutions of business guidance, consulting services and supervision and law enforcement.

Article 40 to establish child care institutions information disclosure system and quality assessment system, the implementation of dynamic management, strengthen social supervision.

Chapter IX Supplementary Provisions
