Article 4 The people's governments of cities and counties (districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan and annual plan, formulate relevant policies and measures, and strengthen the planning, construction and management of relevant infrastructure, and include the required funds in the budget at the corresponding level.

when performing their duties, administrative law enforcement personnel should dress in accordance with the regulations, enforce the law in a standardized and civilized manner, and record the whole process of law enforcement.
