Article 3 The promotion of civilized behavior should adhere to the principles of people-oriented, systematic promotion, advocacy-oriented, and combination of rewards and punishments, and establish a working mechanism of unified leadership by the Party committee, implementation by the government, respective responsibilities of departments, coordinated promotion by society, and participation of citizens. Article 4 The people's governments of cities and counties (districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan and annual plan, formulate relevant policies and measures, and strengthen the planning, construction and management of relevant infrastructure, and include the required funds in the budget at the corresponding level.

Article 9. Advocate the cultivation of good personal hygiene habits, establish the awareness of public sanitation, and consciously practice the following codes of conduct:

(3) Keep the surrounding environment such as bazaars, convenience outlets and mobile booths clean;

when performing their duties, administrative law enforcement personnel should dress in accordance with the regulations, enforce the law in a standardized and civilized manner, and record the whole process of law enforcement.
